IN A PD (PLANNED DEVELOPMENT/LOW DENSITY
RESIDENTIAL) ZONING DISTRICT (APPLICATION
OF G. PEREZ, PD 88-06).
The City Council of the City of Campbell does ordain as follows:
SECTION ONE: That the Zoning Hap of the City of Campbell is hereby changed
· and amended on property known as 690 S. San Tomas Aquino Rd. by adopting the
attached Exhibit A entitled Plans and Elevations; Exhibit B entitled
Development Schedule; Exhibit C entitled Hap of Said Property; and Exhibit D
entitled Conditions of Approval, as per the application of Hr. Gregory Perez
for plans, elevations, and development schedule to allow the Construction of a
single family home in a Planned Development Zoning District. Copies of said
Exhibits are on file in the Planning Department.
SECTION TWO: This Ordinance shall become effective 30 days following its
passage and adoption and shall be published once within 15 days upon passage
and adoption in the San Jose Mercury News, a newspaper of general circulation
in the City. of Campbell. County of Santa Clara.

The applicant is hereby notified, as part of this application, that he/she is
required to meet the following conditions in accordance with the Ordinances of
the City of Campbell and the Laws of the State of California. Additionally,
the applicant is hereby notified that he/she is required to comply with all
applicable Codes or Ordinances of the City of Campbell and the State of
California which pertain to this development and are not herein specified.
1. Revised site plan indicating relocation of building to be submitted to the
Planning Department and approved by the Planning Director upon
recommendation of the Architectural Advisor prior to application for a
building permit.
2. Fencing plan indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning Director
prior to issuance of a building permit.
3. Applicant to submit a plan to the Planning Department, prior to
installation of PG&E utility (transformer) boxes, indicating the location
of the boxes and screening (if boxes are above ground) for approval of the
Planning Director.
~. Building occupancy will not be allowed until public improvements are
installed.
5. All parking and driveway areas to be developed in compliance with Chapter
21.50 of the Campbell Hunicipal Code. All parking spaces to be provided
with appropriate concrete curbs or bumper guards.
6. Underground utilities to be provided as required by Section 20.36.150 of
the Campbell Municipal Code.
7. Plans submitted to the Building Department for plan check shall indicate
clearly the location of all connections for underground utilities including
water, sewer, electric, telephone and television cables, etc.
8. Ordinance No. 782 of the Campbell Municipal Code stipulates that any
contract for the collection and disposal of refuse, aarbage, wet garbage
and rubbish produced within the limits of the City of Campbell shall be
made with Green Valley Disposal Company. This requirement applies to all
Single-family dwellings, multiple apartment units, to all commercial,
business, industrial, manufacturing, and construction establishments.
9. Noise levels for the interior of residential units shall comply with
minimum State (Title 25) and local standards as indicated in the Noise
Element of the Campbell General Plan.

Gregory Perez for a Planned Development Permit,
plans, elevations and development schedule to
allow the construction of a single family home on
property known as 690 S. San Tomas Aquino Rd. in a
PD (Planned Development/Low-Density Residential)
Zoning District.
STAFF RECOMMENDATION
That the Planning Commission continue this item to the meeting of June 14, 1988
in order that the applicant can submit revised plans.
STAFF DISCUSSION
The applicant is proposing to construct a single family residence on the 13,000
sq. ft. lot. Building materials for the two-story structure are indicated as
lap siding for the walls with a shake roof. The overall height of the house is
indicated as 24 feet.
The plans indicate a 3-car garage and space for 3 cars in the driveway in
tandem.
As the Commission may recall, the zoning on this property was changed several
years ago from R-1 to PD in order to give the City more control over
development on this property. The site is on the San Tomas Curve, which is an
area of traffic safety concerns of the Public Works Department.
The Public Works Department has a number of concerns with this project. It
recommends a circular drive in order that cars do not have to back out of the
driveway on this curve. Also, additional right-of-way needs to be dedicated
and median island may have to be installed. A continuance is recommended in
order that the applicant can work with the Public Works Department to modify
his plans to conform with their requirements.
The Architectural Advisor is of the opinion that the design of the house itself
is acceptable.

Dear Mr. Kee:
We have reviewed the plot plan for Lands of Perez, File PD88-06, sent to us on April 29.
San Tomas Aquino Creek runs adjacent to the site's northerly property line as marked on
enclosed Sheet 1 of the plans. The creek is a trapezoidal section concrete lined channel
with adequate capacity and is contained within a chain link fenced right of way.
The District's right of way line and chain link fence should be shown and labeled as
marked on the enclosed plan. A note should be added that any fencing damaged or
removed due to construction is to be replaced in kind in accord with Section 80 of State
Specs. The site would be subject to sheet flooding from Smith Creek overflows. The
depth of flooding is less than one foot. We recommend that new areas be at least two
feet above existing ground to be safe from flooding in event of the one percent flood.
The site's drainage should be incorporated into an existing storm drainage system. If a
storm drain outfall into the creek is necessary, it should be designed to serve the general
area to minimize the number of future outfalls needed and in accordance with SCVWD
Sheets 8-12.
In accordance with District Ordinance 85-1 and 87-3, the owner should show any existing
well(s) on the plans. The well(s) should be properly registered with the District and
ei ther maintained or abandoned in accordance with District standards. Improperly
constructed or abandoned wells can be a hazard and may be a source of groundwater
contamination. We request that wells be sealed in accordance with District standards
unless they are to be used for the proposed development. In this case, they should only
be used after proper testing and inspection. Please call Mr. David Zozaya at 265-2600,
extension 382, for information regarding permits and the registering of or abandonement
of any wells. We request written confirmation from the developer or his engineer
regarding the existence of any wells and their proposed disposition.

Because it can affect the operation and maintenance of the channel, grading adjacent to
the right of way should be done in accordance with District Detail Sheets 20-20B. The
details of the grading should include cross-sectional views at the right of way and be
shown on the improvement plans.
Improvement plans for any work in vicinity of District right of way should be sent for our
review and issuance of a permit prior to start of site construction.
Referenced detail sheets will be furnished upon request.
