PC Res 3402RESOLUTION NO. 3402 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL APPROVING A SIGN EXCEPTION (PLN2001- l l2) TO ALLOW THE INSTALLATION OF ONE ADDITIONAL WALL SIGN (SIGN B) ON A NEW DRUGSTORE LOCATED AT 1570 W. CAMPBELL AVENUE IN C-1-S (NEIGHBORHOOD COMMERCIAL) ZONING DISTRICT. APPLICATION OF MR. ALAN FORD, ON BEHALF OF WALGREEN'S. FILE NO. PLN2001-112. After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application PLN2001-112: 1. The proposed sign is architecturally compatible with the building in terms of style and design. 2. The proposed size of the wall sign is proportional to the building frontage. o The site is unusually difficult to locate in comparison to similar uses due to the location of the building to the rear of the existing Shell service station and the retail pad building along San Tomas Aquino Road. The business would not be adequately identified with only one wall sign due to the proximity of the building to the street frontage, its orientation to two street frontages, and the size of the building. 5. The business would be adequately identified with Signs A, B, E, F and H. 6. Signs C and D are not necessary for identification of the building. Based on the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed wall signs (A, B, E, F and H) are consistent with the purposes of the Sign Ordinance by preserving and improving the visual character of the community. The use for which the sign is to be erected would not be adequately identified and is unusually difficult to locate in comparison to similar uses without exceeding the standards of the Sign Ordinance. Campbell Avenue - Sign Exception - Walgreen's Page 2 o The proposed signs (A, B, E, F and H) will not be detrimental to the public welfare or persons in the neighborhood or the City as a whole and allows for reasonable business identification. Where approval by the Director of Community Development, City Engineer, Public Works Director, City Attorney or Fire Department is required, that review shall be for compliance with all applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations and accepted engineering practices for the item under review. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified. COMMUNITY DEVELOPMENT DEPARTMENT Planning Division: Approved Plans: Approval is granted for an exception to the sign regulations to allow three additional wall signs on the building to be located at 1570 W. Campbell Avenue. Plans submitted for building permits shall substantially comply with the plans as submitted by the applicant, except as herein modified by the Planning Commission. The total sign area for both signs shall not exceed 76 square feet. Building Division: Permits Required: A building permit application shall be required for the proposed signs. The building permit shall include Electrical/Plumbing/Mechanical fees when such work is part of the permit. Prior to performing any work, the applicant shall make application to, and receive from, the Building Division, all applicable construction permits.
