A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE SUBMISSION OF AN APPLICATION TO CALTRANS FOR
BICYCLE TRANSPORTATION ACCOUNT FUNDS FOR THE CAMPBELL AVENUE
BICYCLE LANE PROJECT, CERTIFYING THE AVAILABILITY OF LOCAL
MATCHING FUNDS, AND FINDING THE PROJECT TO BE CATEGORICALLY
EXEMPT UNDER CEQA
WHEREAS, the Streets and Highways Code, Bicycle Transportation Account (BTA)
program provides funds for grants to local agencies for projects that improve safety and
convenience for bicycle commuters; and
WHEREAS, the State of California Department of Transportation (Caltrans) Bicycle
Facilities Unit has the responsibility for administration of the BTA program; and
WHEREAS, the City of Campbell desires to submit an application for $300,000 for the
Campbell Avenue Los Gatos Creek Bridge Bicycle Lane Project; and
WHEREAS, one of the requirements of the BTA program is that applications for funding
include a resolution certifying that the required 10% local match is available; and
WHEREAS, an additional requirement of the BTA program is that applications be
submitted with documentation of completed environmental review; and
WHEREAS, the required $30,000 in matching funds for this project are currently
available with Campbell Redevelopment Agency funds identified in the City's adopted
Capital and Operating budget for the Campbell Avenue Streetscape Project; and
WHEREAS, a review of the project by Public Works and Community Development staff
has determined that the project is Categorically Exempt under CEQA and has available
all required documentation necessary to support the Categorical Exemption.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell
that application to the BTA for grant funds in the amount of $300,000 for the Campbell
Avenue Los Gatos Creek Bridge Bicycle Lane project be authorized;
BE IT FURTHER RESOLVED that $30,000, representing the required 10% matching
funds, is currently available from funds appropriated in the City's adopted Operating and
Capital Budget;
BE IT FURTHER RESOLVED that the City Council adopts the County of Santa Clara's
Countywide Bicycle Plan (adopted October 2004) for the purpose of establishing a
comprehensive policy document to guide the development of the local bikeway system
and as required to apply for BT A funds;
BE IT FURTHER RESOLVED that the City Council of the City of Campbell finds the
Campbell Avenue Los Gatos Creek Bridge Bicycle Lane Project to be Categorically
Exempt under Section 15304 (h), Class 4, of the California Environmental Quality Act
(CEQA) pertaining to the creation of bicycle lanes on existing rights-of-way.
