PC Res 3262RESOLUTION NO. 3262 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL RECOMMENDING DENIAL OF A SIGN APPLICATION TO ALLOW AN EXPRESSWAY-ORIENTED, ROOF- MOUNTED SIGN (VISIBLE FROM SAN TOMAS EXPRESSWAY AT HAMILTON AVENUE) FOR A RETAIL FURNITURE STORE (SCANDINAVIAN CONCEPTS) ON PROPERTY LOCATED AT 651 W. HAMILTON AVENUE. APPLICATION OF MR. RAYMOND ZHAO. FILE NO. PLN2000-14 (SA). After notification and public hearing, as specified by law, and after presentation by the Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission finds as follows with regard to File No. PLN2000-14 (SA): 1. The proposed expressway-oriented roof-mounted sign is limited to identification of an on-site business. o The applicant has not demonstrated that the business operation is dependent upon expressway identification and has not demonstrated that denial of said identification would cause an undue hardship to the business. The applicant has not demonstrated that the signage is necessary due to limited visibility of the shopping center due to its shape and location or other factors unique to the site. 4. The shopping center site is not unusually difficult to locate in reference to surrounding uses, given that it is located on a comer parcel on a major intersection. o The proposed expressway-oriented sign would not best serve the public welfare as a roof-mounted sign, given that no other businesses within the shopping center or facing the expressway within the City are roof-mounted signs. o The proposed expressway-oriented roof-mounted sign is architecturally incompatible in design and inconsistent with the shopping center and the surrounding neighborhood. Based on the foregoing findings of fact, the Planning Commission further finds and concludes that: Planning Commission i,,~solution No. 3262 PLN2000-14 (SA) - 651 W. The proposed expressway-oriented roof-mounted sign is not consistent with the City's Zoning Ordinance and General Plan.
