CC Resolution 9703 RESOLUTION NO. 9703 BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AUTHORIZING THE ANIMAL CONTROL JOINT POWERS AUTHORITY AGREEMENT AND A BUDGET REVISION FOR ANIMAL FIELD SERVICES TRANSITION COSTS WHEREAS, the Board of Directors of the Humane Society of Santa Clara Valley decided that due to additional requirements imposed by SB 1785, it would no longer provide animal control services (field, sheltering, and licensing) to local cities in the County; WHEREAS, the cities of Campbell, Saratoga, Los Gatos, Cupertino, Monte Sereno, Santa Clara, and Sunnyvale developed a Joint Exercise of Powers Agreement creating the Silicon Valley Animal Control Authority to provide for the member agencies to own, manage, operate, and maintain facilities; to appoint and employ personnel, to implement the financing, acquisition, and construction of facilities; to issue and repay revenue bonds, if deemed necessary, and provide animal field, sheltering, medical, and dead animal pick-up serVIces; WHEREAS, the City of Santa Clara retained DMG Maximus to conduct an initial study to project the operating and facility costs for a joint animal services program for the seven participating cities and also to develop a formula to allocate costs for these services among the cities; WHEREAS, by applying this DMG Maximus formula, it has been determined that in FY 2000/01, the City of Campbell's share of the anticipated $551,000 start-up costs will be $56,000, ongoing operational costs to implement the new program will be $57,157 for annual field services, and $150,733 for annual shelter services; WHEREAS, for FY 2000/01, the City had budgeted $ I 19,600 to cover these costs; however, the annual costs for animal control services are expected to increase to $207,890 in FY 2001/02; NOW, THEREFORE, BE IT RESOLVED that the City of Campbell authorizes the Mayor to execute the Animal Control Joint Powers Authority Agreement on behalf of the City and authorizes the City Manager to incorporate within the final published FY 2000/0 I budget document an additional appropriation in the amount of $31,000 for Animal Field Services Transition costs.
