JOINT CITY COUNCIL RESOLUTION NO. 10845 and REDEVELOPMENT AGENCY
RESOLUTION NO. 2007-14
A JOINT RESOLUTION OF THE CITY OF CAMPBELL CITY COUNCIL AND THE CITY OF
CAMPBELL REDEVELOPMENT AGENCY BOARD AUTHORIZING THE ISSUANCE OF A
REQUEST FOR PROPOSAL FOR A DOWNTOWN PARKING DEMAND STUDY NOT TO
EXCEED $45,000, PREPARATION OF A DOWNTOWN PARKING IN-LIEU FEE POLICY AND
AUTHORIZATION FOR A BUDGET ADJUSTMENT IN THE AMOUNT OF $20,000
WHEREAS, The Central Campbell Redevelopment Plan and the Agency's Five Year
implementation Plan calls for the Agency to ensure adequate parking is provide in support of the
downtown Central Business District; and
WHEREAS, In 1999, the Redevelopment Agency prepared a Downtown Parking Demand Study
as a first step in planning the Second Street Parking Garage that help identify parking
deficiencies; and
WHEREAS, The City Council has directed staff to prepare a master plan for the east area of the
Civic Center that would include a new parking structure that could partially serve the downtown
business district
WHEREAS, The City Council and Agency Board desires to consider adopting a Downtown
Parking In-Lieu Fee Policy that would have new business and development downtown contribute
toward a dedicated downtown parking fund for funding future downtown parking efforts; and
WHEREAS, It has been eight years since the last evaluation of parking conditions has been
completed downtown and significant changes have occurred that might help the City in its
planning efforts and in support of developing a parking in-lieu fee policy
NOW, THEREFORE, BE IT RESOLVED, that the Campbell City Council and the Campbell
Redevelopment Agency Board authorizes the following:
1. The Redevelopment Manager to issue an RFP for consulting services for preparation
of a Downtown Parking Demand Study;
2. The Redevelopment Manager to enter into a contractual agreement for an amount
not to exceed $45,000.
3. Draft a Downtown Parking In-Lieu Fee Policy for consideration by the City Council.
4. A condition of approval to be applied to new development/business applications in
the downtown that generate a new parking demand that requires a financial
contribution to a parking fund to develop new downtown parking.
5. Authorize a budget adjustment in the amount of $20,000
