CC Resolution 10719 RESOLUTION NO. 10719 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL COMMENDING CAPTAIN RUSSELL E. PATTERSON ON HIS 30 YEARS OF SERVICE TO THE CITY OF CAMPBELL WHEREAS, Captain Russell E. Patterson's career with the City of Campbell began as an Explorer from December 1972 to December 1976; and WHEREAS, Captain Patterson was a Communications Dispatcher from January 1977 to July 1977; and WHEREAS, Captain Patterson left Campbell to work as a Police Officer at West Valley College from July 1977 to March 1980; and WHEREAS, Captain Patterson returned to Campbell and was appointed as a Police Officer on March 10, 1980, with promotions to Agent in 1984, to Sergeant in 1987, and to Captain in 1997; and WHEREAS, Captain Patterson has served in every Division and assignment in an outstanding manner and with the highest degree of professionalism during his 30 years with the Police Department; and WHEREAS, Captain Patterson has been a Field Training Officer, Traffic Unit Supervisor, Sexual Assault and Child Abuse Investigator, on the SWAT and Major Accident Investigation Teams, and served as the Records and Communications Supervisor for several years; and WHEREAS, Captain Patterson has distinguished himself in the law enforcement community as an expert and leader in the Silicon Valley Animal Control Authority as the City's representative on the Technical Advisory Committee; and WHEREAS, Captain Patterson served as President of the Santa Clara County Emergency Managers' Association, as well as the City's Emergency Manager, and was responsible for planning and training for any and all disasters that could affect the City; and WHEREAS, Captain Patterson Served as Board President of the Volunteer Center of Silicon Valley where his efforts in obtaining money for disaster-related volunteerism programs led to almost half a million dollars of grant funding for the Volunteer Center; WHEREAS, Captain Patterson was responsible for several County-wide projects including the Spontaneous Volunteer Program, which has become the State model for registering volunteers in time of disaster; WHEREAS, Captain Patterson developed training and implementation procedures for the use of video cameras and Mobile Data Terminals (MDT) in the patrol vehicles, which policy became the standard for many agencies throughout the State of California; and WHEREAS, Captain Patterson was in charge of outfitting several new fleets of Department vehicles, and his design of the current police car and police motorcycle graphics won First Place at the 2001 COPS West competition; and WHEREAS, Captain Patterson was a major component in completing the Police Department remodel, which grew from a minor remodel of the men's locker room to a beautiful, new working environment; and WHEREAS, Captain Patterson has always had a long-standing commitment to providing excellent service to the Campbell community; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell recognizes and commends Captain Russell E. Patterson on his retirement from the City of Campbell after 30 years of service. 2006 PASSED AND ADOPTED this 11 thday of December, by the following roll call vote: AYES: Councilmembers Kennedy, Burr, Furtado, Watson NOES: Councilmembers None ABSENT: Councilmembers Hernandez A7Z~ Anne Bybee, City Clerk Watson
