PERMIT NO. 91-124 ISSUED TO
TIlE SANTA CLARA COUNTY TRANSPORTATION AGENCY
This permit is issued to allow the permittee to construct public
street improvements in accordance with the plans and specifications
entitled "County of Santa Clara Transportation Agency, Plans for the
Construction of Union Avenue between South Bascom Avenue and 300 feet
north of Dry Creek Road." This permit includes the attached "Traffic
Notification Plan" approved by the City of Campbell. This permit
also includes the attached "Figure 5-11" for typical lane closures.
All lane closures within the City of Campbell shall be in accordance
with said Figure 5-11. All work within the City of Campbell shall be
in accordance with the City of Campbell General Conditions, Standard
Construction Provisions and Standard Construction Details for Public
Works Construction.
All insurance policies shall have an Additional Insured Endorsement,
naming the City of Campbell, its officers, agents and employees as
additional insureds.
The certificate shall clearly state as follows:
"The City of Campbell and its respective officers, agents and
employees are named as additional insureds from and against any
claims, loss liability, cost or expense arising out of or in any
way connected with the construction of the project. This
coverage shall be primary and any coverage carried by additional
insured shall be excess insurance only."
This permit is issued subject to that the County of Santa Clara shall
provide five (5) sets of signed, approved plans and specifications to
the City of Campbell prior to start of construction.

As a follow up to my previous letter of January 4, I am requesting
Campbell issue an encroachment permit for placement of signs and
traffic control as required to implement the subject improvements.
Attached are the "Traffic Notification Plan" and the traffic control
plan per Caltrans Traffic Manual Figure 5-11. Note that per the
project specifications (previously routed), two lanes of traffic are to
be maintained at all non-construction times.

Per the December 31, 1990, letter from Mr. Bill Helms (copy attached), and per
our phone conversation, I am submitting two sets of the project specifications
and the plan sheet relevant to detour/construction signing. Your review for
issuance of an encroachment permit is requested.
We have not revised the working hours for the following reasons:
Almost no work is to take place in Campbell's jurisdiction.
Unless prohibited by noise ordinance, we would like to let the Contractor
work economically efficient daily hours.
The detour will reduce traffic to residents only.
If work hours in Campbell's jurisdiction is a concern you certainly may make
appropriate conditions in the encroachment permit.

Dear Lou:
We have reviewed the project plans and specifications forwarded by
your agency.
It is requested that the following changes be made:
1. Work hours be limited to 8:30 a.m. to 4:30 p.m.
2. Revise striping to facilitate southbound left turns from
Union Avenue to Dry Creek Road.
In addition, an encroachment permit should be obtained from the City
of Campbell for detour/construction signing.
Campbell comments have been delayed pending resolution of a storm
drainage issue with the City of San Jose that could have impacted the
project area. Discussions with San Jose staffers Rajeev Batra and
Gan Lee, and County staffers Rollo Parsons and Dan Collen have

Substitution of Securities

In accordance with Government Code Section 4590, the Contractor may
substitute securities for any money withheld under Section 9.07 "Progress
Payments" of the County Standard Specifications. At Contractor's request
and expense, securities equivalent to the amount withheld shall be deposited
with the Owner, or with a state or federally chartered bank as the escrow
agent, who shall pay such moneys to the Contractor. Upon satisfactory
completion of the contract, the securities shall be returned to the
Contractor.
Vater Use Restrictions
Ordinances currently in force in this area prohibit the use, for
construction pruposes, of potable water from regular water supply sQurces.
It is also the policy of Santa Clara County Transportation Agency that
nonpotable, reclaimed water shall be used for its construction projects,
including this project.
The attention of bidders is directed to Special Provision, Section 111 for
further information. Bidders should also note the conditions under which
water sources other than the source identified in Section 111 may be used.
Bid Submittal
Executed Payment Bond, Performance Bond, Agreement and Certificate of
Insurance are required to be filed and approved by the Board of Supervisors
prior to the issuance of the Notice to Proceed. The Payment Bond and
Performance Bond shall both be for 100% of the value of the Total Bid Price.
Each bid must be accompanied by cash, a certified or cashier's check, or a
bidder's bond in the su~ of not less than 10% of the total aggregate of the
bid, and the checks or bond shall be made payable to the order of the County
of Santa Clara.
All bids must be addressed "to the Chairperson of the County of Santa
Clara/Santa Clara County-Transit District, and shall bear the title or name
of the work to be constructed.
All bids shall be submitted on the forms furnished herewith or copies
thereof.
A report of the names of all bidders and the amounts of each will be made by
the Clerk of the Board of Supervisors at a regular meeting of the Board of
Supervisors. The date of the regular meeting will be announced at the bid
opening.
This contract is subject to approval by the Santa Clara County Transit
District Board of Supervisors prior to award. The Board of Supervisors of
the Santa Clara County Transit District reserves the right to reject any and
all bids or to waive any errors or discrepancies.

Time of Completion
The time limit for the completion of work is G;() ~alcn~ar/working days
commencing on the 20th day following Notice of Award by the County of Santa
Clara. The scope of. work, completion time, and the amount of liquidated

Plans
Project plans and bidding documents may be acquired at Room 204, Building
2, 1555 Berger Drive (County Service Center), San Jose, California 95112,
upon payment of ~~C; per set a~ a deposit. If these documents are
returned in good condition within ten (10) days after the date set for the
opening of bids, the full amount of the deposit will be returned. In the
case where the planholder submits a bid to the Clerk of the Board of
Supervisors, the full amount of the deposit will be returned if the project
plans are returned in good condition within ten (10) days after the date set
for the opening of bids.
Pre-Bid Opening Conference
A Pre-Bid Opening Conference will be held on at in
conference room number of the Santa Clara County Transportation
Agency, 1555 Berger Drive, Building #2, San Jose, California 95112.
Representatives of the Transportation Agency will be. present to discuss:

In general the project is to reconstruct and resurface Union Avenue
within the project limits, adding curb and gutter and sidewalk.
Existing road facilities are to be removed, abandoned, or relocated;
clearing and grubbing and earthwork are to be performed, including
removal of portions of the existing Union Avenue; manholes, drainage
inlets, and storm sewer pipelines are to be installed; electroliers are
to be modified, relocated, and installed; curb and gutter and sidewalk
are to be constructed and existing driveways are to be reconstructed;
portions of the existing Union Avenue pavement are to be ground;
inductive loop detectors are to be installed; asphalt concrete is to be

111.03A Underground Storage Tanks
Upon discovering or unearthing any underground storage tank, the
person making such discovery shall immediately notify the Engineer
who shall notify the Agency Environmental Engineer and
representatives of the County Health Department, in accordance
with California Administrative Code, Title 23, Chapter 3,
Subchapter 16, Article 7; Environmental Protection Agency
Regulations 40 CFR Part 280.71 and with the Santa Clara County
Hazardous Materials Storage Ordinance, Section N11-303.04.

Maintaining Traffic & Community Relations
Attention is directed to County Standard Specifications Section
7.22 "Public Convenience and Public Safety", Section 7.23 "Lane
Closure", Section 7.24 "Portable Delineators", Section 7.36
"Yeight Limitations", and Section 4.09 "Detours".
Construction operations shall not begin before 8 AM and shall
cease by 4:30 PM.
A Detour Plan is attached. Provision of this plan does not
relieve the Contractor from his responsibility under County
Standard Specification Section 7. 22B "Public Safety." All
construction area traffic control devices shall at minimum conform
to the standards of the State of California (Caltrans) Manual of
Traffic Controls.
A minimum width of traveled way of twenty (20) feet shall be open
for use by local Union Avenue traffic on Saturdays, Sundays, and
designated legal holidays, and when construction operations are
not actively in progress on working days. The designated legal
holidays are: January 1st, the third Monday in January, the third
Monday in February, the last Monday in May, July 4th; the first
Monday in September, the second Monday in October, the fourth
Thursday in November (Thanksgiving Day) and the following Friday,
and December 25th. Yhen a designated legal holiday falls on a
Saturday, the preceding Friday shall be designated a legal
holiday. Vhen a designated legal holiday falls on a Sunday, the
following Monday shall be designated a legal holiday.
On working days the traveled way may be reduced to a single lane
twelve feet (12') in width with appropriate traffic control -- see
the attached copy of Figure 5-11. Construction Operations shall
be organized so as to maintain a reasonably smooth and even
surface suitable for local traffic, and shall minimize grade
differences between northbound and southbound travled ways during
times other than when construction is in progress. Yhere
necessary, grade differences shall be delineated and ramped for
crossing movements.

7.27 "Contractor's Responsiblity for the York and Materials",
which states in part: "...Contractor ...shall bear the risk of
...damage...by the action of the elements...Contractor shall
rebuild, repair, restore, and make good all ...damages...
Contractor shall provide suitable drainage... to protect the work
or materials from damage."
Attention is directed to County Standard Specification Section
8.04 "Progress Schedule." Said schedule shall include a traffic
control plan for maintaining access for property owners adjacent
to the project right-of-way. Said plan shall include provisions
for verbal and paper copy notification of adjacent residents for
the following activities:
Begin project date and project schedule
48-hour notification of driveway closures with duration of
closures (preferably reopened same day) and flexibility for
special resident access requirements.
The lump sum contract amount for traffic control shall include
full compensation for furnishing all labor, materials, tools,
equipment, and incidentals for doing all work as required to
control traffic and detour traffic, including any shaping or
reshaping of the subgrade or shoulders or any other work necessary
for the accomodation of local traffic, in conformance with these
specifications and as required to accomplish the work.
Dust Control
Dust control shall conform to the provlSlons of Section 10 "Dust
Control" and Section 7.22A "Public Convenience" of the County
Standard Specifications.
Existing Highway Facilities
Highway facilities shall conform to the provisions of Section 15
"Existing Highway Facilities" of the County Standard
Specifications, the details shown on the plans, and these special
provisions.
Remove Pavement Markers
Compensation for removing pavement markers is included in other
items of work (e.g., excavation) and no additional allowance will
be made.
Remove Barricade
Compensation for removing barricade is included in other items of
work (e.g., excavation) and no additional allowance will be made.

Remove Existing Pavement
The existing asphalt concrete pavement to be removed may be
reclaimed and recycled in conformance with these Special

Compensation for removal of existing pavement on driveway
approaches is included in other items of work (e.g., reconstruct
driveway approach) and no additional allowance will be made.
Abandon Existing Drainage Inlets
The contract unit price for abandon existing drainage inlets shall
include full compensation for all work, including culvert plugging

Relocate Electrolier
Relocate electrolier shall also conform where applicable to the
provisions of Section 86 "Signals and Lighting" of the County
Standard Specifications, and these special provision construction
details "Electrical Systems."
Reconstruct Driveways
Reconstruct driveways shall conform to the applicable County
Standard Specifications (e.g., Section 19 "Earthwork," Section 26
"Aggregate Base," Section 39 "Asphalt Concrete," Section 73.05
"Driveway Approaches"), the details shown on the plans,and these
special provisions.
All driveway approaches shall be reconstructed with portland
cement concrete to the back of the sidewalk. If the existing
driveway is portland cement concrete, the reconstructed portion
between the back of walk and the conform as shown on the plans
shall also be portland cement concrete. If the existing driveway
is not portland cement concrete, the remaining reconstructed
portion shall conform to March 1982 County Standard Plan B-4,
Section A, B, or C.

The contract price paid per square foot for reconstruct driveways
shall include full compensation for all work, including removal of
old driveways; labor; equipment; and materials for all portions of
the driveways and no additional allowance will be made.
Remove Traffic Stripes
Vherever the Contractor's operations obliterate pavement
delineation (lane lines), such pavement delineation shall be
replaced by either permanent or temporary delineation before
opening the traveled way to public traffic. Temporary delineation
shall consist of reflective traffic line tape applied in pieces
not less than 4 inches long nor less than 4 inches wide spaced no
more than 12 feet apart. Reflective traffic line tape shall be
applied in accordance with the manufacturer's instructions.
Temporary delineation shall be the same color as the permanent
delineation. Full compensation for temporary delineation shall be
considered as included in the prices paid for the contract items
of work that obliterated the existing delineation and no separate
payment will be made therefor.
Vhere blast cleaning is used for the removal of painted traffic
stripes and pavement markings or for removal of objectionable
material, and such removal operation is being performed within 10
feet of a lane occupied by public traffic, the residue including
dust shall be removed immediately after contact between the sand
and the surface being treated. Such removal shall be by a vacuum
attachment operating concurrently with the blast cleaning
operation.
Reset Mailboxes
During construction operations, the mailboxes shall be moved as
necessary to clear the way for the Contractor's operations, but at
all times shall be accessible for delivery. During construction
the mailboxes shall either be installed on posts set in the ground
or they may be installed on temporary supports approved by the
Engineer.
Vhen construction is complete the mailboxes shall be installed in
final position on new redwood posts. Mailboxes on single-post or
multi-post supports shall be provided with a redwood plank as a
supporting cross meMber.
Redwood shall conform to the requirements for sign posts in
Section 56-2.02B, "Vood Posts and Braces," of the State Standard
Specifications.
The space around the posts shall be backfilled with earthy
material. The backfill material shall be placed in layers
approximately 0.33-foot thick and each layer shall be moistened
and thoroughly compacted.

Existing posts and mounts shall be disposed of, where not
indicated otherwise.
Multi-post installations shall be considered as 2 units for
payment purposes.
Newspaper boxes on individual posts will be considered as
mailboxes for measurement and payment.
Newspaper boxes attached to existing mailbox posts shall be
removed and fastened to the new mailbox posts and no separate
payment will be made therefor.
Full compensation for disposing of existing posts and mounts,
moving and maintaining the boxes (regardless of the number of
moves required), and for furnishing new posts, planks and hardware
shall be considered as included in the contract unit price paid
for reset mailboxes and no additional compensation will be allowed
therefor.
Clearing and Grubbing
Clearing and grubbing shall conform to the provisions of Section
16 "Clearing and Grubbing" of the County Standard Specifications
and the details shown on the plans.
Vater
Until otherwise notified by the Engineer, potable water shall not
be used for construction watering.
Nonpotable water is available from the City of San Jose Vater
Pollution Control Plant located at 700 Los Esteros Road in San
Jose. Full information about this source and the conditions of
supply are available from the City of San Jose.
If the Contractor is able to locate and elects to use other
sources of nonpotable water, such source/s shall be nominated by
the bidder in the bid.
Other water sources developed for use of the project shall meet
the California Department of Health Services water reclamation
criteria and the Regional Vater Quality Control Board
requirements. The Contractor shall obtain either a waste water
discharge permit or a waiver from the Regional Vater Quality
Control Board. Copies of permits or waivers from the Regional
Vater Quality Control Board for sources not listed in this section
shall be delivered to the Engineer before using said nonpotable
water on the project.
Nonpotable water used in the mixing and curing of concrete shall
conform to Section 90-2.03, "Vater," of the State Specifications.

Nonpotable water shall not be stored or conveyed in tanks or pipes
which will also store or convey potable water. There shall be no
connection between nonpotable water systems and potable water
systems. All nonpotable water tanks, pipes or other storages or
conveyances shall be labeled:
"NONPOTABLE VATER DO NOT DRINK"
Roadway Excavation
Roadway excavation shall conform to the prOV1S10ns of Section 19
"Earthwork" of the County Standard Specifications and the details
shown of the plans.
Roadway excavation shall consist of all excavation involved in the
grading and construction of the roadway, excepting trench or other
excavation for culverts or other drainage facilities, excepting
foundation excavation for new light poles, excepting excavation
for reconstruction of driveways, and excepting incidental
excavation for sign posts and any other excavation included in
other items of work.
Pulverized asphalt concrete pavement (all pieces passing 3 inch
sieve) may be used for fill material in areas at least 3 feet
below finished grade. Less than 3 feet below finished grade,
existing asphalt concrete pavement may be reclaimed and used for
fill if it conforms to the quality requirements of these Special
Provisions, "Aggregate Base."
Aggregate Base
Aggregate base shall conform to the provisions of Section 26
"Aggregate Base" of the County Standard Specifications, the
details shown on the plans, and these special provisions.
Reclaimed asphalt concrete may be used for base material if it
conforms to the quality requirements of this special provision.
Compensation for aggregate base used to construct sidewalk and
curb and gutter, and to reconstruct driveways is included in other
items of work.
Asphalt Concrete
Asphalt concrete shall conform to the provisions of Section 39
"Asphalt Concrete" of the County Standard Specifications, the
details shown on the plans, and these special provisions.
Asphalt concrete for resurfacing and top pavement layer shall be
Type B, 1/2" maximum medium grading.
Asphalt concrete for pavement repair or full depth asphalt
concrete shall be Type A.

No additional allowance will be made for any changes in bitumen
ratio as may be deemed necessary.
Compensation for asphalt used to reconstruct driveways is included
in other items of work.
The price paid per ton for asphalt concrete shall include full
compensation for all work, including any reclaiming, hauling,
storing, and mixing recycled asphalt concrete; materials,
including paving asphalt; and labor involved; and no additional
allowance will be made.
111.11A Reclaim and Recycle Asphalt Concrete

At the Contractor's option, the existing asphalt concrete pavement
to be removed may be reclaimed and recycled in conformance with
the provisions of Section 39 "Asphalt Concrete" of the County
Standard Specifications and these special provisions.
If it is to be reclaimed, asphalt concrete may be removed by any
method, except heater planing, that will result in a reclaimed
material free of contamination from underlying materials.
Surplus reclaimed asphalt concrete, if any, shall become the
property of the Contractor and shall be removed from the
right-of-way.
The amount of new aggregate to be added to the reclaimed asphalt
concrete shall be not less than 85 percent of the total dry weight
of the combined materials.
Recycled asphalt concrete mix design and product shall conform to
the quality requirements of these Special Provisions, Construction
Details, "Asphalt Concrete."
Pavement Reinforcing Fabric
Pavement reinforcing fabric shall conform to the prOVISIons in
Section 39 "Asphalt Concrete" of the.County Standard
Specifications and the details shown on the plans, and these
special provisions.
As directed and prior to plaacing pavement reinforcing fabric on
areas previously cold-planed, a "skin coat" of fine asphalt
concrete material shall be placed to provide a reasonably smooth
surface. Placement of "skin coat" as required will be paid as
Asphalt Concrete, Type B.
Grinding
Grinding shall conform to County Standard Specifications Section
42, "Groove and Grind Pavement," the details shown on the plans,
and these special provisions.

The surface area of asphalt concrete pavement to be ground shall
conform to the details on the plans.
Vhere grind edges other than those along the lip of curb are to be
open to traffic before the resurfacing is placed at the conform, a
hot-mix asphalt concrete taper shall be placed before the conform
is open to traffic. Hot-mix asphalt concrete tapers shall be
spread and compacted to produce a smooth riding surface. As an
alternative, temporary commercial quality asphalt concrete tapers
may be used. If temporary tapers are used, the tapers shall be
completely removed, including removing all loose material from the
surface, before placing the permanent surfacing.
The contract price paid per square yard for grinding existing
asphalt concrete pavement shall include full compensation for
furnishing all labor, materials, tools, equipment and incidentals,
and for doing all the work involved in grinding the existing
asphalt concrete pavement and removing the residue including
furnishing water for washing pavement, and including placing and
removing temporary asphalt concrete tapers, as shown on the plans,
as specified in these special provisions, and as directed by the
Engineer.
Minor Structures
Minor structures shall conform to the provisions in Section 51
"Concrete Structures" of the County Standard Specifications, the
details shown on the plans, and these special provisions.
111.14A Drainage Inlets

Drainage inlets shall be City of San Jose (CSJ) standard hooded
drainage inlets. Reconstruct drainage inlet shall be paid as a
new drainage inlet.
Manholes
Manholes shall be City of San Jose (CSJ) standard concentric type.
The contract price paid each for manholes shall include full
compensation for furnishing all labor, materials, tools, equipment
and incidentals, and for doing all work involved, including
structural excavation and backfill, and providing and installing
all metal frames and covers as necessary to construct new manholes
complete in palce and no additional allowance will be made.
Compensation for breaking and repairing existing manholes for pipe
connections is included in other items of work (e.g., pipe) and no
additional allowarice will be made.
Reinforced Concrete Pipe
Reinforced concrete pipe shall conform to the provisions in
Section 65 "Reinforced Concrete Pipe" of the County Standard
Specifications and the details shown on the plans.

Pipe joints shall be watertight positive classification and others
shall be standard classification in conformance with the
provisions of Section 61 "Culvert and Drainage Pipe Joints" of the
County Standard Specifications. Compensation for pipe joints is
included in other items of work and no additional allowance will
be made.
The contract price per linear foot for reinforced concrete pipe
shall include full compensation for all labor, materials, and
equipment needed for providing and placing the pipes, including
trench excavation and backfill.
Adjusting Manholes and Valve Boxes to Grade
Adjusting manholes and valve boxes to grade shall conform to the
provisions of Section 71 "Sewers" and Section 15 "Existing Highway
Facilities", of the County Standard Specifications and these
special provisions.
Existing electrical pull boxes with traffic covers shall be raised
to grade as directed by the Engineer and shall be paid for as
raising valve boxes to grade.
Prior to paving, all utility access points within the paved
portion of the roadway shall be painted with appropriately colored
paint. Utility representatives will confirm the utility locations
prior to paving.
The prices bid each for adjusting valves and monuments to grade
shall include temporary covers, all labor, tools and equipment,
including all costs of painting utility access points, and no
additional allowance will be made.
Concrete Curbs, Gutters, and Sidewalk
Concrete curbs, gutter, and sidewalk shall conform to the
provisions of Section 73 "Concrete Curbs and Sidewalks" of the
County Standard Specifications and the details shown on the plans.
Monuments
Monument shall conform to the provisions of Section 81 "Monuments"
of the County Standard Specification and these special provisions.
County will provide monument box riser rings and/or new monument
boxes. At direction of the Engineer, old monument boxes shall be
replaced with new monument boxes.
Painted Traffic Stripes, Pavement Markings, and Pavement Markers
Painted traffic stripes, pavement markings and pavement markers
shall be performed by County forces. Contractor shall give
sufficient advance notice and coordinate operation so as to
accommodate this work, including cat tracking by county survey
forces, within the construction schedule.

111.20A Electrical Installation Standard Requirements
Furnishing and installing traffic signal and street lighting shall

Union Avenue
Parts of all new equipment for use in City areas furnished by the
Contractor shall be interchangeable with that now in use by the
City.
All hardware except ground rods, shall be steel hot dip galvanized
and shall comply with the standards of the Electrical Engineering
Institute.
111.20B York In Vicinity of Uti~ities
Contractor shall provide workers, fully qualified under applicable
state laws, Public Utilities Commission, and State Industrial
Safety rules, regulations and orders, to perform work on the
project in the vicinity of public utilities.
The Contractor shall adhere to all current utility company and
California safety regulations for working on and around power and
telephone facilities, including forced air ventilation and
pre-entry tests for manholes.

Twenty-four (24) hour notice shall be given to Pacific Telephone
Company, Pacific Gas and Electric Company and the Engineer before
the beginning of any operation involving entry to utility
manholes.
At those locations where drilling of holes in existing pole/s, or
modifications to the existing branch circuit conductors is
performed to the existing system, the energized conductors within
the pole/s, or the branch circuit system being modified shall be
de-energized.
The Contractor is cautioned that he will be liable for any damage
to the telephone and power company wires, cables, splices, risers,
or any part of the pole line or underground structure.
A ladder shall be used at all times for access to the manholes
(cables or supports shall not be used in lieu of ladder).
In addition to the insurance requirements listed herein, the
Contractor, when working above ten feet on utility poles or in
Pacific Telephone Company ducts and manholes shall be required to
furnish a rider covering the Pacific Telephone Company and the
Pacific Gas and Electric Company, and their employees and
representatives.
111.2OC Maintaining Existing And Temporary Electrical Systems
Maintaining existing and temporary electrical systems shall
conform to the provisions in Section 86-1.05, "Maintaining
Existing and Temporary Electrical Systems," of the Standard
Specifications and these special provisions.
24 hour notice shall be given to Electrical Maintenance Section of
the Traffic Operations Department (277-5515) before beginning work
on existing working electrical apparatus and circuitry in City
jurisdiction.
Yhere facilities are to remain open to public use, existing
electrical systems, (signal, lighting, or other systems), or
approved temporary replacement thereof, shall be kept in effective
operation for the benefit of the public during the progress of
work, except when shutdown is permitted to allow for alterations
or final removal of the systems. Traffic signal shutdowns shall
be limited to periods during normal working hours, or as specified
in these special provisions. Street lighting system shutdown
shall not interfere with the regular, lighting schedule, unless
otherwise permitted by the Engineer.

Scheduling
Scheduling of work shall conform to the provisions in Section
86-1.06, "Scheduling of York," of the Standard Specifications.

111.20E Traffic Signal Inductive Loops And Detector Cables
The loop shall be as shown on the plans. Conductors for each
inductive detector loop shall be continuous and unspliced; Type
RHV-USE neoprene-jacketed or Type USE cross-linked polyethylene
insulated, No. 12, stranded copper wire. The minimum insulation
thickness at any point shall be 40 mils. The wires shall be
carefully installed to prevent insulation damage. A soft wooden
paddle (not a screwdriver) shall be used to push wires into slot.
The ends of the loop shall be run through the conduit to the
adjacent splice box and spliced to the lead-in cable. The street
end of the conduit shall be provided with an end bell and care
shall be taken to avoid pressure of wire against bell.
The splice box end of the conduit shall be sealed with a duct .
sealing compound designed for that purpose after the loop leads
are installed.
Slots in asphalt concrete pavement shall be filled as follows:
Sealant shall be a one component, pourable sand filled,
asphaltic emulsion for use in sealing inductive wire loops
and leads embedded in asphalt concrete. This sealant is
suitable for use in freeze-thaw environments.
The sealant shall be prepared in a one package system ready
for application. The material shall be furnished in
container size as specified in the purchase order or
contract. If ordered in 5 gallon size the containers shall
be new, round, standard full open head with bails, shall be
nonreactive with the contents, and shall have compatible
gaskets. The containers shall comply with the U.S.
Department of Transportation for the Interstate Commerce
Commission regulations, as applications.
The sealant shall be properly dispersed and any settling
shall be easily redispersed with minimum resistance to the
sidewise manual motion of a paddle across the bottom of the
container. It shall form a smooth uniform product of the
proper consistency. If the material cannot be easily
redispersed due to excessive settlement as described above or
due to any other cause, the sealant shall be considered unfit
for use.
Sawcuts shall be blown clean with compressed air to remove
excess water and debris. The sealant must be thoroughly
stirred before use and hand poured into the slots. Due to
the sand content of this material, pumping is not
recommended. Any clean up of road surface or tools can be
done with water, before the sealant sets.

Lead-in cable shall consist of 2 No. 14 AVG stranded copper
conductors with each conductor insulated with 0.030-inch minimum,
high molecular weight, heat-stabilized, colored polyethylene,
conforming to the requirement of ASTM Designation: D 1248, Type I,
Class B, Grade 4. The conductors shall be twisted together with
approximately 2 turns per foot. The cable core shall be
completely encased in an electrically continuous metallic shield.
Foundations
Foundations shall conform to the prOV1Slons in Section E902-2.2,
"Foundations," of the Standard Specifications and these
specifications.
Portland cement concrete shall conform to Section 90-10, "Minor
Concrete," of the Standard Specifications and shall contain not
less than 470 pounds of cement per cubic yard, except concrete for
reinforced pile foundations shall contain not less than 564 pounds
of cement per cubic yard.
Foundations shall rest on the firm ground and conform to line,
grade and elevations shown on the plans. Foundations shall be
placed "in the solid" and monolithic where practicable. For
posts, standards, and pedestals not on structures or pedestals,
the top four inches of the concrete foundation shall be placed
after the post, standard, or pedestal is in proper position. The
exposed portions of the foundation shall be formed to present a
neat appearance.
After each post, standard, or pedestal on structures or pedestals
is in proper position, grout shall be placed under the base plate
as shown on the plans. The exposed portions shall be formed to
present a neat appearance. Grout shall consist of one part by
volume of Portland cement and three parts of clean sand, and shall
contain only sufficient moisture to permit packing and shall be
cured by keeping it damp for three days. Vhere forms are required
because of soil conditions, they shall be true to line and grade.
Tops of foundations for posts and standards,oexcept special
foundations, shall be finished to curb and sidewalk grade or as
directed by the Engineer. Forms shall be rigid and securely
brace in place.
Standards, Steel Pedestals And Posts
Standards for traffic signals and electroliers and steel pedestals
for cabinets and other similar equipment shall be located by the
Engineer in the field.
Standards, steel pedestals and posts shall conform to the
provisions in Section 86-2.04, "Standards, Steel Pedestals and
Posts," of the Standard Specifications.

111.2OG(1)Octaflute Electrolier Standards
Octaflute electrolier hand-hole cover locking device shall be
secured with a 1/4 inch diameter round head screw.
111.2OG(2)Electrolier Numbering
The contractor shall label each electrolier pole with a designated
alpha-numeric identification number. The specific identification
designation will be provided by the City. The contractor shall
provide all labor and materials necessary to perform labeling of
poles.
The alpha-numeric number shall be a multi-digit number, each
character of the number shall consist of a stick-on type, yellow
reflectorized number and letter on black background, measuring
1. 4" wide and 1. 9" high as manufac tured by Brady Label Company,
727 Vest Glendale Avenue, Milwaukee, Visconsin or approved equal
(The catalog number of the Brady label is #5890).
The alpha-numeric number shall be installed vertically, and
arranged with space around the middle letter. Bottom height of
the number shall be at 7' (min.) from ground.
111.20B
Conduit
Conduit material, use, and installation shall conform to the
provisions of Section 86-2.05, "Conduit," of the Standard
Specifications, and these special provisions.
Conduits to be installed underground shall be Schedule 40
polyvinyl chloride conduit as specified below. Unless otherwise
specified the same type of conduit shall be used for the entire
system except extensions made to existing conduits shall match
existing conduit in kind and in size.
Polyvinyl chloride conduit shall be ninety degrees (900) Crated
and listed by the Underwriters Laboratories. Conduit shall be
fabricated from polyvinyl chloride and shall conform to NEMA
Standards. It shall be in conformity with Article 347 of the
National Electrical Code. Conduit, fittings and cement shall be
produced by the same manufacturer, who shall have at least five
(5) years experience manufacturing the product.
Material shall have a minimum tensile strength of 7000 psi at
73.40 F flexural strength of at least 11,000 psi and a minimum
compressive strength of 8600 psi. All joints shall be solvent
welded in accordance with the manufacturer's recommendations.
In lieu of jacking or boring, PVC .condui t may be ins taIled by the
drill rod method in which a drill rod is first installed and the
PVC is pulled into the cavity made by the drilling rod as the rod
is removed.

Conductors shall be pulled through rigid non-metallic conduit by .
hand only, using nylon or polypropylene pull rope with a minimum
tensile strength of 550 pounds. The same type of pull rope shall
be installed in conduit runs which are to receive future
conductors.
Only factory elbows and bends shall be used. Field bending will
not be permitted. Couplings may be installed within the
foundation in accordance with the detail shown in Section 11 of
these special provisions.
U.L. approved end bell fittings shall be installed on all conduit
terminations.
Extensions or modifications made to existing conduits shall match
existing conduit in kind unless specified otherwise.
111.20H(1)Trenching Installation Of Conduit In Paved Streets
Conduit runs shown on the Plans to be located in the street, under
street pavement, may be installed by trenching.
Conduit may be placed under existing pavement in a trench
approximately 2 inches wider than the outside diameter of the
conduit to be installed. Trench shall not exceed 6 inches in
width nor 30 inches in depth, except that at pull boxes the trench
may be hand dug to required depth. The top of the installed
conduit shall be a minimum of 24 inches below finish grade. Vith
the engineer's approval, the minimum depth may be reduced at
locations where existing underground facilities require special
precautions, as described in "Obstructions" of these special
provisions.
Conduit laid in open trench shall not be covered nor shall any
trench or inspection hole be backfilled until the installation
has been inspected and approved by the engineer.
Conduit placed under roadway shall be not less than two (2) feet
and not more than four (4) feet below the flow line of the gutter
or equivalent grade where no gutter exists.
The outline of all areas of pavement to be removed shall be cut to
a minimum depth of three inches (3") with an abrasive type saw or
with a rock cutting excavator specifically designed for this
purpose. Cuts shall be neat and true with no shatter outside the
removal area.
The trenching machine shall be shielded to prevent loose material
from being thrown away from the machine.

Loose material deposited on the pavement behind the cutting
machine shall be removed from the pavement immediately and the
pavement cleared to allow the passage of traffic. Only those
traffic lanes occupied by the cutting machine and the cleanup
operation shall be closed and they shall be opened as soon as the
work has moved sufficiently to clear them.
The conduit shall be placed in the bottom of the trench and the
trench shall be backfilled with commercial quality concrete
containing not less than 564 pounds of cement per cubic yard to
not less than 0.10 foot below the pavement surface. The concrete
shall be tamped or vibrated to provide a. dense material free from
excessive voids and rock pockets.
The top 0.10 foot shall be backfilled with asphalt concrete
produced from commercial quality paving asphalt and aggregates.
Spreading and compacting of asphalt concrete shall be performed by
any method which will produce an asphalt concrete surfaci~g of
uniform smoothness, texture and density.
Excavation/installation of conduit and concrete backfill shall be
completed within the same working day. Asphalt concrete backfill
shall be completed within 24 hours after excavation of the trench.
111.20H(2)Conduit Bends
Bends shall be minimized and avoided wherever possible in
underground conduit systems.
Conduit 1-1/2 inch and larger and in runs of more than 10 feet
shall have bend radius of not less than eighteen inches or twelve
times the inside diameter of the conduit, whichever is greater.
Maximum bend rise of elbows into Pull Boxes shall be 45 degrees.

111.20H(3)Conduit Proving And Pull Vires
A Nylon or Polypropylene pull rope shall be installed in all
conduits which are to receive future conductors. At least two
feet of pull wire shall be doubled back into the conduit at each
termination. the Engineer may, before wires or cable are
installed, require a proper size testing mandrel be pulled through
the conduit run. Cost of this shall be considered as included in
the job and no extra payment shall be made therefor.
Existing underground conduit without conductors to be incorporated
into a new system shall be cleaned with a mandrel of proper size
or cylindrical wire brush and blown out with compressed air.
The conduit system shall be complete and a written clearance
obtained from the Engineer before any conductors are installed.
111.201
Pull Boxes
Pull Boxes shall conform to the provIsIons in Section 86-2.06,
"Pull Boxes," of the Standard Specifications and these special
provisions.

Underground Pull Boxes shall be installed at the locations shown
on the plans and in long runs, they shall be spaced at not over
200 feet whether or not they are shown on the plans. It shall be
the option of the Contractor, at his expense, to install
additional pull boxes that he may desire- to facilitate his work.
Location of these boxes shall be established by the Engineer.
Pull Boxes shall not be installed in the roadway or gutter.
Pull Boxes shall be installed with the length dimension parallel
to the main conduit run and located adjacent to back of curb
wherever possible.
Pull Boxes and extensions for underground installation shall be a
minimum of #3-1/2 trade size, precast reinforced concrete boxes of
the sizes and details shown on the plans. Reinforcement shall
conform to that used in the standard product of the manufacturer.
Vhere ballasts or transformers are installed in pull boxes, the
box shall be extended as shown on the plans. For traffic signal
systems, or combined signal and low voltage lighting systems,
reinforced concrete covers shall be inscribed "Traffic Signals"
and for lighting systems, reinforced concrete covers shall be
inscribed "Street Lighting" "High Voltage" or other ",here
applicable. Covers shall be secured with two 3/8 inch brass hold
down lugs with brass washers and nuts. Nuts shall be recessed
below surface of cover.
At those locations where pull boxes are installed, the contractor
shall restore any disrupted grade in like kind. Payment for grade
restoration will be deemed included in other contract items of
work and no separate payment will be made therefor.
111.20I(1)Pull Box Replacement

At those locations where existing pull boxes are replaced with new
boxes, the Contractor shall upgrade the state of existing
facilities within the box to meet current City Specifications.
The work required to upgrade pull box facilities may include but
is not limited to extending or cutting back conduits; installing
ground rods and grounding conductors; raising or lowering pull
boxes to grade; replacing damaged conductors. Payment for all
work and materials required shall be deemed included under other
contract items of work and no additional compensation will be
made.
Conductors And Viring
Viring shall conform to the provisions in Section 86-2.08,
"Conductors." Insulation type for all conductors shall be THV
unless specified otherwise. All wires, cables, conductors, etc.
to be installed in a conduit shall be installed simultaneously.

Only powdered soapstone, talc, or other inert lubricant shall be
used in placing conductors in conduit. Conductors shall not be
pulled into underground conduit until after pull boxes are set to
grade, crushed rock sumps installed, grout placed around conduit,
concrete bottom and pull box placed, where required, and metallic
conduit is bonded. conductors entering conduits shall be
carefully fed and "positioned" to avoid "tangles" and
crossovers."
Conductors and cables shall be identified as to function (e.g.,
vehicle signal phase, pedestrian signal phase, street light
circuit, street light controls, irrigation circuit, etc.) in all
cabinets, pull and junction boxes. Identification shall be by
means of encircling individual conductors/cables or functional
groups of conductors/cables with permanent identification labels.
Such identification labels shall be fastened in a manner such that
they will not move along the conductors/cables. Identification
materials used shall be type "PTM" as manufactured by Partex
Marking Systems, Ltd. or approved equal.
Identification shall be by direct labeling, fastening to
conductors in such a manner that they will not move along the
conductors and will be permanent. Labels to be used shall be
approved by the engineer. Identification shall be as detailed in
the conductor table following Section 86-2.08A "Conductors" of the
State of California Standard Specifications.
111.20J(1)Splices
Splices shall be made in accordance with City Standard detail
E-12, found in Section 11 of these special provisions, for
insulated spring connector. At the direction of the Engineer, the
splice connector may be sealed with heat shrinkable mastic lined,
heavy wall polyefefin cable sleeve or cover with added sealant per
installation instructions and applied with electric hot air gun at
1200 C.
111.20K Bonding And Grounding
Bonding and grounding shall conform to the provisions in Section
86-2.10, "Bonding and Grounding," of the Standard Specifications
and these special provisions. Metallic cable sheaths, metal
conduit, non-metallic conduit grounding wire, ballast and
transformer cases, service equipment, sign switches, anchor bolts,
and metal poles and pedestals shall be made mechanically and
electrically secure to form a continuous system, and shall be
effectively grounded.
Bonding of standards and pedestals shall be constructed as per
Bonding Details found in Section 11 of these Special Provisions.

Ground connection shall be through an approved 5/8" x 10'
copper-clad or 3/4" x 10' galvanized steel rod set obliquely
through the foundation and extended above the finished foundation
sufficiently to attach a ground clamp and No. 8 bare copper wire.
Conduit, poles, pedestals, and all other metal parts of the
installation shall be made mechanically and electrically secure to
form a continuously grounded system. Vhere a pull box is located
adjacent to the standard, the rod shall be driven in the pull box.
Service
Service shall conform to the prOVISIons in Section 86-2.11,
"Service," of the Standard Specifications and these special
provisions.
At all new and modified service locations, the Contractor shall
furnish conduit, conductors, and all other necessary material to
complete the installation of the service.
Compliance Tests
Testing shall conform to the prOVISIons in Section 86-2.14,
"Testing," of the Standard Specifications and these special
provisions.
A shut down of the electrical system resulting from damage caused
by public traffic, from a power interruption or from
unsatisfactory performance of City-furnished materials shall not
constitute discontinuity of the functional test.
All conductors shall be individually proven to be discrete free
from ground and continuous. Upon completion, tests shall be made
for possible damage at the discretion of the Engineer before
acceptance. Costs of all tests shall be included in bid price and
no additional compensation will be made.
The Contractor shall maintain all systems installed under this
contract until final acceptance by the City. Fixtures that have
been put in service under this contract and then fail to operate
before final acceptance shall be repaired by the contractor within
two working days. If the contractor fails to make repairs on time
without just cause, the City may make repairs and deduct the cost
of the repairs from payment due the contractor.
Before beginning work, the contractor shall deliver a written
warranty, guaranteeing to replace any luminaire or photocell which
fails to operate satisfactorily within ninety days after
acceptance.

Painting
Painting shall conform with the provlslons of Section 86-2.16,
"Painting," of the Standard Specifications and these special
provisions.
Factory or shop cleaning methods for metals will be acceptable if
equal to the methods specified herein.
In lieu of the temperature and seasonal restrictions for painting
as provided in Section 59, "Painting" paint may be applied to
equipment and materials for electrical installations at any time
approved by the Engineer.
All surfaces to be painted shall be washed with a stiff bristle
brush using a solution of water containing two tablespoonfuls of'
heavy duty detergent powder per gallon and rinsed with clean
water. After rinsing, all surface shall be wire brushed to remove
all poorly bonded paint, rust scale, corrosion, grease or dirt.
Spot prime existing equipment where paint has been removed and
surfaces of new equipment to be painted.
Luminaires
Luminaires shall be provided with slipfitter suitable for mounting
on 2-inch mast arm and shall be designed for easy installation and
leveling and shall be strong enough to withstand any impact on the
pole standard which is not great enough to knock the pole to the
ground.
Luminaires requlrlng photocells shall be NEMA 15 amp twistlock
receptacles.
All luminaires shall have wlrlng diagrams, voltage ratings, lamp
wattage and all other pertinent electrical data prominently and
permanently displayed on a durable label in each luminaire. The
label shall be conspicuous when the luminaire is open for
servicing.
Ballast shall be an integral part of the luminaire and shall be
held securely in place with devices which allow easy and safe
removal and replacement in the field without the necessity of
removing the luminaire from the bracket arm. Electrical
connections other than line wires shall be made with
quick-disconnect devices that are keyed to prevent incorrect
connections. Terminal blocks shall be provided for line wires, up
to size No.8 with 45 mils insulation. Ballasts shall be capable
of operating the lamp satisfactorily with a supply voltage
variation of + 10%. Overall power factor shall be 0.9 or better.
Series circuit ballast shall be designed for a primary current of
6.6 amp and insulation failure voltage shall be 16KV minimum,
The ballast shall be 120, 240, and 208 multi tap.

Housing shall be of high quality plastic, fiberglass and/or
corrosion resistant aluminum. Refractor shall be one piece molded
prismatic polycarbonate or acrylic plastic suitably gasketed and
hinged, which allows the bowl to be lifted off intentionally but
prevents it being knocked off accidentally. the sealing shall
have sufficient pressure to seal against weather and dust. The
latches shall be made so that the lens assembly can be easily
opened for lamp replacement and closed by hand wearing lineman's
glove. All parts shall be smooth and free of sharp edges. All
mating parts shall fit together easily and vithout strain, and
wiring shall be neatly arranged.
111.20P(4)Lamps and Optical System
Lamps and optical system shall have the following specifications:

Rated life for the lamps shall be 18,000 hours minimum at ten

produce maximum usable light with minimum glare. Dirt
depreciation factor (D.D.F.) shall be 95% minimum throughout lamp
life (5% maximum loss).

Salvage of Electrical Equipment
Salvage of electrical equipment shall conform to the provisions in
Section 86-3, "Removing, Reinstalling or Salvaging Electrical
Equipment," of the Standard Specifications. Salvaged signal and
electrical equipment shall be loaded, transported and off loaded
by the contractor utilizing suitable equipment the contractor
provides for this purpose.
All salvaged equipment shall be delivered to the San Jose Central
Stores Varehouse, 1608 Las Plumas Avenue. Contact the Traffic
Operations Department (408)277-5515 48 hours prior to delivery of
salvaged equipment.
Payment for salvaged and delivery of signal and electrical
equipment will be deemed included in other items of work and no
additional payment will be made therefore.
111.205 Record Plans
Upon completion of construction, the Contractor shall prepare and
submit to the engineer a set of record plans. These shall consist
of clean blue-line construction plans with the items listed below
shown in red pencil or ink using City standard symbols and
nomenclature. Vhere blue-line details on the construction plans
accurately portray as-built conditions, no additional notes or
symbols will be required. Notes and symbols placed on the plans
by the Contractor shall be legible, accurate and complete.
Record plans shall accurately show the location (plus or minus one
scale foot), configuration and/or disposition of new and existing
features as follows:
1. poles
2. pull boxes
3. controller and service cabinets (showing door swing)
4. utility service connection points
5. detector loops and lead-in slots
6. conduit routes
7. signal display equipment
8. pedestrian pushbuttons
9. luminaires
10. traffic islands

the terms of the Contract Documents for the subject project dated
April 23, 1991.

Seventy (70) Working Days for the completion of the work. The First
Charged Day on the subject contract will be May 20, 1991.

UNION AVENUE RECONSTRUCTION, PERMIT NO. 91-124
Dear Mr. Kurotori:
Your letter to Bill Helms requested that the City of
Campbell allow full closure of Union Avenue between MCGlincey
and Bascom for approximately one month to expedite the
reconstruction of the street and to mitigate structural and
night driving hazards.
We cannot allow full closure under any circumstances.
Very simply, the detour route does not have sufficient
capacity to accommodate the diverted traffic from Union
Avenue. While allowing full closure may provide some of the
benefits described in your letter, the costs in terms of
traffic congestion, traffic safety on the detour routes and
disruption of both emergency and normal circulation and
access represent an unacceptable price to ask of the driving
public and of Campbell residents and businesses.

for this County project, partly with~~~ City. The County has
scheduled a preconstruction conference for 10:00 a.m., Thursday, May
9. 1991. Frank Robles and I will be attending that meeting.
Please review the plans, specifications and let me know if you have
any comments that we can take to the meeting.
I will be asking the County and/or contractor to keep the City
informed of the contract schedule and responsible parties to be
contacted.
