A RESOLUTION OF THE CAMPBELL CITY COUNCIL IN SUPPORT OF PROPOSITION 46
(HOUSING & EMERGENCY SHELTER TRUST FUND ACT) FOR THE NOVEMBER 2002
GENERAL ELECTION
WHEREAS, to address California's growing housing crisis, housing construction must increase
significantly to meet the demands of a growing population; and
WHEREAS, the biggest gap in production is in affordable housing for lower income working families; and
WHEREAS, only 29% of Californians can afford the median priced home in the State, compared to 55%
nationally; and
WHEREAS, a coalition of senior organizations, business groups, labor unions, nonprofit housing and
homeless advocates, developers, educators, local governments and numerous charitable organizations
have joined together to support Proposition 46; and
WHEREAS, Proposition 46 would finance $2.1 billion in affordable housing construction through a state
bond, including $910 million for rental housing for low-income seniors, disabled persons, and families with
children, and $105 million for incentives for local governments to approve housing developments, and for
local code enforcement to revitalize neighborhoods; and
WHEREAS, if passed, Proposition 46 would create up to 22,000 permanently-affordable rental units and
enable more than 65,000 California families to purchase their own house; and
WHEREAS, the County of Santa Clara would receive approximately $50 million from Proposition 46
funds, part of which the City of Campbell would be eligible to receive.
NOW, THEREFORE, BE IT RESOLVED that the Campbell City Council, for the November 2002 General
Election, supports Proposition 46 which commits certain funds for housing and emergency shelter
projects and programs.
