PC Res 2635RESOLUTION NO. 2635 PLANNING COMMISSION BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING APPROVAL OF A PLANNED DEVELOPMENT PERMIT, PLANS, ELEVATIONS, DEVELOPMENT SCHEDULE, AND CONDITIONS OF APPROVAL TO ALLOW THE CONSTRUCTION OF 9 TOWNHOMES ON PROPERTY KNOWN AS 65 - 85 EAST LATIMER AVENUE, IN A PD (PLANNED DEVELOPMENT) ZONING DISTRICT. APPLICATION OF MR. STEVE SARAY, PD 89-16 After notification and Public Hearing as specified by law on the application of Mr. Steve Saray, for approval of a Planned Development Permit, plans, Elevations, And development schedule to allow Construction of 9 townhomes, on property known as 65 - 85 East Latimer Avenue; and, after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows: 1. Land Use: The proposed development clearly results in a more desirable environment and use of the land than would be possible under any other zoning classification. 2. Density: The project density of 11.4 units per gross acre is consistent with the medium residential General Plan designation of (14 - 20 units per gross acre). 3. Parking: The provided parking meets the zone requirements of 3.5 spaces per unit. 4. Design: The building design with modifications and the site layout will be aesthetically pleasing. 5. Scale: The project is an appropriate scale in building massing and form in relationship to adjacent multiple-family development and single-family dwellings. 6. Landscaping: Landscaping has been provided throughout the project contributing to the aesthetic appeal of the project and a mature elm tree has been retained at the project entrance as a part of the landscaping concept. 7. Harmonious Development: This development will aide in the harmonious development of the immediate area. Based upon the above findings, the Planning Commission recommends approval of the plans, elevations, development schedule, and conditions of approval as presented; and, further recommends that the City Council approve a Planned Development Permit and enact the attached Ordinance adopting said plans, elevations, development schedule, and conditions of approval for that portion of the above-referenced Planned Development Zoning District.
