CC Resolution 9993 RESOLUTION NO. 9993 A RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal Code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the changes to Community Services Officer class specification (Exhibit A), and changes to class specifications of Personnel Manager to Human Resources Manager (Exhibit B) and Personnel Technician to Human Resources Technician (Exhibit C) PASSED AND ADOPTED this 19th day of March, 2002, by the following roll call vote: AYES: Councilmembers: Dean, Burr, Kennedy, Furtado, Watson NOES: Councilmembers: None ABSENT: Councilmembers: NOne APPROVED: Il~~ Joonette Watson, Mayor ATTEST: ") L,L,v"~ -~(~'-'- Anne Bybee, City Clerk CITY OF CAMPBELL EXHIBIT A COMMUNITY SERVICES OFFICER DEFINITION Under general supervIsion, performs a variety of duties and assignments to assist Police Officers in law enforcement activities including investigations, patrol, animal services, records, parks, and traffic assignments, and technical support, and to do related work as required. TYPICAL DUTIES Performs a wide variety of civilian duties for the Police Department. Performs field work In the enforcement of parking regulations, ordinances, and laws; issues citations for parking and zoning violations; enforces laws and ordinances as required; arranges to have vehicles towed as necessary; prepares reports; processes crime scenes for evidence; observes and reports hazardous conditions, and other emergencies; provides traffic control; receives complaints and reports of routine criminal and non-criminal incidents from the public; maintains records; prepares necessary reports and appears in court to present evidence and testimony as required; renders first aid and/or CPR when necessary; operates a variety of office equipment; maintains, installs, and arranQes for repair of Department-specific technical equipment; performs related duties as assigned. EMPLOYMENT STANDARDS Education and Experience: Equivalent to graduation from high school and one year of related work experience. Knowledge of: Policies and procedures of the police department; laws, regulations, and civil and criminal statues of appropriate agencies, provisions of the California Vehicle Code applicable to municipal traffic and vehicle control, crime prevention techniques and materials. Correct English usage, spelling, punctuation and grammar; common word processing, and customer service skills. Ability to: Analyze situations and implement effective courses of action; meet the public with courtesy and tact; establish and maintain cooperative working relationships; understand and carry out oral and written directions; read and understand laws, ordinances, policies, rules and instructions. Possession of: Valid California Driver's License. Est. 6/01 Rev: 2/02 J:\Specs\Community Services Officer CITY OF CAMPBELL EXHIBIT B HUMAN RESOURCES PERSONNEL MANAGER DEFINITION Under direction of the Administrative Services Director, performs a variety of responsible Human Resources assignments including managing the activities of the Personnel Services Human Resources (HR) Division of the City Manager's Office; and does related work as required. TYPICAL DUTIES Plans and coordinates the City's recruitment and testing activities, including screening employment applications and conducting a wide variety of examinations; administers group benefit programs and self-insured programs such as workers' compensation and unemployment insurance; serves on various City committees and interjurisdictional committees as assigned; assists in the administration of the labor relations, grievance, and equal opportunity programs; advises managers and supervisors of appropriate methods in a variety of personnel actions including disciplinary processes; assists in investigations regarding employee misconduct; conducts surveys and prepares data and reports for the labor relations program; reviews, revises, and develops classification specifications; prepares budgets for assigned programs; supervises City's Volunteer Program; supervises other personnel as assigned; processes new and terminating employees; conducts research on personnel HR problems and practices; writes reports and correspondence; coordinates selected City-wide training sessions; and performs other related duties as required. EMPLOYMENT STANDARDS Education and Experience: Graduation from college with a degree in human resources, business administration, public administration, or related field. Three years of progressively responsible experience in personnel Human Resource administration. Knowledge of: Principles and practices of personnel HR administration; testing and interviewing methods and practices; disciplinary rules and procedures; laws and rules pertaining to personnel HR administration; classification and compensation principles; statistical methods applicable to personnel HR work; supervisory principles. Ability to: Plan, organize, and carry through personnel HR projects and assignments; interpret and apply personnel rules and regulations; collect, analyze and interpret survey and statistical data; establish and maintain cooperative working relationships with City employees and officials, employee organizations and other public agency personnel. '98, 3/02 J :\Specs\PersonneIH RMg r CITY OF CAMPBELL EXHIBIT C HUMAN RESOURCES PERSONNEL TECHNICIAN DEFINITION Under general supervision, performs a variety of paraprofessional, technical, and clerical duties in support of the Human Resources (HR) and volunteer services functions; and does related work as required. TYPICAL DUTIES Assists in all aspects of recruitment and testing program including arranging for examinations, establishing testing schedules, securing test sites and materials, and arranging for raters; recruits and places volunteers within City programs and maintains related records; plans and coordinates arrangements for the volunteer recognition program; conducts or assists with test administration; responds to and conducts surveys related to HR personnel and labor relations issues; screens and pre-screens employment applications; conducts new and exiting employee orientation; prepares and/or processes a variety of HR personnel forms; assists employees and the public by providing information regarding group benefit programs and personnel policies and procedures; prepares statistical data; assists in the maintenance of computerized personnel records and documents; prepares correspondence; and performs other related duties as assigned. EMPLOYMENT STANDARDS Education and Experience: Equivalent to completion of two years of college work in Human Resources personnel or business administration or closely related field, plus three years progressively responsible experience in HR personnel or closely related function. Knowledge of: Human Resources Personnel practices and procedures; recruitment and testing methods and practices; principles of benefits administration; recordkeeping and record retention systems; basic statistical methods. Ability to: Perform detailed and complex tasks; interpret and apply rules and policies and procedures; coordinate placement of volunteers; gather and analyze data and maintain records; communicate effectively and work cooperatively with City employees, volunteers, and the general public; work independently and use good judgment; operate standard office equipment.
