PLANNING COMMISSION
BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL
OF A ZONE CHANGE FROM R-1 (SINGLE-FAMILY RESIDENTIAL) TO
R-1-H (SINGLE-FAMILY RESIDENTIAL/HISTORIC OVERLAY)
FOR PROPERTY LOCATED AT 61 CATALPA LANE
AS SHOWN ON THE ATTACHED EXHIBIT (APPLICATION
OF MR. COURTLAND WATSON; ZC 90-11 (HPB 90-06).
After notification and public hearing as specified by law on the
proposed amendments to the Zoning Map of the City of Campbell, and after
presentation by the Planning Director, proponents and opponents, the
Planning Commission did determine that the change as shown in the
attached Exhibit A should be made to the Zoning Map based on the
following findings with regard to the proposed Landmark:
The E.R. Kennedy House is an excellent example of the Spanish
Colonial style of architecture.
2. The building has been well maintained.
Designation of the E.R. Kennedy house as a local historic
landmark will emphasize the importance of historic
preservation in the Community.
The property is listed in the Santa Clara County Heritage
Resource Inventory.
Based on the foregoing findings of fact, the Planning Commission further
finds and concludes that the proposed Landmark would:
The proposed zone change from R-l-6 to R-1-6-H is consistent
with the General Plan;
The proposed designation safeguards the heritage of the City
by providing for the protection of a Landmark which
exemplifies a Spanish Colonial style of architecture;
Designation of this residence will enhance the visual
character of the City by encouraging and regulating the
compatibility of architectural styles reflecting unique and
established architectural traditions;
Designation of the E.R. Kennedy house will foster public
appreciation of historic preservation in the community.
Designation will help stabilize and improve property values
and promote the private use of landmarks for the education,
prosperity and general welfare of the people.
The designation of this residence regulates the exterior fascade and
courtyard of this building and does not regulate interior modifications
or changes to the surrounding property.

The Planning Commission of the City of Campbell recommends that the City
Council enact the Ordinance attached hereto making effective the
recommended changes to the Zoning Map.
