We are not flOW trying to form an assessment district to install street improvements in Shelley Avenue. Each property OWler is expected to install street improvements across their frontage as a condition of developing the property. The developer of 196 Shelley Avenue will be required to install curb, gutter. sidewalk, street trees, street lighting and pavement to the center line of the street.
