RESOLUTION NO. 10189
A RESOLUTION AMENDING THE
CLASSIFICATION AND SALARY PLAN
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell
Municipal Code to prepare and submit to the City Council recommendations for the
reorganization of offices, departments, and positions which are considered to be in the best
interest of efficient, effective and economical conduct of the municipal services provided by
the City; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby approve the changes to class specifications for the following classifications:
Park Maintenance Worker I (Exhibit A); Park Maintenance Worker II (Exhibit B); Park
Maintenance Lead Worker (Exhibit C); Street Maintenance Worker I (Exhibit D); Street
Maintenance Worker II (Exhibit E); Street Maintenance Lead Worker (Exhibit F); Mechanic I
(Exhibit G); Mechanic II (Exhibit H).

PARK MAINTENANCE WORKER I
DEFINITION
Under supervision, performs unskilled and semi-skilled tasks in the maintenance,
repair and upkeep of parks, park and recreational facilities, public grounds and
street trees; operates park maintenance equipment; and does related work as
required.
TYPICAL DUTIES
Performs or learns to perform a variety of parks and grounds maintenance tasks
including watering, mowing, edging, weeding, trimming, pruning, planting and
removing flowers, plants, trees and turf; assists with the installation of park and
recreation related facilities; operates or is trained to operate park maintenance
equipment and motor vehicles such as dump trucks, water trucks,
backhoeslloaders, forklifts, sprayers, chippers, power mowers, edgers, hand
tools and related equipment; performs routine maintenance work in the care of
tools and supplies; may be required to work weekends or holidays or in the event
of emergencies; and performs other related work as required.
EMPLOYMENT STANDARDS
Education and Experience: Equivalent to completion of the twelfth grade plus
one year of related experience in park and/or
landscape maintenance work.
Knowledge of:
Basic methods, supplies and tools used in the care
of planted areas.
Ability to:
Perform all duties as assigned; may perform heavy
labor; operate and maintain a variety of equipment;
understand and carry out written and oral
instructions; establish and maintain effective working
relationships and public relations.
Possession of:
Valid California Driver's License. Class B
Commercial Driver's License must be obtained
within 120 days from appointment date.

DEFINITION
Under supervision, performs semi-skilled and skilled tasks in the maintenance, repair and
upkeep of parks, park and recreational facilities, public grounds and street trees; operates park
maintenance equipment; and does related work as required.
TYPICAL DUTIES
Performs a variety of parks and grounds maintenance tasks including watering, mowing,
edging, weeding, trimming, pruning, planting and removing flowers, plants, trees and turf; mixes
and applies pesticides and fertilizers; performs routine maintenance and repair of playground
areas, irrigation systems, and equipment; restocks restroom supplies and performs minor
maintenance tasks at restrooms as required; installs park and recreation related facilities;
monitors routine work performed by contract personnel; operates park maintenance equipment
and motor vehicles such as dump trucks, water trucks, backhoes/loaders, forklifts, sprayers,
chippers, power mowers, edgers, hand tools and related equipment; supervises small work
crews; organizes tools, equipment and material for daily work assignments; may prepare daily
records and reports; may be required to work weekends and holidays or in the event of
emergencies; and performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade plus two years of
related experience in park and/or landscape maintenance work.
Knowledge of:
Basic landscape horticulture, such as plant identification, proper
use of pesticides, herbicides and fertilizers, automatic sprinkler
systems; operation of tools and equipment; and safe work
practices.
Ability to:
Perform all duties as assigned; may perform heavy labor;
operate and maintain a variety of equipment; write reports;
understand and carry out written and oral instructions; explain
City policies and maintain effective public relations; establish
and maintain effective working relationships, including working
with volunteers; supervise a small crew.

PARK MAINTENANCE LEAD WORKER
DEFINITION
Under general supervision, assigns and supervises the work of and participates with personnel
engaged in the maintenance, repair and upkeep of parks, park and recreational facilities, and street
trees; performs skilled park maintenance work; monitors on a daily basis the condition of assigned
areas; and does related work as required.
TYPICAL DUTIES
Receives and implements work plans and makes assignments in order to provide for the continuing
maintenance and upkeep of parks, park and recreational facilities, and street trees; supervises a
park crew and participates in a wide variety of tasks including general landscaping, tree removal
and planting, tree surgery, pruning, watering and spraying, care and maintenance of shrubs and
turf, and prevention, detection and treatment of plant diseases and insect pests; operates,
maintains and repairs irrigation systems; trains personnel in proper care and use of park
maintenance equipment and tools; inspects park grounds maintenance and/or park facilities and
street trees on an ongoing basis including street tree and custodial work performed by contract
personnel; maintains daily records and prepares maintenance schedules and routine reports;
investigates complaints, and deals regularly with the general public; evaluates the performance of
assigned employees; may be required to work weekends and holidays; and performs other related
duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade. Four years of
responsible experience in tree and parks maintenance work.
Related college course work and supervisory experience highly
desirable.
Knowledge of:
Methods, tools, materials and equipment used in all phases of
groundskeeping and general park maintenance work; knowledge of
disease and insect pests and methods of control; irrigation systems,
equipment, and controllers; basic supervisory principles and safe
work practices.
Ability to:
Supervise and perform park and street landscape maintenance
activities; operate and maintain a variety of park maintenance
equipment; read and interpret plans and blueprints; understand and
carry out oral and written instructions; establish and maintain
effective working relationships, including working with volunteers;
and deal effectively with the public.
Possession of:
Valid California Driver's License. Class B Commercial Driver's
License must be obtained within 120 days from appointment date.

condition of streets and storm sewers on an ongoing basis; monitors routine work performed by
contractors; maintains daily records and prepares maintenance schedules and routine reports;
investigates complaints and deals regularly with the general public; evaluates the performance of
assigned staff; may be required to work weekends and holidays; performs other related duties as
assigned.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade.

experience. Supervisory experience highly desirable.
Knowledge of:

and traffic control maintenance; basic supervisory principles and safe
work practices; techniques of safe and effective traffic control; materials
used in construction and maintenance of streets, storm sewers and
traffic control devices.
Ability to:

MECHANIC I
DEFINITION
Under general supervision, to perform a wide range of minor mechanical work in the
servicing and repair of a variety of automotive and mechanical equipment, and to do
other related work as required.
TYPICAL DUTIES
Cleans, washes and services motorized equipment; lubricates automotive equipment;
inspects, services and makes minor repairs to batteries, tires, electrical systems,
brakes, radiators, etc., and reports the need for further repairs; operates gasoline pump;
keeps rolling stock supplied with fuel, oil, grease and water; maintains fuel, lubrication
and maintenance records; sweeps and cleans shop and maintains it in an orderly
condition; obtains and keeps records for parts.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade plus one
year of service station or garage work. The one year
experience requirement may be substituted by one
year of post-secondary course work relating to
automotive maintenance and repair including some
practical course work involving equipment
maintenance.
Knowledge of:
Lubricating materials, tools and devices; tire
maintenance and repair; common automotive parts
and supplies; standard mechanic's tools and
equipment; methods and techniques for maintaining
maintenance and supply records.
Ability to:
Perform routine service and repair to automotive
equipment.
Possession of:
Valid California Driver's License. Class B Commercial

MECHANIC II
DEFINITION
Under general supervision, performs a wide range of major and complex mechanical journey-level
work in the inspection, diagnosis, servicing and repair of a variety of automotive and mechanical
equipment; and to do related work as required.
TYPICAL DUTIES
Services and repairs cars, trucks, street sweepers, tractors, air compressors, cement mixers, loaders
and other automotive equipment; makes minor adjustments; adjusts clutches; checks wheel alignment;
changes and charges batteries; fixes lights;; straightens fenders and dents; overhauls and tests
generators; tunes up motors using testing equipment; inspects tires and other auto parts; makes
emergency field repairs; keeps records; makes reports; uses independent judgment as to method of
repair after receiving a complaint with respect to the operating condition of a given piece of equipment;
assists in cleanup of shop areas; performs established preventative maintenance inspections and
repairs on all types of gas, diesel and alternative fuel, heavy, light, construction and special equipment;
performs complete major and minor tune-ups; performs inspections and diagnosis on a variety of
equipment and verifies sources of problems or failures based on vehicle condition, driver complaints,
visual observations and/or test equipment indicators; repairs all types of auxiliary systems including,
but not limited to: transmission, differentials, carburetors, distributors, electrical, steering, hydraulics,
exhaust, brakes, wiring, cooling, racks, axles, and other major heavy equipment components; road
tests vehicles and certifies mechanical work to ensure they are in safe running condition.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade, preferably
supplemented by directly related technical courses, plus three years
of journey-level experience. One year of directly related post-
secondary course work may be substituted for one year of the
experience requirement.
Knowledge of:
Preventive maintenance principles and inspection techniques~ the
standard practices, methods, tools and equipment of the trade; the
principles of gasoline and diesel engines; the hazards and safety
precautions of the trade. (OSHA)
Ability to:
Perform journey-level work involving the service and repair of
automotive and mechanical equipment; demonstrate skill in the use of
tools and equipment employed in motor repair and adjustments, and
in locating and adjusting defects in motorized equipment; work
independently.
Possession of:
Valid California Driver's License. Class B Commercial Dri'.ler's
License must be obtained within 120 days from appointment date.
