PLANNING COMMISSION
BEING A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF CAMPBELL RECOMMENDING DENIAL
OF A PLANNED DEVELOPMENT PERMIT, PLANS,
ELEVATIONS, DEVELOPMENT SCHEDULE, AND CONDITIONS
OF APPROVAL TO ALLOW CONSTRUCTION OF ADDITIONAL
OFFICE SPACE AND TO CHANGE THE PARKING LAYOUT
ON PROPERTY KNOWN AS 145 DILLON AVE. IN A PD
(PLANNED DEVELOPMENT/INDUSTRIAL) ZONING DISTRICT
(APPLICATION OF MR. ROBERT BONNETT, PD 87-01).
After notification and public hearing as specified by law on the
application of Mr. Robert Bonnett for approval of a Planned Development
Permit, plans, elevations, and development schedule to allow the
construction of additional office space and to change the parking layout
on property known as 145 Dillon Ave., as per the application filed in the
Planning Department on April 1, 1987;and, after presentation by the
Planning Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows:
The proposed development will not clearly result in a more desirable
environment and use of land than would be possible under any other
zoning classification.
2. The use will not aid in the harmonious development of the immediate
area.

The project severely lacks parking as required by City code. Based on
the gross floor area of 4,900 sq. ft. a total of 22 parking spaces
would be required by the code. Only 6 spaces are indicated on the
plan. The project also lacks handicapped parking as required by City
code and State law. Space ~3 is not workable. The lack of parking
will be detrimental to the area and to the City.
Although 15% of the site is indicated as landscaped, the majority of
the landscaping is located behind the building. Additional
landscaping is needed between the street and the building to be
consistent with other developments in the City.
5. The trash enclosure is located in a highly visible location near Sam
Cava Ln. and detracts from the appearance of the project.
6. An agreement to enter into a parking district by the applicant is not
practical or feasible for the following reasons:
A. No parking district as yet to be established for the area.

The location of any parking facility would have to be in
proximity to the subject property or it would not be used by the
occupants of the building. Failure to provide parking close to
the building would put an additional burden on the already
parking-short Dillon Ave.

In the ~nterim, prior to the parking district, the property is
severely lacking adequate parking, thereby forcing on-street
parking which is in short supply in the area.
Based on the above findings, the Planning Commission recommends approval
of the plans, elevations, development schedule and conditions of approval
as presented, and further recommends that the City Council approve a
Planned Development Permit and enact the attached Ordinance adopting said
plans, elevations, development schedule, and conditions of approval for
that portion of the above-referenced Planned Development Zoning District.
