RESOLUTION NO. 10774
RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN
WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal
code to prepare and submit to the City Council recommendations for the reorganization
of offices, departments, and positions which are considered to be in the best interest of
efficient, effective and economical conduct of the municipal services provided by the City;
and
WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the
City Council may, from time to time, by resolution,. change the compensation of
employees of said City, and may, by resolution, adopt salary and wage scales; and
WHEREAS, a review has been conducted; and
WHEREAS, an amendment to the current Classification and Salary Plan is needed to
meet the requirements of Municipal Code Section 2.12.030.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby approve three new class specifications of Information Technology Manager,
Information Technology Administrator, and Information Technology Technician
(Attachments C, D, and E) as outlined in the Council Report,
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of
Campbell does hereby approve the new salary ranges for the above stated classifications
as outlined in the Council Report,

CITY OF CAMPBELL
INFORMATION TECHNOLOGY MANAGER
DEFINITION
Under direction of the Finance Director, manages the planning, budgeting,
implementation, maintenance and security of the City's Information Technology Division;
supervises and trains staff; oversees network and infrastructure systems conversions
and modifications; directly performs work on systems; resolves operational and technical
problems; and performs related work as required.
TYPICAL DUTIES
Develops and updates the Computer Master Plan; evaluates and, as appropriate,
implements departmental requests for system enhancements/modifications; supervises
and provides for the training of Division personnel; manages all aspects of Division
operations and performs technical functions on systems, including user access
admission, file management, resource sharing and system security; identifies sources of
operating problems, including hardware and software aspects for personal computer
systems; implements or recommends corrective action; prepares and administers the
Division budget; evaluates vendor products in accordance with City requirements and
specifications; recommends new or replacement products; negotiates and administers
vendor contracts; serves on user and management committees; attends conferences
and training sessions; provides end-user support as needed; may act as the Finance
Director in the Director's absence; and performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to a Bachelor's Degree from an accredited
college or university with major course work in computer
science, information systems, business administration or
a related field; and seven years of increasingly
responsible information systems experience, including
telecommunications, with at least two years in a
supervisory capacity.. Public sector experience is
desired.
Knowledge of:
Microsoft NT, Microsoft Exchange, Microsoft Active
Directory and Internet Explorer; SOL and Informix
database management; other applicable systems;
network-based services including e-mail.printing. back-
ups, anti-virus and security; principles and applications of
information technology tools, including planning and
development of information and telecommunications
systems; web site development and maintenance;
network engineering; all aspects of personal computers;
the maintenance and repair of electronic and
communications systems; customer service principles;
and current information systems products and
developments.
Ability to:
Effectively manage all information technology operations
of the City; acquire a thorough knowledge of all City-wide

and Police Department systems; acquire a thorough
knowledge of department and City policies regarding
information technology; identify, analyze, and assess
personal computer and network administration problems
and take appropriate corrective action; evaluate existing
system and software/hardware capabilities relative to

communicate technical information at all organizational
levels; maintain effective working relationships with those
contacted in the course of work; and work extended or
irregular hours.
Possession of:
A valid California Driver's License and a satisfactory
driving record.
A Microsoft Certified System Engineer certificate (MCSE)
is desired and may be required within a designated
period of time from employment.

INFORMATION TECHNOLOGY ADMINISTRATOR
DEFINITION
Under general direction, provides management and support for all City information
systems including: Data Center production and test operations; Police Department
systems and applications; the network infrastructure; and system administration for City-
wide applications; and performs related work as required.
TYPICAL DUTIES
Manages and supports Data Center operations involving all NT and web servers,
databases, workstations, printers and related equipment; manages and supports all
Police Department systems and applications, including CAD, automated records
management, mobile data terminals and associated systems and equipment; performs
all technical functions related to the network infrastructure such as design, security and
installation; provides system administrator support in connection with City-wide
applications; trains and gives technical assistance to other information technology staff
and to users; provides recommendations to the Information Technology Manager
regarding system needs and improvements; serves on committees; attends training
sessions; and performs other related duties as required.

Education and Experience:

DEFINITION
Under general supervision, maintains, repairs, installs and configures personal computer
hardware and software, peripherals, telecommunications and telephone equipment;
works on projects supporting implementation of new computer systems and
technologies; provides desktop support of standard applications, workstations and
printers; develops and updates information for the City's website; performs limited
system administration functions; and performs related work as required.
TYPICAL DUTIES
Provides support for personal computer, network and telecommunications systems;
installs and configures personal computer hardware and software, user profiles, e-mail,
voicemail and desktop applications; installs and repairs network printers, telephone
stations and related equipment; resolves personal computer and network problems;
monitors and maintains file and print servers, e-mail, and peripheral equipment;
manages user accounts and mailboxes; maintains and supports intranet and internet
web sites and web server, including updates, graphics and configuration of user
applications; performs back-ups on servers and telephone systems; monitors back-up,
anti-virus and filter logs; manages work orders; maintains City asset database; provides
training to users; serves on committees; attends training sessions; and performs other
related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to an Associate of Arts Degree from an
accredited college or university with major course work in
computer science, information systems, business
administration or a related field; and three years of
increasingly responsible experience in the support of
applicable information systems. Additional, relevant
experience may be substituted for the desired education
on a year-for-year basis up to two years.
Knowledge of:
Microsoft NT, Microsoft Exchange, Microsoft Active
Directory and Internet Explorer; Nortel PBX systems;
operating systems, database and applications software;
data communications/network systems; network based
services including e-mail.printing. back-ups, anti-virus
and security; web site administration; operating
characteristics, capabilities, limitations and service
requirements of personal computers and related
peripheral equipment; basic electronics methods, parts
and tools used in the maintenance and repair of a variety
of electronic and communications systems including
telephone, voice mail, fax and related systems; and
current information technology products and
developments.
