Dear Ms. Azen:
It was a pleasure talking to you on the telephone last week. This letter is a follow up to
that conversation.
The City of Campbell Redevelopmem Agency is implementing the Loop Street Parking
and Sidewalk Project - Phase I. This project consists of installing parallel parking along
the loop streets (Civic Center Drive and Orchard City Drive) and constructing sidewalk
improvements consisting of a ten foot wide commercial sidewalk with street trees,
decorative light fixtures and related improvements.
Phase I of the project involves installing the on-street parking and a new sidewalk along
the north side of Orchard City Drive between First and Second Streets. This project
will benefit Historic Downtown Campbell by providing approximately 95 new public
parking spaces and installation of attractive sidewalk improvements to improve
pedestrian circulation and safety.
These types of improvements are normally delayed until new construction or
remodeling triggers requirements for installation at private property owner expense.
However, in our efforts to revitalize the Downtown, the Redevelopment Agency has
been authorized to proceed with these improvements immediately.
The improvements will directly benefit the California Teachers Association (CTA)
property by providing additional public parking adjacent to the property and installation
of full sidewalk improvements where currently none exists.

As we discussed, the Redevelopment Agency proposes that approximately 933 square
feet of property be dedicated to the City of Campbell in exchange for installation of the
public improvements at no cost to the CTA. In addition, all disturbed landscaped areas,
including irrigation systems, located on CTA property would be repaired and returned
to their original condition. Existing trees could be relocated or replaced as deemed
appropriate by the CTA.
The property owned by the California Teachers Association has 144 feet of frontage
along Orchard City Drive. The remainder of the frontage is a public parking lot owned
by the City of Campbell. Currently the CTA building has a 15 foot landscaped area
between the building and the curb. Three feet of this area is located within the public
right-of-way. Installation of the new 10 foot sidewalk would require an additional seven
(7) feet of public right-of-way, resulting in a landscape strip of five (5) feet. The
sidewalk would be reduced to seven (7) feet in the vicinity of the CTA parking lot, to
avoid any impact to the operation of the parking lot. See Attachment WA" - Conceptual
Design. The area of requested dedication is highlighted in yellow.
Also included for your review and information is an Assessor's Parcel Map, Street
Improvement Drawing showing distance between the curb and the property line and the
original site and architectural plans for the building.
The City would like to move forward with this project, and I appreciate your

EXCLUSIONS
In addition to the exceptions in Schedule B, you are not insured against loss, costs, attorneys' fees and expenses resulting from:
1. Governmental police power, and the existence or violation of any law or government regulation. This includes building and zoning
ordinances and also laws and regulations concerning:
· land use
· improvements on the land
· land division
· environmental protection
This exclusion does not limit the zoning coverage described in items 12 and 13 of Covered Title Risks.
2. The right to take the land by condemning it, unless a notice of taking appears in the public records on the Policy Date.
3. Title Risks:
· that are created, allowed, or agreed to by you
· that are known to you, but not to us, on the Policy Date--unless they appeared in the public records.
· that result in no loss to you
· that first affect your title after the Policy Date--this does not limit the labor and material lien coverage in Item 8 of
Covered Title Risks
4. Failure to pay value for your litle.
5. Lack of a right:
· to any land outside the area speclllcally described and referred to In Item 3 of Schedule A
or
· in streets, alleys, or waterways that tQuch your land.
This exclusion does not limit the access coverage in Item 5 of Covered Title Risks.
