BEING A RESOLUTION APPROVING FINAL MAP OF
TRACT NO. 7624, AND AUTHORIZING THE MAYOR
TO SIGN THE PROPOSED AGREEMENT
WHEREAS, there has been submitted to the City Council of the City of
Campbell a final map of Tract No. 7624, located on Oburn Court, for
approval;
WHEREAS, an agreement, approved by the City Attorney as to form which
covers certain conditions of approval of said map, has been presented;
WHEREAS, the City Engineer has certified that the map conforms to
Subdivision Map Act and City Ordinance;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell
that said map be, and the same is hereby, approved, and that any real
property offered for dedication for public use is accepted on behalf of
the public in conformity with the terms of the offer of dedication.
BE IT FURTHER RESOLVED that the Mayor be, and he is hereby, authorized to
execute said agreement on behalf of the City of Campbell.

BAY SOILS has completed a soils investigation at the site of your
proposed subdivision in Campbell, California.
Our investigation consisted of site reconnaissance, subsurface ex-
ploration, laboratory testing, an analysis of the data gathered.
According to the data gathered, the site may be developed for the
proposed residential development provided the provisions of this
report are followed.

SOIL INVESTIGATION
Purpose and Scope
The purpose of this investigation was to provide soils related data
required for the site evaluation and design of one and two-story,
wood frame structures in Campbell, California.
The data used in the analysis were gathered through a program of
site reconnaissance, test borings and testing of soil samples thus
obtained. The analysis of these data is the basis of the site
evaluation and recommendations contained in this report.
Site Location and Description
The site of the proposed ten lot subdivision is located on Audrey
Avenue just east of the intersection of Hack Avenue (see Figure
No.1, Site Location.) The irregularly shaped parcel is bounded on
the north by Audrey Avenue and by existing residential lots on the
other sides. At the time of our exploration the site was occupied
by three residences, two located along Audrey Avenue and one set
back some 80 feet from the street. An old tennis court was located

near the southwest corner (proposed Lot 6).
TOpographically the parcel is almost flat. The areas around the
houses are landscaped with grass and trees. The presently unin-
habited areas have been disked for weed control.

The site locati~n and description are based on a Tentative Tract
Map prepared by Steven Arnold (Job 20983, rev. 11 January 1984)
for the parcel and on site observations by the Soil Engineer.
Proposed Development
At this time the parcel is to be divided into ten building lots.
Accesswillconsist of a cul-de-sac street which will serve all the
lots concerned. Two of the existing residences will remain on their
present sites (Lots 1 and 9). The third residence will be removed
from the proposed street right-of-way and placed on Lot 10. Some
ancillary buildings will be demolished. The remainder of the lots
will be graded for the construction of one and two-story wood frame
single family structures.
Field Investigation
The field investigation consisted of a site reconnaissance of the
site by the Soil Engineer and the dri~ling of four test borings at
the approximate locations shown on Figure No.2, Site Plan. The
field exploration was performed on 14 May 1984.
The borings, which extended to a maximum depth of 20 feet below the
existing ground surface, were drilled with a truck-mounted, con-
tinuous-flight, powered earth auger which drills a six inch diameter
hole. Samples were taken by withdrawing the auger and dynamically
driving a three inch O..D. sampling device into the undisturbed
material at the bottom of the hole. The number of blows required

to advance the" sampler one foot, using a 140 pound hammer with a
30 inch drop, was recorded. This data was then converted to the
"Standard Blow Counts" which is indicative of soil bearing capacity
and settlement characteristics. The soil materials encountered,
with selected laboratory data, are presented on Figure Nos. 3 through
6, Logs of Test Borings.
Laboratory Tests
Laboratory tests were very limited due to the gravel content of the
surface soils. Only moisture content and dry density determinations
were made on the representative soil samples. The results of these
tests, together with the resistance to penetration of the sampler,
are shown on the corresponding sample locations on Figure Nos. 3
through 6, Logs of Test Borings.
Subsurface Conditions
The surface soils consisted of a reddish brown sand with silt and
varying amounts of gravel. At a depth of one to three feet the
gravel component becomes dominant, and the soil is classified as a
red-brown sandy gravel with clasts to three inches in diameter.
The material is dense to very dense.
A lower horizon encountered at 10-15 feet yielded a similar gravel
with a silty, sandy clay matrix. This material was also very dense
and slightly moist.
The summarize, the materials encountered were dense, with a high
allowable foundation bearing and essentially non-expansive.

RECOMMENDATIONS
General
1. The site is suitable for the proposed development provided the
recommendations presented in this report are incorporated into the
project plans and specifications.
2. All grading and foundation plans should be reviewed by the Soil
Engineer prior to contract bidding.
3. The Soil Engineer should be notified a minimum of two working
days prior to any site clearing or grading operations of the prop-
erty in order to observe the stripping of contaminated material and
to coordinate the work with the grading contractor in the field.
Grading
4. Before any grading is performed, the surface of the site should
be stripped to remove existing veget~tion and other deleterious
materials. The depth of stripping should be determined in the field
at the time of grading. It is estimated that stripping depths of
three inches or more may be necessary. Existing undesirable items
which do not meet the requiremen~s of engineering fill (basements,
paving, old building foundations, septic and other buried tanks,
leach field, irrigation lines, etc.) should be removed. Tree stumps
and root systems should be excavated and removed.
5. After the site has been properly stripped, the top nine to twelve
inches of exposed subgrade should be scarified and compacted to a

minimum degree' of compaction of 90 percent as determined by ASTM
D1557-70 Laboratory Test Procedure. The degree of compaction is
defined in the attached "Recommended Grading Specifictions."
After stripping and recompacting, the site may be brought to the
desired finished grades by placing engineered fill.
6. All soils encountered during our investigation would be suitable
for use as engineered fill except those within the top few inches of
organically-contaminated material. Engineered fill should be com-
paced to a minimum degree of compaction of 90 percent.
7. Import material to be used as engineered fill must be approved
by the Soil Engineer and should meet the requirements contained in
the grading specifications. Engineered fill, either imported or
locally derived, should be compacted to a minimum degree of compac-
tion of 90 percent as defined in the attached specifications. All
engineered fill should be placed in lifts not exceeding eight inches
in uncompacted thickness.
Foundations
8. It is recommended that the proposed structures be supported on
spread footing foundations bearing on native subgrade or on engineered
fill. Footings should extend a minimum of 12 inches below the lowest
adjacent finished grade for one and two-story, wood frame structures.
At this depth, design.bearing pressures should not exceed 2500 p.s.f.
due to dead plu= live loads.

that the soil conditions do not deviate from those disclosed in the
borings and from a reconnaissance of the site. If any variations

or undesirable conditions are encountered during the development of -
the site, BAY SOILS, INC. should be notified so that supplemental
recommendations may be given.
2. This report is issued with the understanding that it is the re-
sponsibility of the owner, or his representative, to ensure that
the information and recommendations contained herein are brought to
the attention of the Architect and Engineer for the project and in-
corporated into the plans, and that the necessary steps are taken
to see that the Contractor and Subcontractors carry out such rec-
ommendations in the field.
3. The publication of this report constitutes the fulfillment of
our contract with the client. Any further work such as plan checks,
fill testing etc. will be performed on an hourly basis in accor-
dance with our current fee schedule.

RECOMMENDED GRADING SPECIFICATIONS
for
Proposed Subdivision
Campbell, California
l.l General Description
l.ll These specifications have been prepared for the grading
and site development of the proposed residential development
located in Campbell, California. BAY SOILS, INC., hereinafter
described as the Soil Engineer, should be consulted prior to
any site work connected with site development.
1.12 Observation by the Soil Engineer must be made during the
grading operations so that he can ascertain that the project
was constructed in accordance with these specifications. The
Soil Engineer should be notified at least two (2) working days
prior to any site clearing or grading operations on the pro-
perty in order to observe the stripping of surface-contaminated
material and to coordinate the work with the Grading Contractor
in the field.
1.13 This item shall consist of all clearing or grubbing, pre-
paration of land to be filled, filling of the land, spreading,
compaction and control of the filled areas to conform with the
lines, grades, and slopes as shown on the accepted plans. The
Soil Engineer is not responsible for determining line, grade,
elevations or slope gradients. The property owner, or his
representative, shall designate the person or organizations
that will be responsible for these items of work.
1.14 Contents of these specifications shall be integrated with
the Soil Report of which they are a part. Therefore, they
shall not be used as a self-contained document.

1.15 Any grading operations and/or placement of fill done with-
out engineering inspection will be at the ContractorJs risk and
no responsibility will be accepted, therefore, on the part of
the Soil Engineer.
2.1 Tests
2.11 The standard test used to define maximum densities of all
compaction work shall be the ASTM Test Procedure No. DI557-70.
All densities shall be expressed as a relative compaction in
terms of the maximum dry density obtained in the laboratory by
the foregoing standard procedure.

3.1 Clearing, Grubbing, and Preparing Areas to be Filled
3.11 All timber, logs, trees, brush, and other rubbish shall
be completely removed, piled or burned, or otherwise disposed
of so as to leave the areas that have been disturbed with a
neat and finished appearance, free from unsightly debris. No
buring shall be permitted in the area to be filled. Topsoil
shall be removed from all structural areas. The depressions
made when clearing the trees from the site should not be back-
, filled until the beginning Qf the grading operations. The
depth of organic topsoil to be removed will be determined in
the field by the Soil Engineer but, in general, will vary from
three to six inches.
3.l2 All soil deemed soft or unsuitable by the Soil Engineer
shall be removed. Any existing rubble shall also be excavated
and removed,
3.l3 All underground structures shall be removed from the
site such as old foundations, abandoned pipe lines, septic
tanks, and leach fields.
3.14 The final stripping and excavation shall be approved by
the Soil Engineer during construction before further grading
is started.
3.15 After the areas to receive fill have been cleared, stripped
and scarified, they shall be disked or bladed until they are
uniform and free from large clods. Native subgrade soils in
both cut and fill areas shall be compacted to a minimum degree
of compaction of 90 percent, and at a moisture content as de-
termined in the laboratory. Fill can then be placed to provide
the desired finished grades. The Contractor shall obtain the
Soil Engineer's approval of subgrade compaction before any fill
is placed. '
3.16 The original ground upon which the fill is to be placed
shall be plowed or scarified deeply, and where the slope ratio
of the original ground is steeper than 6 horizontal to 1 verti-
cal, the bank shall be stepped or benched. At the toe of the
sideslope fills the base key shall be at least IS feet in width,
cut into firm, natural ground, and sloped back into the hill-
side at a gradient of not less than 2 percent. Subsequent
keys should be placed at vertical heights of not more than 20
feet, and shall have a width of not less than 10 feet. Ground
slopes which are flatter than 6 to 1 shall be benched when con-
sidered necessary.by the Soil Engineer.

4.1 Materials Used for Fill
4.11 All fill material shall be approved by the Soil Engin-
eer. The material shall be a soil or soil-rock mixture which
is free from organic matter or other deleterious substances.
The fill material shall not contain rocks or lumps over six
inches in greatest dimension, and not more than IS percent
large~ than 2~ inches. Materials from the site below the
stripping depth may be suitable for use as engineered fill.
The Soil Engineer shall determine the suitability of mater-
ials, for use as engineered fill.
4.12 The select import material required must be approved by
the Soil Engineer prior to transporting it to the project and
must meet the requirements of Section 4.11. In addition, im-
port material shall have a Plasticity Index not greater than

5.1 Placing, Spreading, and Compacting Fill Material
5.11 The fill materials shall be placed in uniform lifts of
not more than eight inches in uncompacted thickness. Each
layer shall be spread evenly and shall be thoroughly blade-
mixed during the spreading to obtain unifor~ity of material
in each layer. Before compaction begins, the fill shall be
brought to a water content that will permit proper compaction
by either (I) aerating the material if it is too wet or (2)
spraying the material with water if it is too dry.
S.12 After each layer has been placed, mixed and spread evenly,
import material shall be compacted to a relative compaction of
not less than 90 percent. Native soils to be used in fills
shall be compacted to a minimum degree of compaction of 90 per-
cent and at a moisture content above the optimum moisture con-
tent as determined in the laboratory. Degree of compaction is
the ratio of the dry density of the constructed fill to the
maximum determined- by ASTM Test Procedure DISS7-70.
5.13 Compaction shall be by sheepsfoot rollers, multiple-
pneumatic-tired rollers or other types of acceptable compacting
rollers. Rollers shall be of such design that they will be
able to compact the fill to the specified density. Rolling
shall be accomplished while the fill material is within the
specified moisture content range. Rolling of each layer shall
be continuous over its entire area and the roller shall make
sufficient trips to ensure that the required density has been
obtained. No ponding or jetting shall be permitted.

5.14 Field density tests shall be made in each compacted
layer by the Soil Engineer in accordance with ASTM Test Pro-
cedure D1556-64 or ASTM Test Procedure D2922~71. When sheeps-
foot rollers are used for compaction, the density tests shall
be taken in the compacted material below the surface disturbed
by the roller. When these tests indicate that the density of
any layer of fill, or portion thereof, is below the required
compaction, the particular layer, or portion thereof, shall
be reworked until the required compaction has been obtained.
5.15 No soil shall be placed or compacted during periods of
rain 'nor on ground which is not drained of all free water.
Soil which has been soaked and wetted by rain or any other
cause, shall not be compacted until completely drained and un-
til the moisture content is within the limits hereinbefore
described or approved by the Soil Engineer. Prior approval
by the Soil Engineer shall be obtained before continuing the
grading operations.
6.1 Utility Backfill
6.11 Where any opening is made under or through the perimeter
foundations for such items as utility lines and trenches, the
openings must be" resealed so that they are watertight to pre-
vent the possible entrance of outside irrigation or rain water
into the underneath portion of the structures. The utility
trenches extending under the perimeter foundations and con-
crete slabs-an-grade floors shall be backfilled with approved
fill which will be compacted to 90 percent relative compaction.
No ponding or jetting will be permitted.
7.1 Pavement
7.ll The proposed subgrade under pavement sections, expansive
native soil and/or fill, shall be compacted to 90 percent rela-
tive compaction below a depth of six inches. The top six in-
ches of subgrade under pavement section for non-expansive
soil and all base rock should be compacted to a minimum of 95
percent relative density.
7.12 All pavement construction and materials used shall con-
form with the applicable sections of the latest edition of
the Cal Trans Specifications for Pavements, State of California,
Department of Transportation.

8.1 Graded Slopes
Cut and fill slopes shall be graded at a gradient no steeper
than 2:1 (horizontal to vertical).
8.12 After the slopes have been graded, they shall be track-
rolled completely and provisions should be made for planting
of the slopes for erosion control. Drainage facilities shall
be constructed to prevent water from flowing directly over
the top of the slope. No slope shall be left to stand through
a winter season without the erosion control measures having
been provided.
9.1 Subsurface Line Removal
9.11 The methods of removal will be designated by the Soil
Engineer in the field depending upon the depth and location
of the lines. One of the following methods will be used.
9.12 Remove the pipe and fill and compact the soil in the
trench according to the applicable portions of Sections 5.1
and 6.1.
9.13 The pipe shall be crushed in the trench. The trench
shall then be filled and compacted according to the applicable
portions of Sections 5.1 and 6.1.
9.14 Cap the ends of the line with concrete to prevent entrance
of water. The length of cap shall not be less than ~ive feet.
The concrete mix shall have a minimum shrinkage.
10.1 General Requirements
10.11 Dust Control: The contractor shall conduct all grading
operations in such a manner as to preclude wind-blown dirt and
dust and related damage to neighboring properties. The means
of dust control shall be left to the discretion of the con-
tractor. The contractor shall assume liability for claims
related to wind-blown material.
10.12 Seasonal Limits: No fill material shall be placed, spread,
or rolled during unfavorable weather conditions. When the work
is interrupted by heavy rian, fill operations shall not be re-
sumed until field tests by the Soil Engineer indicate that the
moisture content and compaction of the fill area are as pre-
viously specified.
11.1 Unusual Conditions
11.1 In the event that any unusual conditions, not covered by
the special provisions, are encountered during the grading
operations, the Soil Engineer shall be immediately notified for
directions.

The Planning Director has conducted a preliminary review of the
referenced application and found a number of discrepancies between
this proposal and the subdivision regulations. Specifically, the
following items were noted in a preliminary review of this proposal:
1) Insufficient setback shown on Lot 1, along the
proposed cul-de-sac
2) Failure to indicate provision of parking facili-
ties for Lots 1 and 9, per Zoning Ordinance require-
ments
3) Failure to indicate appropriate radius at entrance
to the cul-de-sac.

In light of these items, the Planning Department must receive a request
of exception to the subdivision regulations to allow the substandard
setback and would reconmend changes to address the other items.
