A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT
APPLICA TIONS FOR HAZARD ELIMINATION SAFETY (HES) GRANT
FUNDS FOR FEDERAL FISCAL YEAR 2004/05 FOR
THE HAMIL TON A VENUE/SAN TOMAS EXPRESSWAY EMERGENCY VEHICLE
PREEMPTION SYSTEMS PROJECT AND THE WEST HAMIL TON A VENUE
STREET LIGHT CONDUIT INST ALLA TION PROJECT
WHEREAS, the Hamilton Avenue/San Tomas Expressway Emergency Vehicle
Preemption Systems Project (EVP Project) entails the design and construction of emergency
vehicle preemption systems at eight traffic signals along Hamilton A venue and three traffic
signals along San Tomas Expressway; and
WHEREAS, the preliminary engineer's estimate for the EVP Project is $200,000; and
WHEREAS, the West Hamilton Avenue Street Light Conduit Installation Project
(Conduit Project) entails the design and construction of underground conduit systems for
portions of West Hamilton A venue and surrounding neighborhood streets near Darryl Dri ve; and
WHEREAS, the preliminary engineer's estimate for the Conduit Project is $400,000; and
WHEREAS, the Hazard Elimination Safety (HES) grant program a federally-funded
program administered by Caltrans to encourage construction of highway safety projects; and
WHEREAS, the EVP Project would improve emergency access and is therefore eligible
for RES funding; and
WHEREAS, the Conduit Project would protect the existing street light system on West
Hamilton A venue and surrounding neighborhood streets and is therefore eligible for HES funds;
and
WHEREAS, the HES grant program for Federal Fiscal Year 2004/05 requires a ten
percent local match and allows a maximum federal reimbursement of 90 percent of project costs;
and
WHEREAS, the EVP Project would require a $20,000 local match and be eligible for a
maximum federal reimbursement of $180,000; and
WHEREAS, the Conduit Project would require a $40,000 local match and be eligible for
a maximum federal reimbursement of $360,000.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell
that the Public Works Director is hereby authorized to execute and file a Hazard Elimination
Safety grant application for funding under the Hazard Elimination Safety Grant Program in the
amounts of $200,000 for the Hamilton Avenue/San Tomas Expressway Emergency Vehicle
Preemption Systems Project and $400,000 for the West Hamilton Avenue Street Light Conduit
Installation Project.
BE IT FURTHER RESOLVED that the City of Campbell will provide a total of $60,000
in local matching funds for the two projects.
