A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT
AN APPLICATION FOR COMMUNITY DESIGN & TRANSPORTATION (COT)
FUNDS FOR CAMPBELL AVENUE BICYCLE/PEDESTRIAN IMPROVEMENTS
UNDER STATE ROUTE 17 PROJECT (PORTALS PROJECT)
WHEREAS, the Campbell Avenue Bicycle/Pedestrian Improvements Under State Route
17 Project (Portals Project) would provide future portals/walkways through or behind the
State Route 17 Underpass abutment walls; and
WHEREAS, the current capital planning grant project would evaluate the feasibility of
the Portals Project and may also provide a preliminary conceptual design of the
portals/walkways; and
WHEREAS, Caltrans District 4 staff feedback has been relatively positive regarding the
project concept; and
WHEREAS, preparing a feasibility study and conceptual design for the Portals Project
would improve the City's prospects for securing grant funds for design and construction
costs; and
WHEREAS, the Portals Project would enhance bicycle, pedestrian, and vehicular traffic
flows on East Campbell Avenue under State Route 17 and would highlight East
Campbell Avenue as a gateway entrance into Downtown Campbell; and
WHEREAS, the preliminary cost estimate is $93,750 for the feasibility study/conceptual
design project; and
WHEREAS, the Community Design & Transportation (COT) capital planning grant
program is a federally-funded program administered by the Valley Transportation
Authority (VT A) to encourage capital planning projects that produce plans with sufficient
feasibility analysis, scoping, and design guidance to allow agencies to program for their
projects or apply for capital grant funds through VT A's Livable Communities and
Pedestrian Program, Metropolitan Transportation Commission's (MTC's) Transportation
for Livable Communities (TLC) Capital Grant or other fund sources; and
WHEREAS, the COT grant provides a maximum $75,000 per project and requires a
minimum 20 percent local match.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell
that the Public Works Director is hereby authorized to execute and file a COT capital
planning grant application for the amount of $75,000 for the Campbell Avenue
Bicycle/Pedestrian Improvements Under State Route 17 Project.
BE IT FURTHER RESOLVED that the City of Campbell will provide for the project a
total of $18,750 in local matching funds for the COT grant.
