DISCUSSION: The proposed change of use is from a commercial retail use to a restaurant
which will serve beer and wine. We had no comments regarding PA 96-31 for the site.
Additional public works improvements are not needed based upon our review of the information
submitted.
It was determined by your office that the site would be 8 parking spaces short because of the
change of use from retail to restaurant. A parking accumulation study has been provided by the
applicant's consultant, Multitrans, at the request of the City Traffic Engineer Peter EakIand,
which indicates there is sufficient parking during the peak periods. The Public Works
Department has no conditions of approval for the change in use.

PROPOSED RESTAURANT PROJECT -- JAKE'S PIZZA
Site Address; 1777 South Bascom Avenue Campbell, CA
The type of use proposed in this statement would be that of a pizza restaurant. We would
follow along the same guidelines as two of our other locations, Jake's Pizza, in both the Saratoga
and Sunnyvale areas. We believe we run a well-organized operation, and are current with every
aspect of the daily business of our restaurants. We have many strong ties to each community
where we have a location and really get involved with local schools and community athletic
programs. Our restaurants promote an atmosphere of sports while catering primarily to families,
with pizza being our mainstay menu item. An atmosphere similar to "The Garret" that we
operated for twenty-one years in the Pruneyard. We receive a good amount of business through
softball teams during the summer months, partly because we stay open to 1:00 AM. and 2:00
AM. Finally we have been in business for over thirty-five years now and feel we have the
experience to make this project a success.
The type of operation proposed would be of the restaurant nature. Our menu typically
includes pizza, hamburgers, fries and some appetizers, hot sandwiches, soups and salads, and
most recently pasta. Beverages include soft drinks, bottled water, draft and bottled beer, bottled
wines, and gourmet coffee. This would be a self service environment.
Potential traffic generation would be primarily during the traditional lunch and dinner hours. A
great deal of our business at our other locations comes from pizza's togo. We would hope this to
be the same with this location. Parking problems seem to be less with this type of business,
because customers would be in and out. As far as any potential parking problems please see the
attached parking survey.
We would like our proposed hours of operation to be from 11:00 AM. to 2:00 AM. seven
days a week. We have been running this type of business for years and feel we manage it very
well. Our customers know we are open late consistently. We do not decide nightly when we are
going to close. Our hours are on the door and they do not change, it is because of this that we
receive roughly eight to twelve percent of our business between the hours of 10:00 P.M. to 1 :30
AM. Sunday nights are usually slow for us so would could potentially close at 12:30 AM. The
Day manager would enter the building daily at 8:00 A.M. seven days a week. Night managers
usually leave the building 1/2 hour after we lock the doors.
The number of employees to start would be from ten to twelve. They would consist of three
shift managers (two full time, one part time), three shift cooks (two full time, one part time), and
four to six part time employees. The part time employees would consist of bartenders, kitchen
helpers, and buspersons. Several part time positions might encompass all three duties. So to start
we would average three employees a shift in the day time and four tofive employees at night. If
business grew then we would naturally have to add more staff We can only hope!

The following paragraphs summarizes the result of analyses and findings of a parking
accumulation study that was undertaken by MDL TITRANS in connection with the proposed
restaurant project in the City of Campbell, California. The project site is located at 1777
South Bascom Avenue in the City of Campbell. According to MUL TITRANS site
investigations a total of 89 parking spaces are presently provided on the site.
Parking accumulation surveys were undertaken and recorded on sixty-minute intervals. The
parking study was conducted on Friday, August 9, 1996, from 11 :00 a.m. to 2:00 p.m., and
from 5:00 p.m. to 9:00 p.m.. to determine the actual peak parking generation of the existing
businesses on the site.
The highest demand for parking occurred between the hours of 12:00 and 1:00 p.m., when
a total of 54 vehicles were counted to be parked at the project site's parking facility. The
result of parking survey is presented in Table 1. The result of our parking Accumulation
study indicates that the highest demand for parking occurs between the hours of 12:00 and
1 :00 p.m. when a total of 35 spaces are currently available for parking at the site.

Subject: Parking for Proposed Pizza Restaurant at 1777 S. Bascom
I have reviewed the pre-application for the subject project. No possibility exists for allowing
on-street parking on Campisi. The traffic patterns require two lanes of traffic in each
direction between Bascom and Creekside. Generally, the concept of shared parking would
take care of a parking deficit as small as eight spaces. Even when there are similar uses at a
site, their usage patterns will differ somewhat and create overlaps in parking demand.
My understanding is that there might be some potential concern regarding parking from
existing restaurants across the street on Campisi and in the same complex. My
recommendation is that the applicant submit as part of the final application a parking
occupancy study for the following hours on a typical Friday: 11 am - 2 pm and 5 - 9 pm.
These hours typically will produce the highest parking demand because of the ovelap between
restaurant and non-restaurant demand and the concentration of demand in the lunch and early
evening hours. The occupancy study should be prepared by a traffic engineering company
with experience in conducting parking studies and likely would cost approximately $300.00.
