BEING A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CAMPBELL APPROVING A MODIFICATION (M 98-
14) TO A PREVIOUSL SITE AND ARCHITECTURAL APPROVAL
TO ALLOW A WOODEN FENCE IN LIEU OF A MASONRY WALL
ON PROPERTY LOCATED AT 50-110 CURTNER AVENUE IN AN
M-1-S (LIGHT INDUSTRIAL) ZONING DISTRICT. APPLICATION
OF STORAGE USA. FILE NO. M 98-14.
After notification and public heating, as specified by law, and after presentation by the Community
Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows with
respect to application M 98-14:
1. There have been no changes in the General Plan and Zoning in the area since the original
approvals.
No other changes in the development standards or regulations of this project are requested other
than a modification to the conditions of approval to allow a wooden fence in lieu of a masonry wall
adjacent to residentially zoned properties.
3. The proposed wooden fence in lieu of a masonry wall is architecturally compatible with the
proposed mini-storage development and to the adjacent residential properties to the east.
4. The proposed wooden fence serves the same screening purpose as the required masonry wall from
adjacent residentially zoned properties.
5. The proposed 8-foot high wooden fence will not impair pedestrian or vehicular safety.
6. The proposed 8-foot high fence results in a more desirable layout of the applicant's property.
Based on the foregoing findings of fact, the Planning Commission further finds and concludes that:
The proposed wooden fence is compatible with the objectives of the General Plan and the Zoning
Ordinance, with approval of a Variance, and will aid in the harmonious development of the
immediate area.
2. The proposed wooden fence is compatible with the surrounding uses in the area, subject to the
Conditions of Approval
The establishment, maintenance or operation of the proposed project will not be detrimental to the
public health, safety, peace, morals, comfort or general welfare of persons residing or working in
the neighborhood of such proposed uses, or be detrimental or injurious to the property and
improvements in the neighborhood or to the general welfare of the City.

The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions in accordance with the ordinance of the City of Campbell and the State of
California. The lead department with which the applicant will work is identified on each condition
where necessary. Additionally, the applicant is hereby notified that he/she is required to comply with
all applicable Codes or Ordinances of the City of Campbell and the State of California that pertain to
this development and are not herein specified:
COMMUNITY DEVELOPMENT DEPARTMENT
1. Approved Project: This approval is for a Modification to a Re-instatement application (R 97-06) of
a previous Site and Architectural Review Permit (S 96-16) and a previous Use Permit (UP 96-18)
to allow construction of a wooden fence in lieu of a masonry wall along the eastern property line
adjacent to residentially zoned properties, in conjunction with the development of a 94,265 square
foot mini-storage facility and incidental 1,000 square foot on-site manager's living unit on the
subject property. The proposed wooden fence shall substantially comply as shown on the drawings
listed below, except as modified by the Conditions of Approval contained herein:
A. Fence detail plans prepared by Storage USA consisting of a typical fence post detail, partial
elevation, partial plan, typical cross section and hook detail date stamped as received by the
Planning Department on October 9, 1998.
Preliminary Grading and Drainage Plan prepared by Giuliani and Kull, Inc., indicating location
of the wooden fence along the eastern property line, date stamped as received by the Planning
Department on October 9, 1998.
C. Perspective drawing of the wooden fence prepared by Storage USA, date stamped as received
on October 9, 1998.
Previous Conditions: All previous conditions of approval shall remain in effect as stipulated in
Planning Commission Resolution No. 3147 for approval of a Reinstatement (R 97-06) of the Site
and Architectural Review Permit (S 96-16), except as herein modified by these conditions of
approval.
3. Building Division: The applicant shall comply with all Building Code requirements and obtain
necessary permits as determined by the City's Building Division for the wooden fence.
Fence Maintenance: The applicant shall be required to maintain the wooden fence in good
condition for the life of the project. The condition of the fence shall be determined by the
Community Development Director and the Santa Clara Valley Water District.

Santa Clara Valley Water District Requirements:
A. The applicant shall be required to obtain permits and approval for the wooden fence from the
Santa Clara Valley Water District prior to construction of the fence.
B. The applicant shall install root barriers parallel to the fence at the piles and should identify use
of root barriers in these locations on the landscape plan.
