Dear Mayor Conant:
As you may have heard "oia local media, Pacific Bell is discontinuing construction of our
Advanced Communications Network in Santa Clara County, This means we will phase out
the Vldeo services offered to San Jose and County residents and convert telephone service
to the standard Pacific Bell netv.'ork wherever appropriate.
While this decision does not affect customers who are residents of the City of Campbell, it
does eliminate our need for construction permits for the Advanced Communications
Network in Campbell and will conclude our discussions ,,,,'ith the City regarding a cable
franchise. We appreciate the city council's patience in this matter.
We have all worked very hard on this project over the last 3 years, and few people have
worked harder or more diligently with us than your staff, especially Public Works Director
Bob Kass. We regret any inconvenience this change may cause the City, and we look
fOTVr'ard to working with you for many years to come.

Re: Permits for Nodes and Associated Equipment and Facilities
Please be advised that, as discussed with you and other City of Campbell personnel during the last six months,
I hereby certify on behalf of Pacific Bell under penalty of perjury that the following is true and accurate to the
best of my knowledge:
1. The nodes and associated equipment for the above referenced permits will be used only for the
provision of telephone service;
2. The nodes and associated equipment will not be used for the provision of cable television
service or video programming of any nature whatsoever unless and until we obtain the
applicable federal, state and City of Campbell approvals;
3. If at any time in the future we decide to provide cable television service in the City of Campbell,
we will comply with all city, state, and federal statutes, rules and regulations, including
Campbell's Cable TV franchise ordinance;
4. The nodes are environmentally safe and have passed applicable environmental reviews in San
Jose, San Diego and County of Santa Clara;
5. We have mitigated to the fullest extent possible all environmental concerns;
6. The nodes have been located under the criteria agreed to by Campbell during discussions over
the last year;
7. Residents adjacent to the Nodes have consented to their locations.
