PC Res 2653RESOLUTION NO. 2653 PLAi~ING COMMISSION BEING A RESOLUTION OF THE PLA/~NING COMMISSION OF THE CITY OF CAMPBELL APPROVING A SITE AND ARCHITECTURAL APPLICATION ALLOWING THE DEVELOPMENT OF AN OUTDOOR STORAGE YARD ON PROPERTY KNOWN AS 251 CRISTICH LANE, IN A M-1-S (LIGHT INDUSTRIAL) ZONING DISTRICT. APPLICATION OF MR. DAVID SCHRADER S 89-15. After notification and public hearing as specified by law on the application of Mr. David Schrader, on behalf of Sanco Pipelines, Inc., for approval of plans to allow the construction of an outdoor storage yard on property known as 251 Cristich Lane, in a M-1-S (Light Industrial) Zoning District; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows: 1. Surrounding Uses: The proposed project is an appropriate scale in relationship to the adjacent developed uses. 2. Compatibility: The project is designed to minimize infringement on neighboring properties. 3. Landscaping: Substantial landscaping will be provided which adds to the aesthetics of the project. 4. Compatibility: The proposed use is compatible with the uses in the area. Based on the above findings, the Planning Commission does hereby grant the requested development, subject to the attached conditions: Elevations/Site Plan: Revised elevations and/or site plan indicating defined storage, additional landscape, paved and striped parking stalls to be submitted to the Planning Department and approved by the Planning Director upon recommendation of the Architectural Advisor prior to application for a building permit. Fencings/Landscaping: Applicant to install up to a 10 foot sight obscuring fence of non-breakable materials to adequately screen stored materials from all public sight. o Landscaping/Irrigation: Landscaping plan indicating type and size of plant material, and location of irrigation system to be submitted to the Planning Department and approved by the Site and Architectural Review Committee and/or Planning Commission prior to issuance of a building permit. Performance Bond - Landscaping, Fencing, Striping: Applicant to either (1) post a faithful performance bond in the amount of $3,000 to insure landscaping, fencing, and striping of parking areas within 3 months of completion of construction; or (2) file written agreement to complete landscaping, fencing, and striping of parking areas. Bond or agreement to be filed with the Planning Department prior to application for a building permit. RESOLUTION NO. 2653 - 2 - Parking/Driveways: All parking and driveway areas to be developed in compliance with Chapter 21.50 of the Campbell Municipal Code. Ail parking spaces to be provided with appropriate concrete curbs or bumper guards. 6. Utilities: Underground utilities to be provided as required by Section 20.36.150 of the Campbell Municipal Code. Utilities: Plans submitted to the Building Department for plan check shall indicate clearly the location of all connections for underground utilities including water, sewer, electric, telephone and television cables. o Garbage Collection: Ordinance No. 782 of the Campbell Municipal Code stipulates that any contract for the collection and disposal of refuse, garbage, wet garbage and rubbish produced within the limits of the City of Campbell shall be made with Green Valley Disposal Company. This requirement applies to all single-family dwellings, multiple apartment units, to all commercial, business, industrial, manufacturing, and construction establishments. Trash Containers/Enclosures: Trash container(s) of a size and quantity necessary to serve the development shall be located in area(s) approved by the Fire Department. Unless otherwise noted, enclosure(s) shall consist of a concrete floor surrounded by a solid wall or fence and have self-closing doors of a size specified by the Fire Department. All enclosures to be constructed at grade level and have a level area adjacent to the trash enclosure area to service these containers. Building Division 10. Storage racks over 8 feet in height must have engineer's calculations and comply with Table 23 J and 23 B - UBC, if ABS piping is to be stored, the applicant must comply with regulations established for high piled combustibles and sprinklers, in accordance with the Fire Department recommendations. Planning Department 11. Storage of supplies and materials and storage racks not to exceed the fence height. 12. Screening must obscure visibility of all vehicles, supplies and equipment from all public streets. 13. Parking spaces to be relocated at time of street improvements as per previous Site and Architectural approval. Public Works Department 14. Execute an offer of dedication to dedicate 30 feet from center line of Cristich Lane for future street improvements. 15. Execute a deferred improvement agreement to install standard street improvements along Cristich Lane. 16. Pay storm drain area fee. RESOLUTION NO. 2653 - 3 17. Provide five sets of grading and drainage plans. Fire Department 18. Storage in the open shall not exceed 20 feet in height, nor constitute a hazard to adjacent buildings or property. U.F.C., Sec. 11.203(b). Section 21.42.100 of the Campbell Municipal Code provides that any approval granted under this Section shall expire one year after the date upon which such approval was granted, unless an extension or reinstatement is approved. Approval is effective ten days after decision of approval of the Planning Cormmission, unless an appeal is filed.
