PC Res 2405RESOLUTION NO. 2405 PLANNING COMMISSION BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CAMPBELL DENYING A CONDITIONAL _ USE PERMIT ON PROPERTY KNOWN AS 2055 S. WINCHESTER BLVD. IN A C-3-S (CENTRAL BUSINESS DISTRICT) ZONING DISTRICT. (APPLICATION OF MR. MICHAEL SANDO, UP 86-11). After notification and public hearing as specified by law. on the application of Mr. Michael Sando for approval of a conditional use permit to allow the construction of a residential addition to an existing apartment on property known as 2055 S. Winchester Blvd. in a C-3-S (Central Business District) Zoning District, as per application filed in the Planning Department on July 17, 1986, and after presentation by the Planning Director, proponents and opponents, the hearing was closed. After due consideration of all evidence presented, the Commission did find as follows: 1. The expansion of a residential use in a Commercial Zoning District does not contribute to the harmonious development of this area as a Commercial Zone. 2. The provided on-site parking is lacking a sufficient number of covered and uncovered spaces for the present uses. The current code standards would require 12 parking spaces, whereas 6 substandard spaces are provided. 3. The presented site plan provides no on-site landscaping. 4. The proposed building design and use of building materials creates a combination of building elements which do not complement each other. Based on the above findings, the Planning Commission does hereby deny the requested use permit.
