CC Resolution 10689 RESOLUTION NO. 10689 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL APPROVING THE CAMPBELL DOWNTOWN DEVELOPMENT PLAN 2006 OF THE GENERAL PLAN. After notification and public hearing, as specified by law on the proposed amendments to the Downtown Development Plan, and after presentation by the Community Development Director, proponents and opponents, the City Council did determine that the adoption of the Campbell Downtown Development Plan 2006 are warranted based upon the following findings: 1. The Campbell Downtown Development Plan 2006 was reviewed by the City of Campbell Planning and Public Works Departments, the City of Campbell Redevelopment staff, and the Downtown Business Association. 2. The proposed project is consistent with all six elements of the City of Campbell's General Plan. Specifically, the Downtown Development Plan Update 2006 supports the following General Plan Policies and Strategies: Strategy LUT-2.2d supports traffic calming measures in the Downtown; Strategy LUT-3.1c allows higher residential densities along transit corridors; Strategy LUT-5.3e encourages community and cultural events in the Downtown; Strategy LUT-5.3f facilities Downtown revitalization; Strategy LUT-5.3g encourages day and evening activities in the Downtown; Policy LUT -6.1 a encourages gateway treatments; Policy LUT -8.1 supports historic preservation; Strategy LUT-13.2a plans for sufficient parking; Strategy LUT-13.2b plans for efficient parking; Policy LUT-18.1 mandates consistency of new development with the Redevelopment Plan; Policy CNR-1.1 supports historic preservation; Strategy CNR-2.1 a encourages a pedestrian-friendly atmosphere; and, Strategy CNR-2.1 b encourages historic amenities. 3. The proposed project is consistent with the Municipal Code. The Downtown Development Plan Area includes properties which are zoned Public Facilities/Open Space, Planned Development, Central Commercial, and General Commercial. The Downtown Development Plan Update 2006 is consistent with all development standards established for these zoning districts. The Plan Update also corrects the Downtown Development Plan, February 1996 by specifying a maximum allowable floor area ratio which is consistent with the zoning code. 4. The Environmental Impact Report prepared for the City of Campbell General Plan provides full and adequate environmental review for adoption of the Downtown Development Plan Update 2006. Based upon the foregoing findings of fact, the City Council further finds and concludes that: City Council Resolution Amending the General Plan by Approving the Downtown Development Plan Update 2006 Page 2 1. The proposed project is consistent with all six elements of the City of Campbell General Plan. 2. The proposed project complies with all applicable provisions of this Zoning Code and the Municipal Code. 3. No substantial evidence has been presented which shows that the proposed project, as currently presented, will have a significant adverse impact on the environment. 4. There is a reasonable relationship and a rough proportionality between the Downtown Development Plan 2006 and CEQA requirements. 5. The Custodian of the Record for the Campbell Downtown Development Plan 2006 is the City Clerk of the City of Campbell, located at 70 North First Street, Campbell, California. 6. The City Council approves a comprehensive amendment to the Campbell Downtown Development Plan 1996 of the General Plan, including the text and diagram amendments as illustrated in the Campbell Downtown Development Plan 2006. 7. The Downtown Development Plan Update provides a vision for Downtown Campbell and a framework for the physical development, business development and preservation of the historic downtown. This plan looks to position the Downtown for success in the 21st century and to enhance its role as a community gathering place and symbol as the heart of the City.
