RESOLUTION NO. 9946
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING EXECUTION OF A MEMORANDUM OF
UNDERSTANDING WITH THE CITY OF RIOVERDE, MEXICO TO
PARTICIPATE IN THE INTERNATIONAL RESOURCE CITIES PROGRAM
WHEREAS, the International City/County Management Association (ICMA) established the
International Resource Cities Program (IRCP) in 1997 to provide technical assistance to municipalities in
developing and transitional countries; and
WHEREAS, U. S. cities are partnered with counterparts in developing and transitional countries
to provide technical assistance in improving professional municipal management; supporting
participatory and inclusive governance; supporting economic development; promoting sound financial
management; and improving delivery of environmental services; and
WHEREAS, the Resource Cities Program provides a forum for municipal leaders to develop a
deeper understanding of key issues that influence how local governments are organized; and
WHEREAS, U. S. cities benefit significantly from the exchanges, strengthens the professional
skills of municipal employees and enhances self-confidence and job satisfaction; and
WHEREAS, ICMA has selected the City of Campbell to participate in the IRCP with the city of
Rioverde, Mexico requiring the execution of a Memorandum of Understanding between the two cities;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby
authorizes execution of a Memorandum of Understanding with the city of Rioverde, Mexico, to
participate in the International Resource Cities Program sponsored by the International City/County
Management Association.
