RESOLUTION NO. 9950
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CAMPBELL APPROVING A COMPREHENSIVE
AMENDMENT TO THE GENERAL PLAN, INCLUDING THE
LAND USE, CIRCULATION, NOISE, OPEN SPACE, SAFETY,
AND CONSERVATION ELEMENTS, AND AN OPTIONAL
PUBLIC FACILITIES ELEMENT, INCLUDING THE
"INDUSTRIAL LAND USE MAP AL TERNA TIVE" AND
AMENDMENTS RECOMMENDED BY THE PLANNING
COMMISSION, INCLUDING THE TEXT AND DIAGRAM
AMENDMENTS AS ILLUSTRATED IN THE DRAFT GENERAL
PLAN.
After notification and public hearing as specified by law on the proposed amendments to the
Draft General Plan of the City of Campbell, and after presentation by the Community
Development Director, proponents and opponents, the City Council did determine that the
adoption of a Comprehensive Amendment to the General Plan are warranted based upon the
following findings:
1. The Draft General Plan consists of Land Use, Circulation, Open Space, Noise, Safety, and
Conservation elements, and an optional Public Facilities Element.
2. The Draft General Plan contains a statement of development policies and includes diagrams
and text setting forth objectives, policies and strategies and standards of residential densities
and building intensities for the various land use designations pursuant to Section 65302 of the
California Government Code.
3. Section 65103 of the California Government Code requires that the City periodically review
and revise its General Plan as necessary.
4. The Draft General Plan is an integrated, internally consistent and compatible statement of
policies for the City per Section 65300.5 of the California Government Code.
5. Public Review and Notice of the Draft General Plan including two public hearings have
been provided pursuant to Section 65353 of the California Government Code.
6. During the amendment of the General Plan, the City provided opportunities for the
involvement of citizens, public agencies, public utility companies, and civic, education, and
other community groups, through public hearings and community meetings per section
65351 of the California Government Code.
7. The Draft General Plan has been referred to abutting jurisdictions, school districts within the
City limits, the Association of Bay Area Governments, the Local Agency Formation
Commission, the California Department of Conservation Division of Mines and Geology, the
. City Council Resolution Approving a Comprehensive Amendment to the General Plan

Bay Area Air Quality Management District, the Santa Clara Valley Water District, the
Regional Water Quality Control Board, the San Jose Water Company, the West Valley
Sanitation District, the Santa Clara Valley Transportation Authority, the State Office of
Planning and Research, and other public agencies per section 65352 of the California
Government Code.
Based upon the foregoing findings of fact, the City Council further finds and concludes that:
1. The Draft General Plan will provide a comprehensive, long-term General Plan for the
physical development of the City.
2. The Draft General Plan and its elements comprise integrated, internally consistent and
compatible statement of policies for the City.
3. The Planning Commission of the City of Campbell recommends that the City Council
approve a comprehensive amendment to the General Plan, including the Land Use,
Circulation, Open Space, Noise, Safety, and Conservation elements, and an optional Public
Facilities element, including the text and diagram amendments as illustrated in the Draft
General Plan.
4. The Custodian of the Record for this Draft General Plan and Final Environmental Impact
Report is the City Clerk of the City of Campbell, located at 70 North First Street, Campbell,
California.
IT IS HEREBY RESOLVED that the City Council of the City of Campbell approves a
comprehensive amendment to the General Plan, including the Land Use, Circulation, Noise,
Open Space, Safety and Conservation Elements and an optional Public Facilities Element,
including the "Industrial Land Use Map Alternative" and amendments recommended by the
Planning Commission, including the text and diagram amendments as illustrated in the Draft
General Plan, which are hereby adopted effective on the effective date of the ordinance repealing
the prior General Plan Elements.
