Dear Mr. Kim:
Thank you for your submittal dated April 24, 1998 which proposes the division of the subject property on
Burrows Road. The creation of a flag lot at this location will require the processing of a variance request to lot
width, a tentative parcel map and [mal parcel map.
Based upon the current zoning ofR-l-lO(Single family residential), the minimum lot size for the front lot
must be 10,000 square foot area with a width of 80 feet and the rear lot must have 11,000 square feet of area
with a minimum width of 80 feet exclusive of a 15' wide driveway or access flag.
It is recommended that if a variance is pursued, that the variance be requested to adjust the minimum lot width
from 80' to 77'. This request appears reasonable due to the substantial size of this parcel.
Please find attached comments prepared by our Public Works Department.
Construction of new residential units or the division of the property will require the payment of an in lieu of
park fee. This fee currently is $10,990 per dwelling unit. A property owner is given credit for existing lot and
or units.
The processing time for these application is approximately 3 months.

DISCUSSION: Burrows Road is classified as a Minor Collector and subject to the
requirements of ST ANP. The west side has unconstrained right-of-way. The predominant
right-of-way on the west side is 30 feet.
Preliminarv Title Report: Prior to recordation of the Record Map, the applicant shall
provide a current Preliminary Title Report.
Right-of-Wav for Public Street Pu1l'oses: Prior to recordation of the Record Map, the
applicant shall grant additional Right-of-Way for Public Street Purposes along the
Burrows Road frontage, as necessary, to accommodate a 30 foot half-street. Applicant
shall cause to be prepared all documents necessary to record dedication and submit to the
City for review.
Easements: Prior to recordation of the Record Map, the applicant shall cause appropriate
easements, dedications, and reservations to be created for ingress, egress,
grading/drainage, utilities, sanitary sewers, etc. as necessary for development.
Street Improvements: Prior to any work in the public right-of-way for the driveway
approach and related work, the applicant shall cause plans to be prepared, pay fees,
execute a street improvement agreement, post security and provide insurance as necessary
to obtain an encroachment permit for construction of the improvements, as required by the
City Engineer.
Unsecured Deferred Street Improvement Agreement: Prior to recordation of the (fmal)
Parcel Map, the applicant shall execute an Unsecured Deferred Street Improvement
Agreement to construct street improvements in accordance with the requirements of the
San Tomas Area Neighborhood Plan (STANP).
Water Meters and Sewer Cleanouts: Installation of all existing and proposed water meters
and sewer cleanouts on private property behind the public right-of-way line.

Soils Report: Prior to issuance of any grading, drainage, or building permits for the site,
applicant shall provide a soils report prepared by a registered geotechnical or civil
engmeer.
Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving
utility company. It appears an existing utility pole will have to be relocated because of the
applicant's proposed driveway.
Utility Installation Plan: Prior to issuance of building permits, a applicant shall submit a
Utility Installation Plan and Schedule for approval by the City Engineer for installation of
all utilities. Streets which have been resurfaced within the previous 5 years will require
boring and jacking for all new utility installations and will also require a pavement
restoration plan for approval by the City Engineer prior to any utility installation.
Maintenance Security: Prior to issuance of occupancy approval for the site, all public
street improvements required by the encroachment permit must be completed and accepted
by the City and the applicant must provide a one-year Maintenance Security in an amount
of 25 % of the Faithful Performance Bond.
Coordination with Capital Improvement/Other Projects: The applicant shall cooperate
with the City regarding coordination of the construction of the applicant's improvements
with the City's Capital Improvement Plan.
Grading and Drainage Plan: Prior to issuance of any grading, drainage or building
permits for the site, the applicant shall conduct hydrology studies based on a 10 year
storm frequency, prepare an engineered Grading and Drainage Plan, and pay fees required
to obtain necessary grading permits. The plans shall comply with the 1994 edition of the
UBC including Chapters 18, 33, and Appendix Chapter 33.
Storm Drain Area Fee: Prior to issuance of any grading, drainage, or building permits
for the site, the applicant shall pay the required Storm Drain Area fee. The current fee is
$2,000 per acre.
National Pollution Discharge Elimination System: Prior to issuance of any grading,
drainage, or building permits, the applicant shall comply with the NPDES and Title 14 of
the Municipal Code concerning storm water pollution control.
