The existing complex, previously known as "'!be Factory", is located on the southside of Orchard City Drive, and was previously approved for office, retail, and food/ beverage uses. The one and two-story buildings '\'lere previously the Hyde Cannery operation and were converted to The Factory in the early 1970' s. The applicant, at this time, is proposing to create a professional office center with some incidental restaurant/bar operations. The existing usage of this complex was previously approved tmder PD 79-12. The space utilization plan approved in conjmction with this application is summarized in Table A. Food and Beverage 16,980 sq. ft. 16% Total 109,116 sq.ft. 100% The proposed project will increase the approved square footage of this complex by approximately 17,600 sq.ft. and would change the approved use to predominantly an office/retail center. The applicant is proposing to remodel both the interior and exterior of this complex. Building elevations indicate the introduction of window elements along the north and west elevations. The majority of the walls will retain the existing brick with an expansion of brick facing to por- tions of the complex currently not bricked. The elevations indicate the provision of a smooth stucco band (tan) and canvas awning (blue) throughout the project to provide a more unified appearance. In that this proposal would lOOdify buildings which are listed on Campbell's Historical Resource Inventory, this project was reviewed by the Historic Preservation Board. The Board, at its meeting of June 27, 1984, supported the applicant's efforts to renovate these buildings and encouraged the applicant to apply for historic designation of these buildings. The site plan indicates that approximately 10% of the project site will be landscaped. As the CmDcil may be aware, this complex participates in the Parking District. The Parking District includes the parking structure to the south of these buildings and various parking lots along Orchard City Drive. The portion of the Parking District allotted to this complex is 108,000 sq.ft. The Planning Corrmission is reconmending that the proposed square footage be reduced 316 sq. ft. to be consistent with this allocation. The Parking District provides a total of 478 parking spaces. The proposed complex occupies approximately 64% of the total 170,000 sq. ft. allowed by the Parking Distirct. The provided parking results ina parking ratio of 1:355. The Architectural Advisor is of the opinion that the proposed modifications are acceptable. He does express a concern regarding the transition from the north and east elevation, and a concern regarding the proposed contrast be- tween the stucco color and the proposed and existing brick. The applicant has prepared a traffic report in conjunction with this project, which is attached for the Council's review. The applicant's proposal would retain the existing restaurant/ bar operations on the first floor and would provide renovated office and retail spaces in the remainder of the building. The submitted elevations indicated the existing shade of the building will remain the same. The proposed siding\\Uuld be changed from corrugated metal to a horizontal 6" wood siding (grey/green stain). Roofing material would be retained as a rusted corrugated metal with the addition of some roofing areas over proposed deckway areas. New window treatment would be provided throughout the buildings and is indicated as "daTk dolar grey" glazing material. To improve access to this complex, the applicant is proposing the construction of exterior deckways, handicapped ramps and additional staircases. The Publ ic Works Department expresses a concern regarding a proposed walkway across the Southern Pacific right-of-way and the construction of a handicapped ramp within the parking area. As the Connnission may be aware, this property is a participant within the Parking District. The District agreement provides for a total of 52,700 sq.ft. for this property. The presented plans are consistent with the allotted square footage. The site plan indicates that the interior com-tyards and perimeter areas of this project would be landscaped. The Architectural Advisor is of the opinion that the presented plans lack sufficient detail to give a recommendation. He indicates that the general use is acceptable and has a workable layout, however, material details are lacking. Staff is reconmending a continuance of this application so that revised plans can be submitted addressing the following concerns: 1. Clarify and obtain authority to construct handicapped access within front parking area. 2. Clarify and obtain permission to construct a walkway from the parking area across the railroad tracks to this project. 3. Revised elevations to accurately reflect all roof lines, window trims, and materials. 4. Provide details of window treatment and materials. 5. Provide color samples and material samples (specifically siding materials). 6. Provide location for trash enclosures and details of deckway railings. The Historic Preservation Board, at its meeting of August 22, 1984, supported the applicant's proposed renovation. The applicant submitted a traffic report in conjtm.ction with this proposal. The remainder, 52,500 square feet, is to be located on the northeast quadrant of the intersection of Central Avenue and Orchard City Drive. The projected completion date for the development is late 1985. STUDY APPROACH The purpose of this analysis is to estimate the traffic impact of the development on the existing roadway system in the vicinity of the site and to recommend mitigation measures. The following tasks were contained in this analysis. 1. Data Collection - Existing and future land-use data were collected to provide a picture of current and projected development in the area. Existing peak-hour traffic volumes and intersection lane configurations were determined through traffic counts and field reconnaissance. 2. Direction of Approach/Departure - Directions of approach and departure were determined based on the project's location in relation to surrounding residential areas and on a review of previous traffic reports for other projects in the area. 3. Analysis of Existing Conditions - Levels of Service, based on the peak-hour counts, were calculated for the critical intersections in order to evaluate their existing operations. The critical intersections, determined by Keith Manley of the City of Campbell, are: Campbell Avenue at Union Avenue First Street at Civic Center Drive First Street at Orchard City Drive Campbell Avenue at Winchester Boulevard 4. Site Traffic Projections - Site-generated traffic was estimated based on a project size of approximately 161,000 square feet and appropriate trip genera- tion rates from the Institute of Transportation Engineers (ITE). Separate estimates were made for the two project segments. Existing traffic generated by the Factory was counted in the field and subtracted from the trip generation estimates to determine net new trips. -1- 5. Traffic Assignments - New traffic from the project was assigned to the roadway network according to the pattern identified in Task 2. 6. External Traffic Evaluation - A growth rate of two percent per year was used to factor existing volumes to the project's completion year. Total traffic demand (existing + growth + project) on the streets serving the proposed development was evaluated for the projected completion year during both morning and evening peak hours. Capacity analyses was performed for the critical intersec- tions previously identified in Task 3. 7. Recommendations - Based on the results of the capacity analysis, recommenda- tions were formulated to identify the location and types of improvements or modifications necessary to produce efficient traffic operations in the vicinity of the site. -2- 2. EXISTING CONDmONS The two project sites are presently occupied by developments that generate trips during the AM and PM peak hours. This chapter presents the results of an existing trip genera tion count, as well as the results of the Level of Service analysis for the four critical intersections. EXISTING SITE GENERATION The amount of traffic presently generated by the uses on the two sites was determined with field counts. Driveway counts, recording the number of vehicles entering and exiting each driveway, were conducted on Tuesday, June 19, 1984 and Wednesday, June 20, 1984 during the AM and PM peak hours. The results are tabulated below. Level of service is a qualitative measure of an intersection's operation. An intersection's operating level can range from Level A, representing free flow conditions, to Level F, representing jammed conditions. F VIC Ratio Less Than .7 .700 - .799 .800 - .899 .900 - .999 1.0 And Greater Turning movement counts were conducted at the intersections of First Street at Civic Center Drive, First Street at Orchard City Drive, and Campbell Avenue at Winchester Boulevard from 7-9 AM and 4-6 PM. A count was obtained from the city of Campbell for the intersection of Campbell Avenue at Union Avenue. The AM and PM peak-hour volumes were determined from the field data. The peak-hour turning movements and lane configurations were used to deter- mine each intersections level of service with two methods: the City of San Jose's Capacity method and the Transportation Research Board's Circular 212 Planning method. Two of the intersections are presently unsignalized but will be signalized in the near future. These intersections, First Street at Civic Center Drive and First Street at Orchard City Drive, were treated as signalized intersections for the level of service analysis. With the San Jose method, all intersections are operating acceptably. However, with the Circular 212 Planning method, two of the intersections, Campbell Avenue at Union Avenue and Campbell Avenue at Winchester Boulevard, are operating at unacceptable levels. Extensive field observations undertaken by Barton-Aschman Associates, Inc. at various Santa Clara County intersections indicate that the San Jose method best replicates local conditions; therefore, it is concluded that the four key intersections are operating at acceptable levels presently. -5- 3. FUTURE CONDITIONS Future (1985) traffic conditions were analyzed with and without the project to determine its impact on the roadway system. First, the "without project" conditions were analyzed with intersection level of service calculations conducted using existing volumes increased by a growth factor. Next, the amount of new trips generated by the project, in two segments, was added to the roadway system and level of service calculations were performed on the resulting volumes. The future level of service calculations are presented in this chapter. "WITHOUT PROJECT" CONDITIONS In order to project 1985 traffic volumes prior to the completion of the Watertower Plaza, the existing (June 1984) volumes were increased by a growth factor of two percent per year. Level of service calculations were performed using the existing plus growth volumes and the results are presented in Table 4. All of the intersections are projected to operate at acceptable levels of service with the San Jose method. Using the Circular 212 method, the intersection of Campbell Avenue and Union Avenue is operating at Level of Service F during the AM peak hour, and the intersection of Campbell Avenue and Winchester Boulevard are operating at Level of Service E during the PM peak hour. "WITH PROJECT" CONDITIONS Future traffic conditions were analyzed with the completion of the first project segment, 108,800 square feet of office space, and at the completion of the entire 161,300 square feet. The determination of the amount of new traffic associated with the first segment and with the total project encompassed three steps: (1) trip generation, (2) trip distribution, and (3) trip assignment. In the first step the amount of new traffic generated by the development was estimated. Next, the distribution of these trips was based on the location of the project in relation to the surrounding residential areas. In the last step, the new trips were assigned to the roadway network based on the trip distribution. Trip Generation The amount of traffic generated by the two project segments during the peak hours was estimated by applying an appropriate trip generation rate and peak-hour factor to the proposed building sizes. A trip generation rate of 12 trips per 1,000 square feet and a peak-hour factor of twenty percent were used for this analysis. During the AM peak hour approximately 80 percent of the trips will be inbound and 20 percent will be outbound. The reverse is true for the PM peak hour. These rates are based on studies conducted by Institute of Transportation Engineers. The daily and peak-hour trip generation process is summarized in Table 5. The amount of traffic which the project will add to the roadway system is the projected volumes minus the existing site-generated volumes. This net trip generation is presented in Table 6. The distribution pattern used in this analysis is described with the directions of approach and departure summarized below: 30% North via Central, Campbell, and Hamilton to: 10% North on Route 17 10% South on Route 17 10% East on Hamilton Avenue 25% East via Orchard City and Campbell to: 5% North on Bascom Avenue 10% South on Bascom Avenue 1096 South on Union Avenue 4596 West via First, Civic Center or Orchard City, and Campbell to: 15% North on Winchester Boulevard 10% South on Winchester Boulevard 20% West on Campbell Avenue -8- Trip Assignment The net trip generated volumes for Segment 1 and for the total project were assigned to the roadway system based on the trip distribution pattern discussed above. The volumes of traffic added to the critical intersections from the project are presented in Figure 1. Intersection Levels of Service The traffic volumes presented in Figure 1 were added to the existing plus growth volumes and level of service calculations were performed. The results for Segment 1, 108,800 square feet of office space on the site of the Factory, and for the total project, Segment 1 plus 52,500 square feet of office space located across the street, are presented in Table 7. The results of the Circular 212 method show that this intersection will also operate poorly during PM peak hour. Another intersection which is projected to operate poorly at the completion of Segment 1 based on the Circular 212 method is the intersection of Campbell Avenue and Winchester Boulevard during the PM peak hour. CONCLUSIONS The CJty of Campbell's policy regarding traffic impacts states that a project has a significant impact if it causes a two percent degradation in the volume to capacity ratio of any intersection operating at Level of Service D, E, or F. Mitigation measures are recommended for the intersections which are impacted based on this policy. At completion of Segment 1 and at the completion of the total project, the intersections of First Street at Civic Center Drive and First Street at Orchard City Drive are projected to operate at acceptable levels of service during both the AM and PM peak hours. Therefore, the project does not have a significant impact on these intersections and no mitigation measures are required. The intersection of Campbell Avenue and Winchester Boulevard will continue to operate at an acceptable level during the AM peak hour at the completion of Segment 1 and at the completion of the entire project. This intersection is projected to operate at Level of Service D during the PM peak hour for both development scenarios based on the San Jose method. This method shows a degradation of 1.8 percent at full development which is below the "significant impact" level. The project does cause a significant impact at the intersection of Campbell Avenue and Union Avenue. The operation of this intersection can be improved considerably by restriping the south approach to accommodate a left-turn lane and a shared left and right-turn lane. Level of service calculations show that this intersection will operate at Level of Service C with this improvement. -11-
