PC Res 3162RESOLUTION NO. 3162 BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL GRANTING A SITE AND ARCHITECTURAL APPROVAL TO ALLOW AN EXISTING TWO- STORY HISTORIC HOUSE TO BE MOVED FROM AN ADJACENT PARCEL ONTO THIS SITE AND CONSTRUCTION OF A NEW GARAGE ON PROPERTY LOCATED AT 310 REDDING ROAD IN AN R-M-S (MULTIPLE FAMILY RESIDENTIAL) ZONING DISTRICT. APPLICATION MR. FRANK ONZO. FILE NO. S 98-03 After notification and public hearing, as specified by law, and after presentation by Community Development Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Planning Commission did find as follows with respect to application S 98-03: the The proposed move-on is consistent with the R-M-S (Multiple Family Residential) zoning district and development standards in terms of setbacks, lot coverage, parking, open space, lot size and building height. 2. The proposed project is architecturally compatible with the surrounding neighborhood and will integrate well. The addition of the move-on house to the property will result in a density of 2 units per gross acre, which is consistent with the General Plan Land Use Designation of 6-13 dwellings per gross acre, as it does not exceed the permitted density range. o Based upon the foregoing findings of fact, the Planning Commission further finds and concludes that: 1. The proposed project is consistent with the General Plan and the City's zoning, and 2. The proposed project will aid in the harmonious development of the immediate area. The applicant is hereby notified, as part of this application, that he/she is required to meet the following conditions is in accordance with the ordinance of the City of Campbell and the State of California. Additionally, the applicant is hereby notified that he/she is required to comply with all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to this development and are not herein specified: Planning Commission Resolution No. 3162 S 98-03 - 310 Redding Road- Frank Onzo Page 2 o o Approved Project: Approval is granted for a Site and Architectural Review Permit allowing a move-on single-family house on property located at 310 Redding Road. Project approval shall substantially comply with project plans prepared by Frank Onzo dated received April 22, 1998, except as modified by the Conditions of Approval herein. The lot lines indicated on this plan are future conceptual only, and are not a part of this Site and Architectural approval. Landscaping: The applicant shall submit a landscaping plan to the Community Development Department prior to issuance of a building permit, and shall install the improvements prior to building occupancy. The plan shall include all existing and proposed fencing. Property Maintenance Standard: The property shall be maintained free and clear of any combustible trash, debris and weeds. Park Impact Fee: A Park Impact Fee shall be paid prior to occupancy. Development Approval Expiration: The Site and Architectural approval for this project is valid for a period of one year from the Planning Commission approval and expires on April 28, 1999. Building Division Requirements: a. Provide a foundation plan designed by a licensed Engineer or Architect. b. Provide a soils report by a licensed engineer verifying that the site has adequate beating. c. Provide a grading plan by a licensed engineer verifying that the lot will have adequate drainage d. Provide a report by a licensed engineer or surveyor verifying that the location of the structures is as approved. Relocation Permit: Prior to issuance of a permit to relocate the residence, the applicant shall be required to obtain approval from the Building Division. Parking and Driveways All parking and driveways shall be in compliance with the standards in Chapter 21.50 of the Campbell Municipal Code. San Jose Permits The applicant shall obtain all permits required by the City of San Jose before commencing the move. The design of the garage shall be architecturally compatible with the house, and shall meet all setbacks. The garage shall be finaled prior to or at the same time as the house. Standard Street Improvements: Prior to issuance of any building permits for the second house, the applicant shall cause plans for public improvements to be prepared, pay fees, post securities and provide insurance necessary to obtain an encroachment permit for construction of any improvements proposed within the public right-of-way, such as new driveway approaches. Street Improvement Agreement: Execute an unsecured deferred street improvement agreement for installation of the required street improvements in the public right-of-way upon notification by the City Engineer pursuant to Ordinance 1951, Section 11.25.50, and related sections. Required standard street improvements shall include new curb and gutter, sidewalk, driveway approaches, street trees, irrigation, storm drain, pavement to street centerline plus conforms, street light, and related work as determined by the City Engineer. Water Meters and Cleanouts: Prior to issuance of occupancy permits, install new water meters and sewer cleanouts on private property behind the public right-of-way line. Soils Report: Prior to issuance of any grading, drainage, or building permits for the site, applicant shall provide a soils report prepared by a registered geotechnical or civil engineer. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility company. Utility Installation Plan: Prior to issuance of building permits, a applicant shall submit a Utility Installation Plan and Schedule for approval by the City Engineer for installation of all utilities. Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations and will also require a pavement restoration plan for approval by the City Engineer prior to any utility installation. Grading and Drainage Plan: Prior to issuance of any grading, drainage or building permits for the site, the applicant shall conduct hydrology studies based on a 10 year storm frequency, prepare an engineered Grading and Drainage Plan, and pay fees required to Planning Commission Resolution No. 3162 S 98-03 - 310 Redding Road - Frank Onzo Page 4 obtain necessary grading permits. The plans shall comply with the 1994 edition of the UBC including Chapters 18, 33, and Appendix Chapter 33. 18. Storm Drain Area Fee: Prior to issuance of any grading, drainage, or building permits for the site, the applicant shall pay the required Storm Drain Area fee. The current fee is $2,000 per acre. 19. Storm Water Management: Comply with California Storm Water Best Management Practices Handbook, prepared by Storm Water Quality Task Force, Santa Clara Valley Water District. 20. Legal Lot:. The applicant shall provide documentation to ascertain that the lot was legally created. 21. Fire Truck Turnaround: Applicant to install an all-weather driveway and tumaround, as indicated on the plans, which meet the Fire Code for fire truck turnaround, prior to occupancy. 22. Water Supply Access for Firefighting: Portions of the structure are greater than 150 feet of travel distance from the centerline of the roadway containing fire hydrants. Applicant to provide an on-site fire hydrant OR provide an approved residential fire sprinkler system throughout all portions of the buildings. The hydrant shall be on site prior to the house being moved. The sprinkler system, with an active water hook up which meets fire- suppression standards, shall be installed immediately upon the house being moved on site.
