PC Res 2707RESOLUTION NO. 2707 PLANNING COMMISSION BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING ADOPTION OF A OF A REVISED OPEN SPACE ELEMENT OF THE GENERAL PLAN FOR THE CITY OF CAMPBELL. CITY-INITIATED APPLICATION GP 90-05. After notification and public hearing as specified by law on adoption of a revised Open Space Element of the General Plan, for the City of Campbell; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission does find as follows: The Commission held public hearings for consideration of the Open Space Element on September 25, 1990, and October 23, 1990. An Initial Study has been prepared on the Element, as required by California Environmental Quality Act. Government code Section 65302(e) requires that the General Plan include an Open Space Element. Government Code Section 65564 requires that the Open Space element contain an action program which will be used to implement the element. The Element contains implementation measures which specify specific action programs. The Element establishes goals, policies, and implementation measures for the provision of a variety of public, private, and visual open space in the City of Campbell. Based upon the foregoing findings of fact, the Planning Commission concludes that: A Negative Declaration is appropriate as no significant environmental impacts have been identified to be associated with this project which cannot be mitigated. The Open Space Element is consistent with State requirements pertaining to open space elements. The implementation measures contained in the Element constitute an action program as required by Government Code Section 65564. The Open Space Element is consistent with other elements of the Campbell General Plan. The Open Space Element will help maintain the continuing health, safety, and welfare of the City. FURTHER, the City Council of the City of Campbell does ordain as follows: City Council Ordinance No. Adopted on page two SECTION ONE: That the Open Space Element of the General Plan of the City of Campbell is hereby adopted as per Exhibit A, attached hereto. SECTION TWO: This Ordinance shall become effective 30 days following its passage and adoption and shall be published once within 15 days upon passage and adoption in the San Jose Mercury News, a newspaper of general circulation in the City of Campbell, County of Santa Clara.
