REDEVELOPMENT AGENCY RESOLUTION NO. 2001-2
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AND THE
CITY OF CAMPBELL REDEVELOPMENT AGENCY BOARD AUTHORIZING THE
APPROVAL OF THE EXPENDITURE OF LOW AND MODERATE INCOME
HOUSING FUNDS OUTSIDE THE REDEVELOPMENT PROJECT AREA MAKING
CERTAIN FINDINGS PURSUANT TO SECTION 3334.2(g) OF THE HEALTH AND
SAFETY CODE FOR THE ACQUISITION AND DEVELOPMENT OF PROPERTY
FOR AFFORDABLE HOUSING
WHEREAS, the City Council of the City of Campbell (the "City") and the City
Redevelopment Agency (the "Agency") desire to develop a City-owned property at the
northeast corner of Victor Avenue and Campbell Avenue outside of the Redevelopment Project
Area for affordable housing; and
WHEREAS, Section 33334.2(g) ofthe Health and Safety Code permits redevelopment
agencies to use funds from the Housing Set-Aside Fund outside the Project Area for the creation
of affordable housing upon making a finding that the use is a benefit to the Project Area.
WHEREAS, a primary objective of the Agency is to increase, improve and preserve the
community's supply of low and moderate income housing; and
WHEREAS, the availability of sites for affordable housing is limited within and outside
of the project Area and the Agency must seize opportunities to create affordable housing within
the City; and
WHEREAS, acquisition and development of the Victor Avenue property located outside
the Project Area presents an opportunity to create low income, owner occupied housing in a
region with extremely high housing costs and provides benefits to the Project Area and the entire
community in the manner set forth in these recitals.
NOW THEREFORE, BE IT RESOLVED that the City and Agency jointly find that
the use of funds from the Low and Moderate Income Housing Set-Aside Fund to assist in
financing the acquisition and development of the Victor Avenue property as affordable housing
will be of benefit to the Central Campbell Redevelopment Project and the Project Area serving
the objectives of the Plan and the Redevelopment Law, and helping to expand and preserve the
affordable housing stock in the community.
BE IT FURTHER RESOLVED that the City and Agency hereby authorizes the
expenditure of $1 ,200,000 from the Low and Moderate Housing Funds to meet its obligations
under a Disposition and Development Agreement with Silicon Valley Habitat for Humanity for

acquisition and development of the Victor Avenue property for affordable housing outside the
Project Area.
