SUBJECT: Storm Sewer Participation with Campbell Union
School District (Hazelwood School sitel
The extension of the existing 4211 storm sewer line in
Varginia Avenue fram Hazelwood Avenue to the south
side of Tract 2995 (Cameo Manor) was explained to the
Council on September II, 1962, and an agreement was
authorized at that time by Resolution 1377.
In accordance with that agreement, the District has
received bids on the project and forwarded, in writing, a
notice of the bids received and the corresponding bidders.
The engineering department has examined the resume
sheet of bids and has previously examined and approved
the improvement plans therefore. The low bid was $200.00
less than our estimated costs.
We would recommend that the City Council, therefore,
adopt a resolution, and forward a copy to the District, which
approves the low bid of $8,800.00 by Sanco Pipe Company
and authorizes forwarding of a warrant for $3,180.00 to
the District, said sum being the difference between the
low bid of $8,800.00 and that $5,620.00, which is the
District's share of the cost of construction in accordance
with paragraph 1 on page 2 of the agreement.

Trustees of the Campbell Union School District declaring the
ordinance of the City of Campbell inapplicable regarding a
use permit for the construction cf the Hazehvood School at the
corner of Virginia and V/aldo.
This, I believe, is in accordance with y ur own City
Attorney's opinion relative to the Council's denial of the school
district's request for the council to waive the necessity fer a
use permit including fees and public hearing in this matter.
It is the intention of the school district to proceed with
the construction of the Hazelwood School. Think you for your

I understand through our civil engineer Mark Thomas and Company that there
is going to be an item on the agenda for Monday, November 13, at the meeting
of the City Council calling for action firming up a policy in regard to street
development and storm drainage, schedules of fees for storm drainage, as well
as electroliers and a few other items dealing with our proposed Hazelwood
School on the corner of Waldo and Virginia Avenue.
As you are undoubtedly aware, the meeting of the State Allocation Board will
be held on November 14, the day following your City Council meeting. Both
Mr. Henley and myself are leaving Monday noon to discuss problems with the
State Department of Finance relative to the things on which you are attempting
to set a city policy.
Therefore, I most strongly urge that if possible this hearing and discussion
in front of the City Council be postponed until either Mr. Henley or myself can
be present at your meeting. Also, I believe the fact that we may have answers
as far as what the State is willing to pay on the day following your proposed
meeting would tend to bear out the advisability of delaying the discus sion with
the City Council until a week from Monday or until the first meeting after
November 13.

Gentlemen~
We are sending you with this letter a copy of a communication
from the City of Campbell which covers the City's probable re-
quirements for the · ~elopment of this school site.
\~e wish to call your attention to certain points in the CitY'$
letter, and to outline some questions and considerations now, which
we feel will have to be decided along the way.
1.
AS things stand at present, the conditions outlined
in the City's letter are the recommendations of the
City staff to the city Council, and as you will note
in the last paragraph of the City~s letter, these
conditions will be firmed up by Council action at the
next City Council meeting on November 13, 1961. You
may feel it worth while to attend this meeting.
If the staff recommendations are followed, the City
will require the District to pay a storm drainage
fee amounting to $3~500. This is the total amount
the District would have to pay for drainage. The
City would pay the difference between thie fl~~e
and the contract coat of about 420 feet of 42 inch
storm line on Vi~ginia Avenue which the City w111

timate the total cost of the line in place It approx-

will have two effects on the form of the construc-
tion coetract. first, the need for a storm line
construction cost acceptable to the city dictates
a lepar~te schedule for this work, and a proviso
that schedules may be awarded as separate contracts-
so that the District and the city may agree on a
low bid for the storm line, and the District at the
same time can accept the bid most advantageous to the
District for the remainder of the off-site improve-
ments. Additionally, the payment by the City of
what will probably prove to be the larger fraction
elf the storm line cost Ilimmediately upon acceptance
of the complete facility" will probably mean that
no progress payments can be paid the storm line
contractor as we go along, unless the District has
a revolving fund from which such progress payments
can be drawn, pending receipt of the City's contri-
bution.
3. The City sees a need for underground electrolier
service on the Waldo Road side, but will accept
overhead service for the one electrolier on Virginia
Avenue by meani of a drop from an existing pole on
the opposite side of the street. Underground elec-
tDolier service is more expensive (costing about
$2.50 per ft.), and overhead service can be unsightly.
We would like to know your preference or. this point.
We are sending a copy of this letter to the City of Campbell and
expect that if OUI interpretation of their letter differs from
their understanding they will let us know. In the meantime, we
will hold further work or. the offsite plans and contract docu-
ments pending results of next Monday's Council meeting, anti
results of your own further conference with the Department of
Finance.
