RESOLUTION NO. 10938
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMBPELL
AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO SOLICIT
REQUEST FOR PROPOSALS (RFP) FOR THE PREPARATION OF AN UPDATED
HOUSING ELEMENT 2007-2014
WHEREAS; the City of Campbell is required by the State to update its Housing Element
every five years; and
WHEREAS, the City of Campbell's Housing Element will expire June 30, 2009, and
WHEREAS, the City of Campbell desires the services of a qualified consultant to
prepare a comprehensive update of the Housing Element; and
WHEREAS, a Request for Proposal is needed to solicit qualified consultants.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell
hereby authorizes the Community Development Director to solicit proposals for an
update of the city's Housing Element.

REQUEST FOR PROPOSALS
FOR HOUSING ELEMENT UPDATE
(2007-2014)
The City of Campbell is soliciting proposals from qualified consultants to prepare the state-mandated
update to the Campbell Housing Element and to obtain approval of the Update from the State Department
of Housing and Community Development.
SELECTION CRITERIA
Selection of a consultant will be based on the following criteria:
· Overall Approach/Methodology
Ability to work with staff
. Production Schedule
Ability to provide work product in short time frame
Ability to work on schedule and under budget
Responsiveness to staff input and direction
. Cost Estimate
. Work Plan
. Qualifications
Technical ability and qualifications
· Experience in preparing related work and analysis
. References
PAYMENT METHOD
Once contract is awarded, payment will be disbursed in 3 installments, equally in 1/3 increments at the
successful completion of agreed upon tasks and project scope.
Schedule:
1/3 @ the time of completing:
1. Scoping meetings with staff to further define and clarify project
2. Development of project scope of work
3. Initial data collection and analysis
1/3 @ the time of completing:
1. Initial analysis and draft report
2. Meetings with staff to discuss draft report and revisions as necessary
1/3 @of time of completing:
1 . Presentation of revised final data analysis and report and product delivery
DELIVERY TIME
All documentation, data collection and analysis shall be prepared and complete no later than the
previously agreed upon deadline. Each day product not delivered beyond the deadline will result in
penalties to be deducted from the agreed upon service contract. .
BASLlNE DATA
Established baseline data will be provided to the Consultant by the City of Campbell as available. All
subsequent baseline data shall be provided by the consultant at no additional expense to the City.
DOCUMENTATION/FINAL PRODUCT
Final product shall consist of data, analysis, and documentation to prepare technical analysis for the City
of Campbell Housing Element Update.
