CC Resolution 10883 RESOLUTION NO. 10883 RESOLUTION AMENDING THE CLASSIFICATION AND SALARY PLAN WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal code to prepare and submit to the City Council recommendations for the reorganization of offices, departments, and positions which are considered to be in the best interest of efficient, effective and economical conduct of the municipal services provided by the City; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, a review has been conducted; and WHEREAS, an amendment to the current Classification and Salary Plan is needed to meet the requirements of Municipal Code Section 2.12.030. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve flexible staffing for the current Planner I and Planner II positions and approve the revision and title change of the class specifications of Planner I, Planner II, Associate Planner, and Senior Planner to Assistant Planner, Associate Planner, Senior Planner and Principal Planner (Attachment C, D and E) as outlined in the Council Report, PASSED AND ADOPTED this 18th day of March 2008, by the following roll call vote: AYES: Councilmembers: Furtado, Kennedy, Low. DISTINGUISHING CHARACTERISTICS Assistant Planner Assistant Planner is the entry level class in the Planner series. This class is distinguished from the journey level class of Associate Planner by the performance of the tasks and duties assigned to positions within the series with a higher level of supervison. Since this class is typically used as a training class, employees may have only limited or no directly related professional work experience. Employees work under general supervision while learning job tasks. Associate Planner This is the journey level class within the Planner series. This class is distinguished from the Assistant Planner by the assignment of the full range of professional duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Planner level. Assistant Planner TYPICAL DUTIES - Duties may include, but are not limited to, the following: Receives and processes planning applications; performs field investigations; prepares reports for and presents to the Planning Commission, City Council and other boards and commissions; conducts research and prepares recommendations on planning issues and ordinances; provides information on planning and zoning issues to applicants, the general public and other departments; assists with research and completion of advanced planning projects; may perform code enforcement activities; establishes and maintains appropriate files, and prepares correspondence as required; builds and maintains positive working relationships with co-workers, other City employees, outside CITY OF CAMPBELL agencies, consultants and the public using principles of good customer service; and performs other duties as required. EMPLOYMENT STANDARDS Education and Experience: Graduation from college with a degree in city planning, or a closely related field. Internship or para-professional experience in city planning is highly desirable. Knowledge of: Fundamental planning principles, role and function of general plans and zoning ordinances; California planning, subdivision and environmental law and their relationship to day to day activities of a planning department; scope and function of a planning department and its relationship to other City departments; research methods and report preparation. Ability to: Write accurate and concise technical reports and memoranda; explain planning and zoning requirements clearly to the public, applicants and other departments; research, analyze and summarize planning issues; Read, understand and interpret a variety of maps, site plans, architectural drawings, specifications, environmental impact reports, ordinances, and regulations related to work. On a continuous basis, sit at desk or in meetings for long periods of time; twist and reach office equipment; stand, walk, bend, climb, or squat while conducting field checks; write and use keyboard to communicate through written means; visually differentiate between colors on land use maps; and lift or carry weight of 10 pounds or less. CITY OF CAMPBELL Associate Planner TYPICAL DUTIES In addition to those duties describe for the Assistant Planner, responsible for more complex planning projects or functional program area, such as current planning application processing and coordination of a specific type, outside agency coordination, or ordinance preparation; may be assigned as staff liaison to a board, committee or commission; and performs other duties as assigned. In addition to the qualifications for Assistant Planner: EMPLOYMENT STANDARDS Education and Experience: Graduation from an accredited university or college with a degree in planning or a related field. Two years of professional planning experience performing duties similar to Assistant Planner with the City of Campbell. Knowledge of: Principles, objectives and procedures of municipal planning, urban design, and zoning, environmental review processes, and planning legislation. Applicable laws related to sub-division, annexation, zoning and land use. Ability to: Conduct independent research and report preparation; accurately interpret planning and zoning maps, aerial photos, architectural design plans and precise construction drawings; Perform complex planning work requiring independent judgment. TYPICAL DUTIES Supervises subordinate professional, technical and clerical personnel; serves as liaison to committees and public groups, and attends City Council, Planning Commission, and other related meetings as required; provides information to the public on planning, zoning and subdivision matters and interprets laws and policies for other City employees and the public as necessary; may serves as a division head for long-range Gf and current planning program; meets with and advises property owners and developers on a variety of planning matters; updates the General Plan and other related documents; oversees data collection analysis for reports and studies, and conducts field inspections; prepares zoning amendments and environmental impact studies; and performs other duties as required. EMPLOYMENT STANDARDS Education and Experience: Graduation from a recognized university or college with a degree in Planning or closely related field, plus f€HM seven years of increasingly responsible professional planning experience (a Master's degree in City Planning may be substituted for one year of experience). Category: Consent Calendar Meeting Date: March 18, 2008 TITLE: AMENDMENT TO THE CLASSIFICATION AND SALARY PLAN - PLANNER I, PLANNER II, ASSOCIATE PLANNER, SENIOR PLANNER RECOMMENDATION That the City Council adopt the attached resolution amending the Classification and Salary Plan as described below. BACKGROUND Approximately a year and a half ago, both the Planner I and Planner II positions became vacant. When conducting the recruitment for these positions, we received applications that were between a Planner I and Planner II. In fact, only two applications were received that met the minimum qualifications for Planner II. One of the challenges of staffing a smaller department in a smaller city is staff turnover. Campbell has become known as an excellent "training ground" for Planners. While this creates excellent opportunities for people, it can also be challenging for the City to continually re-staff. It takes about a year to acclimate a new Planner, thus this training has high associated "ramp up" costs. DISCUSSION The Planning Division is a small division that is currently staffed with single classification positions. Therefore, it may be beneficial at this time to implement flexible staffing of the two lower level Planner positions. This could increase the probability and duration of staff retention by increasing the possibility of position mobility. It also helps with workload balancing. As part of the current analysis, the job descriptions were reviewed more globally. The last time the Planner class specifications were revised was in 1991, including the management classification of Senior Planner. Although, Senior Planner is not considered part of the Planner series, the class specification needed to be reviewed and updated. In the hopes of increasing the length of Planning staff retention as well as increasing our staffing options and opportunities for advancement of current/future staff, it is being proposed that Council authorize flexible staffing for the Planner I and II positions. This allows for flexibility when hiring and also advancement for staff who have gained experience. The City currently has similar flexible staffing with Parks and Street Maintenance Worker classifications. The flexible staffing concept is associated with a classification series in which there are entry, journey, and sometimes advanced journey classifications performing similar tasks. The more sensitive and/or difficult assignments are performed by incumbents who have more experience. Flexible staffing provides the opportunity to hire employees at the entry level or journey level depending on staffing and budgetary requirements. Amendment to the Classification & Salary Plan March 18, 2008 Page 2 of 2 The distinction between the entry level and the journey level is based upon the degree of responsibility, the amount of supervision required, and the level of skill and/or experience that an incumbent is expected to have based on the types of duties assigned. Advancement from the entry level to the journey level would be based on the recommendation of the department head. Generally, an incumbent may advance after placement at the top salary step of the entry class for one year and at least a satisfactory job performance. However, there may be situations where the department head does not recommend advancement because of fiscal constraints or performance deficiencies of the incumbent. The flexible staffing concept also provides the department head the option of not flexibly staffing a position when a vacancy occurs. Appointment to the entry level would be done through the traditional competitive selection process. Finally, in order to be similar to our comparable agency classification titles, it is proposed that the following title changes be made: Current Title: Proposed Title: Planner I Planner II Associate Planner Senior Planner Assistant Planner Associate Planner Senior Planner Principal Planner FISCAL IMPACT The fiscal impact to flexibly staff the Planner I & II classifications is estimated to be up to an additional $15,000 per year, due to budgeting at top step and the potential to have more employees in higher classifications.
