APPLICATION OF WESTERN GRAVEL COMPANY, FILE NO. R 92-08 (PD 90-07). After notification and Public Hearing as specified by law on the application of Western Gravel Company, for approval of a reinstatement to a previously approved Planned Development, and a revised Development Schedule to allow 348 Multiple-Family Residential project, on property located at 500 Railway Avenue, in a PD (Planned Development) Zoning District; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with regard to File No. R 92-08 (PD 90-07): General Plan and Zoning: There have been no changes in the General Plan and Zoning in this area since the previous City Council approval of this project on September 3, 1991; Environmental: environmental conditions are similar to those previously evaluated when a negative Declaration was granted for the project; and, o Changes: The proposed project is the same as that previously approved with the exception of project phasing and scheduling. Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: The proposed development and uses dearly would result in a more desirable environment and use of the land than would be possible under any other zoning classification. o o The development and uses would be compatible with the General PIan and zoning ordinances of the City and will aid in the harmonious development of the immediate area. The proposed development would not result in allowing more residential units than would be allowed by other residential Zoning Districts which are consistent with the General Plan designation of the property. The proposed development would not be detrimental to the health, safety or welfare of the neighborhood or the City as a whole. The proposed site is adequately served by streets of sufficient capacity to carry the kind and quantity of traffic such use would generate; The proposed use is compatible with the uses in the area.
