BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL DENYING A SITE AND
ARCHITECTURAL REVIEW PERMIT (PLN2000-146) FOR THE
CONSTRUCTION OF A NEW WAREHOUSE/OFFICE BUll.DING
ON PROPERTY OWNED BY MR. RICHARD PASEK AT 925 S.
McGLINCY LANE IN AN M-1-S (LIGHT INDUSTRIAL) ZONING
DISTRICT. APPLICATION OF MR. RICHARD PASEK. FILE NO.

After notification and public hearing, as specified by law, and after presentation
Community Development Director, proponents and opponents, the hearing was closed.

After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2000-146:
The proposal for a warehouse/office building with an on-site living facility consists of 4,608
square feet of building area on 8,950 square foot parcel resulting in Floor Area Ratio of 51
percent. The maximum FAR allowed by General Plan policy is 40 percent.
2. The proposed project includes nine (9) parking spaces where a minimum of 12 is required;
this results in a parking deficiency of 25 percent.

The proposed project includes 763 square feet (8.5 percent) of landscaping where a minimum
of 716 square feet (8 percent) is required, however it is not evenly distributed on the site and
is concentrated along the southern property line

The layout of the site with respect to locations and dimensions of pedestrian entrances is not
well planned and creates pedestrian/vehicular conflicts at the area of the stair landing at
grade.
The location, arrangement, and dimensions of truck loading and unloading facilities have not
been provided for. Loading into the warehouse would block parking stalls within the
proposed parking lot.
6. The surfacing and lighting of the off-street parking facilities are proposed as asphalt surface
with a single electrolier providing lighting.

The location, height and material of walls, fences, hedges and screen plantings to insure
harmony with adjacent development or to conceal storage areas, utility installations or other
unsightly development has not been employed effectively. The trash enclosure and roll-up
door have not been screened or concealed in any manner. The proposed wing wall associated
with the exterior stair does not create an attractive appearance from the public right of way or
from the adjacent properties.

The planting of ground cover to prevent dust and erosion has been provided, however, the
absence of landscaping along the northern property line creates an unattractive appearance
along the property border.

Consideration of the general silhouette and mass, including location on the site, elevations
and relation to natural plant coverage, all in relationship to the neighborhood, has not been
provided in that the exterior stair and associated wing wall create a large blank, unnecessary
expanse.
10. Consideration of exterior design in relation to adjoining structures in height, bulk and area
openings, breaks in the faqade facing on the street, line and pitch of roof, and arrangement of
the structure on the parcel, has not been provided in that the front facade is devoid of visual
interest and is overcrowded with unattractive elements including the trash enclosure, the roll-
up door, balcony and exterior stairs. The front elevation presents a flat, two-story surface to
the street.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed project is not consistent with the General Plan and the Zoning Code.
2. The proposed project will not be consistent with the General Plan of the City and will not aid
in the harmonious development of the immediate area.
The establishment, maintenance, or operation of the use applied for will be detrimental to the
public health, safety, peace, morals, comfort, or general welfare of persons residing or
working in the neighborhood of such proposed use, or detrimental or injurious to property
and improvements in the neighborhood or to the general welfare of the City
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission DENIES a Site and
Architectural Review Permit (PLN2000-146) for the construction of a new warehouse/office
building on property owned by Mr. Richard Pasek at 925 S. McGlincy Lane.
