Dear Joe:
You recently met with Bob Good, Marius Nelsen, and others in reference to access
to the subject property from lbre Avenue. The property is located in unincor-
porated territory adjoining the cities of Campbell and San Jose; it is within the
limits of the proposed West Valley transportation corridor. The property is
identified as parcels 9 and 30 in Book 403, page 20 of the Santa Clara C01ID.ty
Assessor's Maps; copy of this map is attached.
The owners of this property have mde application to the City of San Jose to
construct a planned development of 85 single-family townhouses on this land. A
site plan, showing the proposed layout of buildings, is attached.
I have estimated the trip generation from this project to be eight trips per
mJelling unit, for a total of 680 daily trips. I have estimated the peak hour
traffic to be 12 percent of daily traffic; during the afternoon peak hour, there
would be 82 vehicle trips, 57 inbound to the site, and 25 outbound from the site.
Asstnning that the property would continue to have access to l.1Jre Avenue and to
Roundtree Drive, as it does now, the probable directional split of traffic would
be 80 percent northbOlID.d via Roundtree Drive, and 20 percent southbound via fure
Avenue. This estimate is based on a count showing the actual directional distri-
bution of traffic at Quito Hoad and Yorkton ~vay. Thus, there would be added
daily traffic on 1-bre Avenue of 136 vehicles, and added peak hour traffic of 16
vehicles on I1Jre Avenue from this proposed development.
The site plan shows that although the ills Paseos Estates development is proposed
to have access to both l.1Jre Avenue and Roundtree Drive, there is no proposed
public street connection through the proj ect. It is intended that the interior
private street system be designed so that through traffic would be discouraged
from winding through the development.

Please find attached a copy of a pending Planned Development Zoning
located within the West Valley Transportation Corridor, adjacent to
Roundtree Drive and More Avenue (our File No. PDC 79-5-62).
The project applicants, Mr. Robert Good and Mr. Charles Wasserman, recently
met with Mr. James Pel;lOyer, of the Campbell Public Works Department, to
discuss the access situation with respect to their project (see attached
letter).
The project is currently in the Environmental Impact Report review phase
of the zoning process. In addition to the significant impacts associated
with development in the W.V.T.C., the City has concerns regarding the
ability of the surrounding street network to adequately handle the addi-
tional traffic generated by the project.
The San Jose Public Works Department has analyzed the traffic capacity of
Roundtree Drive and determined that there is not capacity available to
serve the proposed project via the single access point on Roundtree Drive
to Westmont Avenue. As stated in the attached letter, the applicants now
propose to direct some or all of the project traffic south onto More
Avenue and out to Pollard Road.
Since More Avenue, south of the Corridor, is within Campbell's sphere-of-
influence, \'/e feel it very important, as a part of our environmental and
project review, to include an official response to this local circulation
issue as it affects the City of Campbell.
Specifically, since the project's chances for approval (again, aside from
the W.V.T.C. issue) could hinge on the provision of access via More Avenue
from the south, we would appreciate your analysis of this proposal.
If we can provide any further information, please contact Stan Ketchum of
our staff. We would appreciate a response by March 10, 1980. Thank you

Dear Mr. Good:
This is in reply to your letter of February 7, 1980, to our Mr.
James Penoyer, wherein you apprised us of your plans and concerns
to develop condominium homes on property that is within the sphere
of influence of the City of San Jose and also within the Route 85
Corr i dor.
Your letter specifically informed us of your opposition to our
plans to ultimately cul-de-sac More Avenue south of the SPRR tracks.,
because this would eliminate access from your proposed development'
onto More Avenue.
I must advise you that, at least at the staff level, we sincerely do
not believe it would be in the best interests of the City of Campbell
to alter our present plan to cul-de-sac More Avenue as now contemplated.
This development would add additional traffic to a residential area
(More Avenue and Pollard Road) which has been the subject of consider-
able public concern, particularly in matters relating to traffic,
during the past year-and-a-half.
We are also concerned about the preservation of the Route 85 Corridor,
as mentioned in your letter. It appears at this time that adequate
funds to acquire the right-of-way necessary for the Corridor will not
be forthcoming. However, we are still hopeful that funds may be
available in the not too distant future for the purpose. It should
be noted that the Campbe 11 City Counc i1 has gone on record In support
of the Route 85 transportation facility and our circulation plans
have been formulated accordingly,
