PLANNING COMMISSION
BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL RECOMMENDING AMENDMENT TO THE
LAND USE ELEMENT OF THE GENERAL PLAN TO ADDRESS
LAND USE POLICIES IN THE DOWNTOWN AREA
(CITY-INITIATED APPLICATION, GP 88-02.)
After notification and public hearing as specified by law on proposed
amendments to the Land Use Element of the General Plan, to address land
use policies in the downtown area; and, after presentation by the Planning
Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
does find as follows:
The Downtown core is a unique area which requires specific goals
and objectives to facilitate revitalization.

In January 1988 the Redevelopment Agency adopted a Downtown
Development Plan. The amendment to the General Plan is necessary
in order to make reference to the adopted specific plan and in
order to provide consistency between the two.
The Planning Commission does hereby adopt a Resolution recommending that
the City Council adopt the attached Ordinance making effective the
proposed amendment.

ORDINANCE NO.
BEING AN ORDINANCE AMENDING THE LAND USE
ELEMENT OF THE GENERAL PLAN OF THE CITY OF
CAMPBELL, CALIFORNIA, TO ADDRESS LAND USE
POLICIES IN THE DOWNTOWN AREA (CITY-INITIATED
APPLICATION, GP 88-02).
The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Land Use Element of the General Plan of the
City of Campbell, together with amendments thereto, is hereby changed and
amended as per Exhibit A, attached hereto.
SECTION TWO: This Ordinance shall become effective 30 days following
its passage and adoption and shall be published once within 15 days upon
passage and adoption in the San Jose Mercury News, a newspaper of general
circulation in the City of Campbell, County of Santa Clara.

6. To identify the downtown, commercial core as an area requiring
special land use policies and development standards.

The land use policies and design standards specified in the
"Campbell Downtown Development Plan" shall be used as a guide for
development in the downtown area.

F. Policy for the Downtown Area. (~ew)
The "Downtown Area" of Campbell is generally defined as that area
surrounded by Civic Center Dr. and Orchard City Dr. This area is the
subject of a Specific Plan, known as the Campbell Downtown Development
Plan, which was adopted on January 11, 1988 by the Redevelopment Agency.
The plan identifies specific land uses for the downtown area as well as
parking, design, and signing standards that are different for the downtown
area than for the rest of the City.
By adopting the Campbell Downtown Development Plan, the City is
recognizing the special character of the downtown area, its potential, and
its problems. Implementation of this downtown plan will be accomplished
through special zoning for the area which is consistent with the plan, and
other actions by the Redevelopment Agency.
