BEING A RESOLU'rlON OF THE PLANNING COMMISSION OF
THE crrY OF CAMPBELL, CALIFORNIA, RECOMMENDING
APPROVAL OF A PLANNED DEVELOPMENT PERMIT, PLANS,
ELEVATIONS, DEVELOPMENT SCHEDULE, AND CONDITIONS
OF APPROVAL TO ALLOW CONSTRUCTION OF A NEW
SINGLE-FAMILY HOME AND ADDrrION TO AN EXISTING
RESIDENTIAL DWELLING, ON PROPERTY LOCATED AT 100
SOUTH SECOND STREET, IN A PD (PLANNED
DEVELOPMENT) ZONING DISTRICT. APPLICATION OF MR.
MATr TOLLICK, FILE NO. PD 91-02.
After notification and Public Hearing as specified by law on the application of
Mr. Matt Tollick, for approval of ~ Planned Development, plans, elevations,
and development schedule to allow construction of a new single-family
home and a residential addition, on property located at 100 South Second
Street in PD (Planned Development) Zoning District; and, after presentation
by the Planning Director, proponents and opponents, the hearing was dosed.
After due consideration of all evidence presented, the Planning Commission
did find as follows with regard to File No. PD 91-02:
Density: The project density of 6.8 nits is consistent with the Low-
Medium Density land use which is shown on the General Plan.
Design: The building massing and architectural style of this project is
compatible to the surrounding residential neighborhood and with the
development policies for the downtown neighborhoods.
Based upon the foregoing findings of fact, the Planning Commission further
finds and concludes that:
The proposed development and uses dearly would result in a more
desirable environment and use of the land than would be possible
under any other zoning classification; and,
The development and uses would be compatible with the General Plan
of the City and will aide in the harmonious development of the
immediate area.
The proposed development would not result in allowing more
residential units than would be allowed by other residential zoning

districts which are consistent with the General Plan designation of the
property; and,
The proposed development would not be detrimental to the health,
safety or welfare of the neighborhood or the City as a whole.
Based upon the above findings, the Planning Commission recommends
approval of the plans, elevations, development schedule, and conditions of
approval as presented; and, further recommends that the City Council
approve a Planned Development Permit and enact the attached Resolution
adopting said plans, elevations, development schedule, and conditions of
approval for that portion of the above-referenced Planned Development
District.

Property Maintenance: The applicant is hereby notified that the
property is to be maintained free of any combustible trash,
debris and weeds, until the time that actual construction
commences. All existing structures shall be secured by having
windows boarded up and doors sealed shut, or be demolished or
removed from the property. Section 11.201 & 11.414, 1985 Ed.

Garbaqe Collection: Ordinance No. 782 of the Campbell Municipal
Code stipulates that any contract for the collection and disposal
of refuse, garbage, wet garbage and rubbish produced within the
limits of the City of Campbell shall be made with Green Valley
Disposal Company. This requirement applies to all single-family
dwellings, multiple apartment units, to all commercial, business,
industrial, manufacturing, and construction establishments.

Trash Containers: Trash container(s) of a size and quality
necessary to serve the development shall be located in area(s)
approved by the Fire Department. Unless otherwise noted,
enclosure(s) shall consist of a concrete floor surrounded by a
solid wall or fence and have self-closing doors of a size
specified by the Fire Department· All enclosures to be

Parkinq and Driveways: All parking and driveway areas to be
developed in compliance with Chapter 21.50 of the Campbell
Municipal Code. All parking spaces to be provided with
appropriate concrete curbs or bumper guards. (Planning)

boxes, indicating the location of the boxes and screening (if boxes are
above ground) for approval of the Planning Director. (Planning)
Utility Connections: Plans submitted to the Building Division for plan
check shall indicate dearly the location of all connections for
underground utilities induding water, sewer, electric, telephone and
television cabels, etc. (Building)
Noise Levels: Noise levels for the interior of residential units shall
comply with minimum State (Title 25) and local standards as indicated
in the Noise Element of the Campbell General Plan.
Street Improvement:. Dedicate additional right-of-way to widen Everett
Avenue to 30 feet from centerline with a 20' radius return. Install
standard street improvements on Everett Avenue and on Second
Street. as directed by the City Engineer. Obtain an excavation permit,
pay fees and post surety for all work in the right-of-way.
Parkland Fee~: Pay $9,096 in lieu of dedicating lands for parks.
Grading and Drainage: Submit grading and drainage plan.
Parcel Map: Process and file a parcel map to create the two lots.
Demolition Permit: Obtain demolition permit to remove structures
and a sewer cap.
Buildin~ Code Compliance: Comply with all adopted Codes and laws.
