BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE CITY MANAGER TO AWARD AND EXECUTE CONTRACT FOR PRE-
BALLOT POLLING SERVICES WITH GODBE RESEARCH
WHEREAS; the City is exploring new revenue options as it has been faced with budgetary
challenges for a number of years and has hired The Lew Edward Group to advise the City in
placing a local revenue measure on the November 20078 General election ballot; and
WHEREAS; Campbell's Municipal Code 93.20.091 (Request For Proposals) provides that the
City Council may approve, and award a contract for, the purchase of supplies and services that
are technical in nature whose value exceeds $15,000 and additionally, 93.20.091 (3)(B)
provides, in part, that the City may dispense with the formal bid process upon determination by
the City that the use of competitive bidding is not practical or advantageous because quality,
availability or capability is overriding in relation to price in procurement of technical services; and
WHEREAS; time is of the essence; and
WHEREAS; Godbe Research is a qualified polling firm which was selected by the City last year
through a competitive Request For Proposal (RFP) process to conduct its 2007 Community
Satisfaction Survey and successfully conducted the City's prior Community Satisfaction Surveys
in 1997, 1999 and 2001; and
WHEREAS; The Lew Edwards Group, the City's consultant recently hired to advise the City in
placing a local revenue measure on the November 2008 General Election ballot, has worked
collaboratively with Godbe Research in other California communities.
NOW, THEREFORE, BE IT RESOLVED; that the City Council of the City of Campbell hereby
authorizes the City Manager to award and execute a contract not to exceed $30,000 for pre-
ballot polling services with Godbe Research for the purpose of conducting pre-ballot polling
services.
