RESOLUTION NO. 10999
BEING A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CAMPBELL FINDING THAT THE ENVIRONMENTAL IMPACT

Environmental Impact Report (EIR) (Resolution No. 9956) for the update of the

2. Pursuant to CEQA Guidelines Section 15162, a previous Environmental Impact
Review contains full and adequate review for the Winchester Boulevard Master Plan
as no new impacts are created for consideration;

which will require major revisions of the previous EIR due to the involvement of new
significant environmental effects or a substantial increase in the severity of
previously identified significant effects;

which the Winchester Boulevard Master Plan is undertaken which will require major
revisions of the previous EIR due to the involvement of new significant,
environmental effects or a substantial increase in the severity of previously identified
significant effects;
5. No new information of substantial importance, which was not known and could not
have been known with the exercise of reasonable diligence at the time the previous

Update serves as a Program EIR pursuant to CEQA Guidelines Section 15168(a)(4).
7. The findings set forth in Environmental Impact Report (EIR) (Resolution No. 9956),

c. The project will not degrade the aesthetic quality of the area;
d. The project will not have adverse impacts on traffic or land use;
e. The project will not create impacts which have the potential to degrade the quality
of the environment.

required conditions of approval, will have a significant adverse impact on the
environment.
