PC Res 2680RESOLUTION NO. 2680 PLANNING COMMISSION BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL APPROVING A SITE AND ARCHITECTURAL APPLICATION ALLOWING THE CONSTRUCTION OF A 3,300 SQUARE FOOT INSTRUCTIONAL MATERIALS STORAGE CENTER, ON PROPERTY LOCATED AT 155 NORTH THIRD STREET, IN A PF (PUBLIC FACILITIES) ZONING DISTRICT. APPLICATION OF HERBERT WADLEY, S 90-05. After notification and public hearing as specified by law on the application of Mr. Herbert Wadley for approval of plans and elevations to allow the construction of a 3,300 square foot instructional materials storage center, on property located at 155 North Third Street, Campbell, California, in a PF (Public Facilities Zoning District; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows: Scale: The proposed project is an appropriate scale in relationship to the adjacent developed uses. Design: The building design is considered acceptable by the Architectural Advisor. Parking: The parking provided is considered acceptable for a Public Facility Use. Desiqn: The project is of a quality design which complements the existing buildings. Landscapinq: A 22 foot landscape frontage has been provided which adds to the aesthetics of the project. Based on the above findings, the Planning Commission does hereby grant the requested development, subject to the following conditions: Revised elevations indicating roof overhand along the street frontage to be submitted to the Planning Department and approved by the Planning Director upon recommendation of the Architectural Advisor prior to application for a Building Permit. Property to be fenced and landscaped as indicated and/or added in red on the plans. Landscaping and fencing shall be maintained in accordance with the approved plans. Landscaping plan indicating type and size of plant material, and location of irrigation system to be submitted to the Planning Department and approved by the Planning Director prior to application for a Building Permit. Applicant to either (1) post a faithful performance bond in the amount of $2,000 to ensure landscaping, fencing, and striping of parking areas within 3 months of completion of construction; or (2) file a written agreement to complete landscaping, fencing, and striping of parking areas. Bond or agreement to be filed with the Planning Department prior to application for a Building Permit. Applicant to submit a letter to the Planning Department, prior to installation of PG&E utility (transformer) boxes, indicating the location of the boxes and screening (if boxes are above ground) for approval of the Planning Director% Ail mechanical equipment on roofs and all utility meters to be screened as approved by the Planning Director. Ail parking and driveway areas to be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. All parking spaces to be provided with appropriate concrete curbs or bumper guards. Underground utilities to be provided as required by Section 20.36.150 of the Campbell Municipal Code. Plans submitted to the Building Division for a plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables, etc. Applicant shall comply with all appropriate State and City requirements for the handicapped. Retaining walls at property lines are limited to a height of 15 inches if constructed of wood. Provide five copies of the grading and drainage plan for review by the City Engineer. Obtain an excavation permit, pay fees and post surety for all work to be done within the public right-of-way. A revised parking scheme accommodating up to 50 parking spaces shall be submitted for staff approval prior to release of building permits. Resolution No. 2680 page 3 15. The approval is based upon the use of the building as an instructional materials storage center, conversion to any other use will require review of this site and architectural approval. 16. Site and architectural approval is granted for a period of five years. Extensions of time may be approved by the Planning Commission. Section 21.42.100 of the Campbell Municipal Code provides that any approval granted under this Section shall expire one year after the date upon which such approval was granted, unless an extension or reinstatement is approved. Approval is effective ten days after decision of approval of the Planning Commission, unless an appeal is filed.
