CC Resolution 10780 RESOLUTION NO. 10780 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL MODIFYING THE SCHEDULE OF FEES AND CHARGES FOR RECREATION AND COMMUNITY SERVICE FACILITY USE FEES WHEREAS, the City of Campbell Financial Policies require an annual evaluation of the Schedule of Fees and Charges to ensure that recovery of the cost of providing services is recovered where appropriate; and WHEREAS, the City Council has approved the Schedule of Fees and Charges for the 2007/08 fiscal year; and WHEREAS, some Recreation and Community Service Department facility use fees were inadvertently changed, while others remained unchanged; and WHEREAS, corrections are necessary to allow the Community Center division to realize it's proposed revenues for the 2007/08 fiscal year; and WHEREAS, some additional modifications are proposed to address accommodations to the city's non-profit and educational partners; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby adopts the attached modifications to the Schedule of Recreation and Community Service Fees for the use of recreation facilities, which shall become effective on July 1, 2007; BE IT FURTHER RESOLVED that these revised fee schedules and this Resolution be made an addendum to the City Council Policy Manual. Furtado, Mayor ATTEST: tl~ Anne Bybee, City Clerk City of Campbell - Recreation & Community Services Fees COMMUNITY CENTER BUILDING USE FEES All fees and charges are based on room rental rates, administrative costs, utility costs, preparation and set-up, staff supervision of event, and custodial clean-up. The fees and charges set forth here are NOT negotiable. Group 1 Programs and activities administered or sponsored by the City of Campbell, as well as meetings of groups, agencies, or organizations with which the city is partnering to accomplish specific goals, and uses by non-profit organizations and foundations that exist solely for the purpose of supporting City programs and activities (except that expenses incurred by the city beyond basic staffing levels - ie: Building Attendants or two Theatre Tech staff - will be assessed to the organization). (No Charge) Group 1 A Public meetings held by elected representatives serving the Campbell area (including Town Hall meetings, events of public interest, etc.), local election candidate forums sponsored by a non-profit organization, public meetings offered by either of the Campbell school districts or other governmental agencies that serve Campbell residents, as well as fund raisers (where 100% of the proceeds go toward the event) offered by non-profit organizations who have assumed leadership for events once provided by the City. (See fees listed below) Group 2 Programs and activities for which there is no entry fee for participation or attendance offered by local non-profit organizations (Campbell schools, churches, youth groups, clubs, sports leagues, adult clubs, service groups and organizations), as well as Community Center tenants, events sponsored by/for Campbell High School Alumni groups, meetings or trainings by school districts or other governmental agencies that are not open to the public, and fundraising events supporting City programs or Campbell public schools. (See fees listed below) Group 3 Private meetings, groups, parties, banquets and social events (such as wedding receptions, anniversary or birthday parties, cultural events, etc.) for which there are no entry fees for participation or attendance, as well as fundraisers or events involving an entry fee sponsored by non-profit organizations (where a limited number of tickets are sold in advance). (See fees listed below) Group 4 Business or commercial meetings, seminars, parties, auctions or other events where an entry fee is collected/charged or funds are raised by or for business or commercial purposes (such as private seminars, classes, and programs). Non-Exclusive Park Use Permits Many park areas are not available for reservations and are open to the general public. Commercial use of these public park facilities requires a use permit (CMC 13.04140). Non-exclusive park use permits are available per the following conditions: A. CONDITIONS OF USE 1. Non-exclusive park use permits will only be issued to groups who will not disrupt the general public's use and enjoyment of the park facility. 2. Permit holders are not allowed to set-up equipment (cones, etc) that may impact the use of the facility by others. 3. Public Address systems and megaphones are not allowed. 4. All general Facility Use Rules apply to this section.
