PC Res 2788RESOLUTION NO. 2788 PLANNING COMMISSION CITY OF CAMPBELL BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL, CAI JlFORNIA, RECOMMENDING AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN FROM PUBLIC/SEMI-PUBLIC TO COMMERCIAL FOR PROPERTY LOCATED AT 10-70 EAST HAMILTON AVENUE AND 1620-1670 SOUTH WINCHESTER BOULEVARD. APPLICATION OF MR. BRAD KROUSKUP, ON BEHALF OF CAMPBELL- GATEWAY SQUARE, LTD. FILE NO. GP 91-06 After notification and Public Hearing as specified by law on proposed amendments to the Land Use Element of the General Plan, from Public/Semi- Public to Commercial for property located at 10-70 East Hamilton Avenue and 1620-1690 South Winchester Boulevard; as per the application filed in the Planning Department on December 17, 1991; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. The Planning Commission did determine that the change as shown in the attached "Exhibit A," entitled Map of Said Property, should be made to the Land Use Element of the General Plan. After due consideration of all evidence presented, the Planning Commission does finds as follows, with respect to File No. GP 91-06: 1. The proposed Commercial Land Use is consistent with other commercial land use patterns established in the community and designated on the adjacent corners at this intersection. o The existing circulation system is supportive of a commercial land use at this location. ° Establishment of a commercial land use at this location provides a desirable portion of commercial/professional office/and residential for this neighborhood and the community as a whole. DEVELOPMENT POLICIES Gateway Concept: Development of site shall recognize the importance of the site as an entrance to the community. Building design and placement should reinforce the function of the Hamilton Avenue and Winchester Boulevard intersection as a community gateway. Building forms should be orientated toward the corner and should provide distinctive landmark features. Resolution No. 2788 adopted on March 24, 1992 Page Two Neighborhood Scale and Uses: Commercial uses at this location should be sensitive to the scale and character of adjacent residential uses. Building placements shall provide adequate buffers and transitions to adjacent residential and professional office uses. Circulation/Access: Development of access along the Esther Avenue frontage should be limited to minimize the intrusion of project impact on the neighborhood. The specific access improvements, if any, shall preclude project traffic from exiting or entering from the south along Esther Avenue. The Planning Commission does hereby adopt a Resolution recommending that the City Council adopt the attached Ordinance making effective the proposed amendment.
