The following is the sequence of events concerning the subject
development as gathered from the files, agendas and minutes of
the Planning Commission and City Council together with my
personal comments and information of the subject.
I. "S" 71-62 1980 South Bascom Avenue
Proposed Office Building
A. Application filed September 3, 1971, with Planning
Department.
B. Considered by Planning Commission on October 4, 1971.
C. Approved by Planning Commission on October 4, 1971.
The proposed development encompassed APN 280-58-097
excepting the easterly 5 feet and the easterly 54 feet
of APN 280-58-101.
The applicant was required to file a Parcel Map and to
terminate the Keith's Tire Service use upon the
expiration of the current lease.
The applicant did not file the Parcel Map and to my
knowledge did not fulfill his obligation concerning
the termination of the use of Keith's Tire Service
establishment.
II. "s" 71-77, 1990 South Bascom Avenue
Proposed Office Building
A. Application filed November 30, 1971.
B. Considered by Planning Commission on December 20, 1971.
C. Approved by Planning Commission on December 20, 1971.

The proposed development encompassed the southerly
36 feet of APN 280-58-097 and the westerly 170 feet
of APN 280-58-100 southerly of APN 280-58-097.
The applicant was required to file a Parcel Map.
Commissioner Larson informed the Planning Commission
that condition "H" of the staff recommendations had
been deleted because it was a carry-over from the prior
application and would not apply to this application.
Condition "H" he refers to is Condition "J" of "s" 71-62
which required the termination of Keith's Tire Service
use.
On February 10, 1972, Sandis and Associates submitted
the Tentative Parcel Map without the fees. The map
is substantially the same as the proposed development
area.
On March 6, 1972, I received the filing fees from
California Savings and prepared the City Engineer's
recommendations to the Planning Director. The City
Engineer's recommendations were that the final map be
filed and that the assessments be apportioned.
It is my understanding that the approval of the tentative
map has been placed on the Planning Commission agenda for
the March 20, 1972,meeting.
A few days after I submitted the recommendations to the
Planning Department, I talked to Bruce Powell concerning
its approval by staff and he informed me that the matter
would go before the Commission because it was considered
controversial. He did not elaborate and I didn't pursue
the matter because I felt that Mr. Kee would have advised
you of any controversy, if any.
