CC Resolution 10856 RESOLUTION NO. 10856 RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the reclassification of one full time Office Specialist position in the City Manager's Department to a % time Human Resources Representative (Attachment C) as outlined in the Council Report, NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Campbell does hereby approve the updated class specification and title change for Human Resources Technician to Human Resources Representative as outlined in the Council Report, PASSED AND ADOPTED this 15th day of January 2008, by the following roll call vote: AYES: Councilmembers: Furtado, Kennedy, Low, Hernandez, Burr NOES: Councilmembers: None ABSENT: Councilmembers: None APPROVED: c:- ~ .--~~ --- Donald R. TYPICAL DUTIES Assists in all aspects of recruitment and selection testing program including arranging for examinations, establishing testing schedules, securing test sites and materials, arranging for raters, placinq advertisements, trackinq applicant paperwork, schedulinq interviews, preparinq and processinq oral board materials, screening and pre screens employment applications, sendinq out notifications; recruits and places volunteers within City programs and maintains related records; plans and coordinates arrangements for the volunteer recognition program; conducts or assists with test administration; responds to and conducts surveys related to HR and labor relations issues; conducts new and exiting employee orientation; prepares and/or processes a variety of HR forms; assists employees and tho public by providing information regarding group benefit programs and personnel policies and procedures; provides information to emplovees and the public as appropriate reqardinq waqes. benefits. personnel procedures. emplovment opportunities. and claims procedures; assists in coordinatinq City's Workers' Compensation proqram. includinq maintaininq loqs and records. filinq and monitorinq forms. compilinq various statistics. and maintaininq liaison with third party administrator; administers City performance evaluation system. includinq sendinq out and monitorinq notices and qeneratinq paperwork such as personnel action forms; assists in maintaininq personnel files and confidential records; performs analvsis and research at the paraprofessional level; develops forms and procedures in work simplification and methods of improvement: performs routine administrative duties; proofreads and checks typed materials and reports for clerical and mathematical accuracy. completeness and for compliance with established standards and procedures; may act as the administrator for the HRIS software proqram. and analvze HRIS data and qenerate reports; prepares statistical data; assists in the maintenance of computerized personnel records and documents; prepares correspondence; builds and maintains positive workinq relationships with the public. coworkers and other City emplovees usinq principles of exceptional customer service and performs other related duties as assigned. EMPLOYMENT STANDARDS Education and Experience: Equivalent to completion of two years of college work in Human Resources or business administration or closely related field, plus three years progressively Knowledge of: Ability to: Possession of: Est. Human Resources practices and procedures; recruitment and testing methods and practices; principles of benefits administration; recordkeeping and record retention systems; operations and functions of City qovernment and relevant laws and requlations affectinq human resource administration; human resources information systems proqrams; classification and compensation plans, modern office procedures. methods and computer equipment basic report preparation and Enqlish usaqe, spellinq, qrammar and punctuation; basic statistical and mathematical methods. Perform detailed and complex paraprofessional work, includinq arithmetic and calculations with considerable independence tasks; interpret and apply rules, laws and policies and procedures and effectively apply them; coordinate placement of volunteers; maintain confidentialitv; gather and analyze data and maintain records; communicate effectively, both orally and in writinq; and wefk cooperatively with maintain effective workinq relationships with those contacted in the course of work: City employees, volunteers, and tho general public; work independently and use good judgment when dealinq with sensitive issues; operate standard office equipment, includinq a personal computer.
