PC Res 3681 RESOLUTION NO. 3681 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMMENDING APPROVAL OF A ZONING CLASSIFICATION CHANGE (PLN2005-78) FROM R-1-6 (SINGLE FAMILY RESIDENTIAL) TO P-D (PLANNED DEVELOPMENT) ON PROPERTY OWNED BY THE SANTA CLARA VALLEY WATER DISTRICT LOCATED AT 511 W. CAMPBELL AVENUE IN AN R-1-6 (SINGLE FAMILY RESIDENTIAL) ZONING DISTRICT. APPLICATION OF MS. KATHY ROBINSON, ON BEHALF OF CHARITIES HOUSING, INC., AND SANTA CLARA VALLEY WATER DISTRICT. FILE NO.: PLN2005- 78. After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2005-78: 1. The portion of the project site to be rezoned is a .16 acres residential lot and is located on the north side of West Campbell Avenue 2. The proposed P-D (Planned Development) zoning classification is consistent with the proposed General Plan land Use Designation of Low-Medium Density Residential, (6-13 units per gross acre) proposed for the project site. 3. The proposed zoning classification change is consistent with classification of surrounding properties to the north and south of the project site. 4. The proposed zoning is consistent with the Land Use Element of the General Plan. Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed zoning classification will result in a more desirable environment and use of the land than would be possible under other zoning classifications. 2. The development and uses will be compatible with the General Plan of the City and will aid in the harmonious development of the immediate area. 3. The proposed development will not result in allowing more residential units than would be allowed by other residential zoning districts which are consistent with the recommended General Plan land use designation of the property. 4. The proposed zoning classification change will not be detrimental to the health, safety or welfare of the neighborhood or the City as a whole. No substantial evidence has been presented from which a reasonable argument could be made that shows that the project, as currently presented and subject to the required Conditions of Approval, will have a significant adverse impact on the environment. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends approval of a Zoning Classification Change (PLN2005-78) from R-1-6 (Single Family Residential) to P-D (Planned Development) Zoning District on property owned the Santa Clara Valley Water District located at 511 W. Campbell Avenue in an R-1-6 (Single Family Residential) Zoning District.
