PLANNING COMMISSION
BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL DENYING THE APPLICATION
OF MR. DAVID MORGAN FOR A USE PERMIT TO ALLOW
AN AUTO STEREO INSTALLATION BUSINESS TO
OPERATE FROM A DETACHED GARAGE ON PROPERTY
KNOWN AS 2220 S. BASCOM AVE. IN A C-2-S
(GENERAL COMMERCIAL) ZONING DISTRICT. UP 87-0!.
After notification and public hearing as specified by law on the application of
Mr. David Morgan for a Use Permit to allow an auto stereo installation business
to operate from a detached garage on property known as 2220 S. Bascom Ave. in a
C-2-S (General Commercial) Zoning District, as per the application filed in the
Planning Department on January 8, 1987; and, after presentation by the Planning
Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did
find as follows:
The establishment, maintenance or operation of the use applied for will be
detrimental to the health, safety, peace, morals, comfort or general
welfare of persons residing or working in the neighborhood of such proposed
use, or be detrimental or injurious to property and improvements in the
neighborhood or to the general welfare of the City.
2. The project provides insufficient parking. Under the code 12 spaces are
required, but only 5 spaces are provided which meet City standards.
The proposed use has the potential to disturb the residential area which is
located approximately 30 feet to the rear of the building with noise from
stereos and from cars.

The leasing of 7 parking spaces across Bascom Avenue at the 7-11 property
will not satisfy the parking requirements. Because Bascom Avenue is a 6
lane arterial pedestrians would have a difficult time crossing the street.
The nature of the stereo installation business requires that cars be
brought to the business location. The leased parking is not feasible at
its present location.
Based on the above findings, the Planning Commission does hereby deny the
requested Use Permit.
